Pursuant to RCW 42.30.110(1)(b) Commissioner Carter called an Executive Session to order at 11:46
a.m. to go until 11:54 a.m. regarding Real Estate Acquisition. In attendance were Commissioners
Carter and Stevens, Tom Gaines, Central Services Director; and Barbara Vasquez, Clerk of the Board.
Commissioner Carter closed the session at 11:54 a.m.

Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at 1:01
p.m. to go until 1:15 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter and Stevens, Garth Dano and Kevin McCrae, Prosecuting Attorney's Office;
Sam Castro and Sam Dart, Public Works. The session was continued to 1:20 p.m. and the Prosecuting
Attorney's Office left the Executive Session. Commissioner Carter closed the session at 1:20 p.m.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 4 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Resolution No. 20 -068 -CC notice of hearing to consider a petition received from William Hill to
vacate unbuilt county right-of-way as shown in New Trinidad located in a portion of SW % of the
SW'/, in S 7, T 20 N, R 23 E with a hearing date of September 1, 2020 at 1:30 p.m. (Approved)
2. Recommendation to award the Ephrata Landfill Phase 3 Development project to KRCI, LLC in the
amount of $2,220,515.46. (Approved)
3. Resolution No. 20 -067 -CC notice of hearing to consider a petition from Tom Jones vacate a
portion of surplus rights-of-way along the South Frontage Road turnback in S 6, T 18 N, R 24 E
with a hearing date of September 1, 2020 at 1:45 p.m. (Approved)
4. Resolution No. 20 -066 -CC notice of hearing in the matter of Solid Waste Management Fund
Disposal Fee Rate Increase with a hearing date of September 8, 2020 at 1:30 p.m. (Approved)

public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stevens moved to approve the surplus request as presented. Commissioner
Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing

The Commissioners signed a 30 Year Dedicated Service Award for Michel Goll.
