• Tourgrantcounty.com website: The Commissioners are in support of bringing the website
under the county's website and control, was previously managed by Burke Marketing on an
offsite server.
• Coulee Creative will be taking over the marketing of the Grant County services.

• Commissioner District Updates
o DS District 1: his last week was spent finishing ARPA beneficiary agreements. All senior
centers and Fire Districts are completed. Non-profit agreements may not need to be
vetted by Moss Adams. Shrubsteppe advisory group meeting, trying to close the plan
out by September. 5/9/23 City of Moses Lake City Council Meeting attendance re:
Homeless Housing Issue. The thoughts are to move the RVs to county property out
Randolph Road. Commissioner Jones has heard that the city no longer recommends this
location. Email sent to the City Clerk that the BOCC will only be there to listen, not
speak.
o RJ District 2: Discussed homeless council meeting through District 1 update.
o CC District 3: Komaki City Japan youth exchange update. The youth exchange is an
important part of the business relationship. Revisit ILA with port for this? K -Road dust
problems discussed. Road Improvement District potential. Primitive Roads and their
qualifications were discussed, and permits will be required to spray (at their expense).
Contact the County Engineer.
• CC: Asked about the Quincy Port Security Agreement. It's currently in the Prosecuting
Attorney's Office for review.
• DS: What are the next steps on the Active Shooter training from Ric Char?
• DS: Status of the animal vaccination clinic at the fairgrounds? ARFS to reach out to the Director
to schedule.
• May 16 special session called by the Governor to discuss Blake Decision/legalization of drugs.

• Fairgrounds Staffing email requesting another event staff position. Put through the Position
Management Team.
Pursuant to RCW 42.30.110(1)(8) -Job Applicant/Evaluation and RCW 42.30.110(1)(f) Personnel
Disciplinary Matters, Commissioner Carter called an Executive Session to order at 2:23 p.m. to
go until 3:00 p.m. In attendance were Commissioners Carter, Stone and Jones, Kevin McCrae
and Barbara Duerbeck, Prosecuting Attorney's Office, and Kirk Eslinger and Decorah Anderson,
Human Resources. Commissioner Carter closed the session at 3:00 p.m.
New Hope/Kids Hope Retention Incentive Compensation for Domestic Violence Advocates and
Services DFY 23. This item is being removed from the Consent Agenda and signed at this HR
Update.

TUESDAY, MAY 9, 2023
The session was continued to 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
Rebekah Kaylor, Chief Civil Deputy attended for the Prosecutor and discussed the Blake Decision
and the effects on Counties/Cities. The offenders would have to attend Community Court or
sign a Stipulated Order of Continuance. County could potentially pass an ordinance.
Department of Social and Health Services —General Terms and Conditions have the stipulation
that employees must be vaccinated to work in county buildings that utilize their federal
contracts. This will affect current and future contracts. Have a stakeholder meeting with
Sheriff/Juvenile/Renew/New Hope re: Medical/Religious exemptions.
9:00 a.m. — 9:15 a.m. Commissioner — Study Session on County Goals
Project Management for Jail: Tom Gaines. The Board went over their ideas on the facility and
budget. Hire an outside attorney for Union Negotiations? Contract with outside county for
Veterans Services if our VSO is out. Move Centralized Services budget in order to finalize the
move of employees.
9:15 a.m.-9:45 a.m. KSmith, Accounting Update
• 311 Committee (3/10 of 1% sales tax): Sheriff/Public Defense/BOCC/Pros Atty/Clerk/District
Court/Sup Court/(Accounting/Treasurer Advisory only) (1 representative from each group)
• 313 Committee (Construction Payments) Tom Gaines signing authority. $88 million bond, can
interest be rolled into construction fund?
9:45 a.m. —10:30 a.m. Centralizing Services — Facilities and Maintenance
• Move budgets in order to "centralize services". This is in the works for 2023. Public Works
employee Bryan will report to Kevin in Maintenance. Sheriff staff will not report until 2024.
Maintenance vehicles are still under review.

Pursuant to RCW 42.30.110(1)(g) -Job Applicant/Evaluation, Commissioner Jones called an
Executive Session to order at 11:39 a.m. to go until 11:49 a.m. In attendance were Commissioners
Carter, Stone and Jones, Tom Gaines, Kevin Schmidt and Vanessa Brown of Central Services.
Commissioner Jones closed the session at 11:48 a.m.
1:00 p.m. — 2:00 p.m. S Castro, Public Works Update
• Roads Update —John Brissey (new supervisor for District 1)
o Major Construction — 9 NW SR 283 to Dodson Rd. Q SW City of George to Frenchman
Hills Rd. S NW SR28 to 7 NW.
o Gravel Road Grading—Grading in 3 areas
o Litter Cleanup —Garbage throughout the district. Citizen called about Norton Canyon Rd.
o Sweeping —Sweeping is done within the district.
o Added Culvert — No culverts added recently.
o Crack Filling —Crack Filling for the City of Soap Lake and State Parks (reimbursable work)
o Callouts— We haven't had any callouts recently.
o Staff Level —District 1 is down 2 grader operators, 1 Multi and 1 light, and 3 truck
drivers. We are currently missing a Road Foreman acting as a Bridge Supervisor.
• Jason Collings recognized Jacky Tuetken and his excellent work as Interim Foreman at the
Landfill.
• Gravel to oil program: Rob Harris has solicited advice from a third party... more to come.
• Washington Department of Transportation traffic control at the White Trail Road round about.
Grant County does not feel their plan is adequate.
• Viewmount road gate discussion (Pelican Point/Dune Lakes).

