HomeMy WebLinkAboutContract Award - Central ServicesBoard of County Commissioners RE: Selection of Architect for New Jail Grant County Central Services P O Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 June 17, 2020 Central Services is pleased to advise the board and submit for their approval the selection of Clemmons Rutherford & Associates (CRA) as the Architect of record for the site selection, design, and construction of the new County Jail. Central Services performed an extensive request for qualifications to select an architect. The RFQ was published in the paper of record and on the MRSC Roster. It was sent to nearly 500 separate firms of which 7 submitted proposals. These included (in no particular order) The DLR Groups HOK Integrus KMB Lombard & Conrad CRA Loofburrow Wetch Portland OR. San Francisco CA. / Seattle WA. Spokane WA. Olympia WA. Boise ID. Tallahassee FL. Yakima WA. Out of the seven, three rose to the top and were invited to interview, HOK, CRA, & KMB. We submitted 25 questions to the firms ahead of time and performed interviews with our respective teams. Grant County's team consisted of Myself, Damien Hooper, Tom Jones, Kevin McCrae, Ryan Rectenwald, and Joe Kriete. Members of our team called references, spoke to numerous public officials in those counties, and employees working in the facilities built by these three firms. We debated the submissions, the interviews that followed, and in the end were unanimous in our decision. It was a complete process that I believe selected the best firm to partner with the County going forward and I ask for the Boards approval to enter into a contract with Clemmons Rutherford & Associates.
