Public meetings were held in person with a WEBEX Conference Call/Video option available.
MONDAY, MAY 15, 2023
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Stone and Carter in
attendance, Commissioner Jones joined remotely. Commissioner Jones joined in person at 9:43 a.m.
9:00 a.m. —10:00 a.m. Human Resources and S. Castro, Performance Evaluation Prep
Commissioners went into executive session citing RCW 42.30.110(1)(g), Job
Applicant/Evaluation from 9:02 am — 9:32 am. In attendance were Commissioners Jones, Carter
and Stone, Kirk Eslinger, Human Resources Director, and Sam Castro, Public Works Director.
Commissioners extended the executive session from 9:32 am until 9:52 am. Executive session
closed at 9:52 am.
10:00 a.m. —10:30 a.m. 2023 Comprehensive Plan Amendment Update
Chris Young, James Cook, and Barbara Duerbeck were in attendance. Barbara Duerbeck wanted
to make a note that she has not reviewed Grant County File # P 23-0092 (Unified Development
Code Amendment 23.08.220 Hospitality Commercial Establishments) and wanted direction from
the board if they would like her to review the document. Commissioners decided that Barbara
would not review the mentioned file.
10:30 a.m. —11:30 a.m. K Smith, Accounting Update
Discussion in regard to establishing budget meetings took place. It was decided to start budget
meetings with departments Sept. 18-20 and 25-27 8 am to 12 pm. Update regarding new
accounting software took place. Better communication about contracts and wage scales was
brought up due to poor communication. Accounting would like to encourage and discuss with
HR better communication between HR, Accounting and staff about the timeline of contracts and
wages.

• LTAC goals/direction/vision (JG)- Seeking guidance on opening more rounds of LTAC funding
• Discuss Plan for Coordinated Entry (JF/CC)-Not currently ready to discuss this subject, will
move to next week. New Hope would like to be invited to this discussion in the future.

Commissioners went into executive session citing RCW 42.30.140 (4) (a) Negotiations as well as
RCW 42.30.110 (1)(g) Job Applicant/Evaluation from 2:06 pm until 2:30 pm. In attendance were
Commissioners Jones, Carter and Stone, Kirk Eslinger and Decorah Anderson, Human Resources.
The executive session was continued until 2:50 pm. Executive session closed at 2:50 pm.

am.

Curt Morris was in attendance to discuss the Interlocal Agreement (ILA) with Port of
Quincy/Crescent--Bar
9:00 a.m. — 9:30 a.m. A Vander Stoep, International Brotherhood of Electrical Workers (IBEW)
Introduction
Andrew Vander Stoep discussed educational and employment opportunities with IBEW that may
be beneficial to county constituents.

11:30 a.m. —12:00 p.m. Wenatchee Valley Humane Society
James and Sgt. Nomie Stutzman joined via Webex to discuss the operations and structure of the
Wenatchee Valley Humane Society. It was decided that Commissioners would be interested in
the Wenatchee Valley Humane Society completing a Comprehensive Assessment of the needs in
Grant County.
2:00 p.m. — 3:00 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
• Jerome Wawers was present in the meeting and offered his opinion on the active
shooter training committee, he shared he is in support of this committee and feels
commissioners should look into the REET Tax funding to support security upgrades.
• Todd Thomas was present in the meeting representing himself as well as the Sunland
Estates HOA as the president of the Association. He shared his opinion on the pending
ILA with the Port of Quincy and the Sheriff's Office. He voiced that he encourages the
Commissioners to agree and sign the ILA to help support the security needs in his
area.
• Ross Clemenshaw was present in the meeting representing himself as well as the
Crescent Ridge Ranch. He also spoke in support of the ILA with the Port of Quincy and
the Sheriff's office.
• Jeannie Nicholson was present in the meeting to voice her concerns about getting
denied scheduling for her equine events at the Fairgrounds. She read a letter written
by Susan Clary in regard to a specific incident that took place. She encouraged the
Commissioners to allow smaller groups to also utilize the facilities.
• Kim Schulz was present in the meeting and shared that she has also heard that the
Fairgrounds is denying scheduling of "smaller" equine events as well as moving away
from allowing our Ag Youth groups to utilize the facilities. She voiced to
commissioners that she does not support this and they should be fair in allowing all
group sizes to utilize the facilities.
• Willy Schulz was present in the meeting and voiced to commissioners that he has felt
"unwelcome" when attempting to utilize the fairgrounds facilities and hopes that the
commissioners will make changes to make all groups feel accommodated. He also
shared that he thinks it would be beneficial to have a mediated meeting between
fairgrounds supervisor and the equine groups towork through "long-time problems".
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.)

• Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
• A motion was made by Commissioner Carter, seconded by Commissioner Stone, to approve
the consent agenda as presented WITHDRAWING items #7, 13 and 14.

5. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Fire District #10
(Royal City) in the amount of $100,000 on a reimbursement payment basis for the provision of
fire and public safety services. The term of the agreement is March 3, 2021, through December
31, 2026.
6. Request to Grant County Safety Committee to establish a Safety Committee Fund and budget in
the amount of $5,000.00 annually.
7. Washington State Liquor and Cannabis Board notice of Change of Location Application from
Manna Production to move from 5579 Big Springs Ranch Rd., Wenatchee, WA to 23097 Baird
