TUESDAY, JULY 28, 2020 The Grant County Commissioners session began at 8:45 a.m. with all Commissioners in attendance. 8:45 a.m. — 8:55 a.m. J Gingrich, Lodging Tax Advisory Committee (LTAC) Discussion 9:00 a.m.-9:20 a.m. M McKnight, Assessor's Office Update 9:30 a.m. — 9:50 a.m. B Rang, Administrative Services Coordinator Update 10:00 a.m. —10:20 a.m. M Maughan, Bureau of Land Management Complaints The following items were discussed about land along the Saddle Mountains: • Trespassing and theft of petrified wood is rampant on Maughan lands which are all in a checkerboard pattern with Bureau of Land Management (BLM) and Bureau of Reclamation (BOR) lands making it near impossible for law enforcement to protect private land owners rights on the 5 miles by 18 mile ranch. • Maughans have built a fence to contain the public use but it doesn't mitigate the risk, it just contains the theft and trespassing to less Maughan property. • BLM historical practice on Saddle Mountain has shown that they do not monitor activity or implement controls sufficient to prevent misuse. • Motor biking trails are not marked and go everywhere, roads are being destroyed and the burned up area from the power line fire has not been allowed to recover. Page 2 of 5 Grant County Commissioners Minutes Week of July 27, 2020 • Fire District No. 8 can no longer get their emergency response vehicles up the roads in the BLM OHV recreation area and would have to hike in to recover someone. • Because the lands have not been allowed to recover there has been a lot of sand and dust that blows and fills adjoining orchards, vineyards and the South Slope canal. The sand in the South Slope canal is now filling up farmer's ponds and downstream canals. Some adjacent farmers to these BLM managed lands have not been able to harvest their crops because of the sand and dust. • BLM is supposed to manage BOR lands on the ranch as part of the grazing lease agreement. BOR lands are to be conservation lands that prohibit motorcycle use and other recreation activities. Reimbursement No. 8 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County Health District for the period June 16, 2020 through June 30, 2020, with the Department of Commerce in the amount of $79,485.77. (Approved) 4. New liquor license application for Mach Flynt in Mattawa, WA from the Washington State Liquor and Cannabis Board. (Approved) 5. Sub -recipient agreement with the Housing Authority of Grant County for the Washington State Department of Commerce Housing Assistance Unit Community Services and Housing Division Emergency Solutions Grant - COVID-19 (ESG-CV) No. 20-46130-100, in the amount not to exceed $278,466.00. Term is July 15, 2020 through September 30, 2022. (Approved) 6. Sub -recipient agreement with the Grant County Health District for the Washington State Department of Commerce Community Development Block Grant (CDBG) Contract No. 19-62210- 005 Public Services Grant in the amount of $145,270.00. Term is April 15, 2020 through February 28, 2021. (Approved) 7. Resolution No. 20 -057 -CC authorizing execution of an interlocal agreement with the Grant County Health District related to Coronavirus Relief Funds (CRF) CARES Act grant funding. (Approved) 8. Resolution No. 20 -058 -CC authorizing execution of an interlocal agreement with the Noxious Weed Board related to Coronavirus Relief Funds (CRF) CARES Act grant funding. (Approved) 9. Resolution No. 20 -059 -CC authorizing execution of an interlocal agreement with the City of George related to Coronavirus Relief funds (CRF) CARES Act grant funding. (Approved) 10. Resolution No. 20 -060 -CC authorizing execution of an interlocal agreement with the Fire District No. 3 related to Coronavirus Relief Funds (CRF) CARES Act grant funding. (Approved) 11. Resolution No. 20 -061 -CC authorizing execution of interagency agreement (interlocal agreement) between Grant County Health District, Moses Lake Health Youth Partnership 365 (HYP365) Coalition and Grant Integrated Services regarding North Central Washington youth marijuana prevention and education. (Approved) 12. Washington State Department of Commerce Shelter Program Funding Application Version 2 in the amount of $523,375.00 for the grant period August 2020 through June 2023. This is a pass through Grant in the amount of $523,375.00 in coordination with the City of Moses Lake and HopeSource.(Approved) 13. Resolution No. 20 -062 -CC authorizing execution of an interlocal agreement with the City of Moses Lake related to shelter funding. (Approved) 14. Request from the City of Moses Lake to amend the Commerce Consolidated Homeless Grant County COVID-19 Emergency Housing Plan & budget allocation to accommodate funding towards Capital purchases, utilizing funds already allocated to the City. (Approved) AUDITORS OFFICE 15. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $537,301.41) 16. Request to use Miscellaneous General Government funds to pay penalties incurred from the Department of Retirement Systems due to bi-weekly payroll reporting. (Approved) 17. Washington State Department of Transportation Local Agency Agreement for the Valley Road Grind/Inlay project (Cascade Part to Scott Road) for grinding, HMA surfacing, ADA ramps, etc. Project end date is December 31, 2023 with a total cost of $724,428.00. (Approved) 19. Washington State Department of Transportation Local Agency Agreement Supplement for the Flashing LED Stop Signs— Phase 1 and 2 project (County Wide). Project end date is December 31, 2023 with the supplement increase of $528,000.00. (Approved) DEVELOPMENT SERVICES 20. Land Use Activity — Acknowledgement and Authorization Form between Grant County and Olga Moskalenko authorizing Jim Keyes of Prairie Land Surveying to be the agent in the Boundary Line Adjustment on parcel nos. 171-293-001, 171-293-005 and 171-293-003 located in 5 29, T 22 N, R 28 E AND sign as grantee/agent on the Segregation / Boundary Line Adjustment / Lot Consolidation Application on this project. (Approved) CENTRAL SERVICES 21. A 19-1A Invoice Voucher in the amount of $45,000.00 for Agreement No. K2926 with the Washington State Department of Agriculture Fairs Program for a Capital Projects Grant in the amount of $45,000.00 through Central Services Department. (Approved) 3:00 p.m. —3:50 p.m. J Warjone, ASPI Group Meeting The Commissioners discussed the 1-90 Connector Project with Kim Foster, ASPI Group, Public Works, and Development Services. This project would create a bridge that crosses Moses Lake at the Hiawatha Lake Crossing to the Port of Moses Lake. Funding is the major issue to on this project. Mr. Foster is going to get together information for the Board to review. 4:00 p.m. -4:50 p.m. Budget and Finance Update MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the following Final Plat Submission and Reviews: • Lee Farm Properties LLC (Lee Farm Properties, LLC Short Plat) File # P 20-0185 (preliminary P 20- 0060) • James Kimble (Kimble Farm Unit 55 Short Plat) File # P 20-0221 (preliminary P 19-0374) Commissioner Stevens was authorized to sign the Grant County Health District voucher listing in the amounts of $45,589.36 and $21,150.13.