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable — Miscellaneous Discussion
o CC: Live Nation is working on a hotline for people to call
o DS: Status on CDS funding — there was confusion on whether or not Grant County
received funding.
o Quincy Port Security Interlocal Agreement: Joe Kriete, Sheriff discussed a Port of Quincy
agreement with the Town of George. Crescent Bar now would like to also sign onto the
ILA but is unable to due to them not being a governmental entity. The Sheriff is not
comfortable signing this agreement, he feels there is a liability issue. The County will
not move forward with this ILA.
o Janice Flynn: Jail Medical Malpractice Insurance is coming due.

o Janice Flynn: Updated/Centralized Coordinated Entry Program regarding homelessness.
HopeSource made a presentation to Commissioner Jones and Janice to set this up at a
cost of approximately $326,000.00. The County could hire a staff member for less. This
discussion will continue.
• Consent Agenda — (Items 1 through 21) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
• A motion was made by Commissioner Carter, seconded by Commissioner Stone, to approve
the consent agenda, noting that item 16 was signed at the Human Resources Update and item
13 is for CV2 funds, not CV1 funds. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $1,198,174.56)
2. Request to close the Sheriff's Investigation Revolving Account (SIRA)(001.114) in the amount of
$13,,000.00 (Resolution No. 23 -038 -CC) and request to establish INET Revolving Fund (109.151)
in the amount of $18.,000.00 (Resolution No. 23 -037 -CC)

budget by $122,000.00 for a new total of $250,,000.00 as well as extend the end date from June
301 2023, to June 30, 2024.
6. 2023 Agreement Regarding Use of County Property for Public Purpose between Grant County
and Ephrata Chamber for their annual Sage N Sun event being held June 9-10, 2023.
7. 2023 Agreement Regarding Use of County Property for Public Purpose between Grant County
and Ephrata Chamber for their annual Car Show and Shine, Anything with Wheels Event being
held July 15, 2023.
8. Special occasion liquor license application for Desert Aire Golf & Country Club and their event to
be held at the Snack Shack/Desert Aire Golf Course & Country Club, Mattawa, WA on July 21,
2023, from the Washington State Liquor and Cannabis Board.
9. Appreciation letter to Bill Burke for his 22 -year service on the Grant County Tourism Board as

14. Reimbursement travel authorization for Rob Jones to attend the Department of Commerce HAU

SHERIFF'S OFFICE
19. Gorge Amphitheater Alcohol Operating Plan, January 2023, between Grant County, by and
through the Grant County Sheriff's Office, and Legends Music, LLC and Live Nation Worldwide,
Inc. for events at the Gorge Amphitheater. Term of agreement is upon signature through
revocation of the subject liquor license or upon written mutual agreement of the parties.
TECHNOLOGY SERVICES
20. Purchase order No. 469 in the amount of $221,.192.61 to CDWGI for annual subscription
renewals.
21. Purchase order No. 470 in the amount of $10,478.26 to Lexipol LLC (LEXPL) for annual law
enforcement policy manual and daily training bulletins for the Grant County Sheriff's Office.

3:15 p.m. — 3:20 p.m. Open Record Public Hearing, to consider an Ordinance re: Petition to
amend Section 6.08.650 "Special regulations to specific lakes in Grant
County" of the Grant County Code (Warden Lake)
The Commissioners held an Open Record Public Hearing to consider Petition to amend Section
6.08.650 of the Grant County Code titled "Special regulations to specific lakes in Grant County".
Conner McKeegan of Hawley Troxell Attorneys and Counselors presented the petition by area
residents and Campbell Ranch, Inc. that will include special regulations on Warden Lake. He also
presented two draft ordinances for consideration. He stated the lake is fairly narrow, and they
want to preserve safe recreation.
Dean Campbell represents Campbell Ranch and appreciates the Board's consideration.
Monica Campbell represents Campbell Ranch and is in support of the petition.
Commissioner Stone asked Campbell Ranch, what is the position of WDFW. John Sorensen
stated that WDFW has been supportive all the way through the petition process.
Dean Campbell summarized that WFDF isn't wanting to set policy within counties. That is why
they are not making comments on this issue.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. Commissioner Stone thanked the petitioners for the two options provided. A
motion was made by Commissioner Stone to approve the ordinance and code amendment for
Warden Lake and add section (i) titled Warden Lake as follows:
(1) It shall be unlawful for any person or persons to operate a vessel at a speed in
excess of five mph minimum wake on Warden Lake.
(2) It shall be unlawful for any person or persons to operate a personal watercraft or to
engage in water skiing, or to operate a vessel towing a person on, but not limited to,
any skis, surfboard, aquaplane, kneeboard, tube, or any other similar device, on
Warden Lake.
Commissioner Jones seconded and the motion passed with 2 Commissioners in attendance. The
hearing adjourned. (Ordinance No. 23 -040 -CC)

Works)
The Commissioners held an Open Record Public Hearing to consider the surplus of certain
county owned property for Public Works.
Sam Castro, Public Works Director gave a brief overview of the items stating they will be sold on
www. ublicsur lus.com.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Stone to approve the surplus of
equipment/vehicles as presented. Commissioner Jones seconded and the motion passed with 2
Commissioners in attendance. (Resolution No. 23 -041 -CC)
