To amend the plan to utilize the balance of those funds for capital purchase of a building requires approval of the Board of County Commissioners. The City of Moses Lake is requesting that the Board review and approve amendment of the existing Plan to include purchase of a local property by the City of Moses Lake or approved contractor, utilizing funds already allocated to the City. The property and acquired units would guarantee the ability of the PHO to utilize on demand, 5 isolation/quarantine units for 12 months. The property would also include use of the units as enhanced shelter operated by the City of Moses Lake or its contractor. The benefit to the community short term is guaranteed isolation/quarantine units for the projected spikes of COVID in the next 12 months, protecting the community against any COVID deaths. The long-term benefits to the community include an increased number of permanent enhanced shelter units for the anticipated rise in unsheltered households due to the financial impact of the COVID crisis. We request that the Board of County Commissioners review this modification and approve the submission of a Revised Plan, signed by the GCPHO & Board, to Commerce for their consideration and required approval. If you are able to review and respond within five days that would allow us to move forward with the purchase of a suitable property while the owner is available. We have appreciated the partnership with Grant County these past months and thank you for the guidance and assurances you have provided our community. It is my recommendation to approve this request.
