MONDAY, JUNE 15, 2020 8:30 a.m. — 9:00 a.m. Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 9:00 a.m. —10:00 a.m. C Carter, Public Works Management Team Meeting — Conference Call TUESDAY, JUNE 16, 2020 The Grant County Commissioners session began at 8:45 a.m. with all Commissioners in attendance. 8:45 a.m. — 8:55 a.m. Open Record Public Hearing, Ordinance amending Grant County Code Ch. 10.38 titled "Use of Compression Brakes" The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch. 10.38 of the Grant County Code titled "Use of Compression Brakes" and adding that portion of Frenchmen Hills Road one mile west of Road Q SW, roadlog 91044 milepost 0.0 to 0.99 and that portion of Frenchman Hills one mile east of Q SW, roadlog 91035 BMP 5.82 to EMP 6.82 and that portion of Road Q SW one mile north of Frenchman Hills Road, roadlog 91035 BMP 4.82 EMP 5.82. Ken Jones, Chief Deputy, discussed Sheriff Jones recommendation letter. Sam Castro, Public Works Director, agreed with the recommendation. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor moved to approve amendment to Ch. 10.38 of the Grant County Code as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Labor & Legal Report Review The Commissioners authorized the Human Resources Director to allocate labor and legal expense incurred from Menke Jackson to individual departments. 10:00 a.m. —10:50 a.m. J McKiernan, Fairgrounds Update Staffing status • Budget discussion Projects accomplished and in work • Centerfield is nearing completion. Electrical, sprinklers, lights and pathway • The ag building envelope updates are in progress • The Goat barn has been painted, waiting for new concrete and then pens • Chicken cages arrived and are ready to assemble Page 3 of 6 Grant County Commissioners Minutes Week of June 15, 2020 • The new wall for storage in the Desert Artist building has been completed\. • Continuing to clean Barn 44 and 45 • New Asphalt in Barn 46 —Stalls to be rebuilt in the Fall • Tree plan developed with Lori looking at trees • The Ardell Readerboard has been installed and wow • Gold gate signs are in, now waiting on permit for installation Event cancellations through June (We are still waiting on July) • We may need to consider purchasing commercial sanitizing equipment and we have REET funds we can allocate • Commercial Janitorial services and we will want to include sanitizing services as well. • The campgrounds are open and we are getting some campers. Our campground software seems to be working great • Reopening Open riding in the Harwood in Phase 2 to allow people to use the facility. We aren't getting a lot of takers. • Putting the burden on event promoters (Tenants) but helping them through the process. • Top Gun Concessions has been open • Lioness inquired about opening and I said, by all means, they just need to follow the Health District guidelines. • We are rescheduling events, later in the year, based on order of cancellation. The motion passed unanimously. 2:20 p.m. —2:50 p.m. Consent Agenda and Misc BOCC Action (Items 1 through 10) A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1 through 10 on the agenda as presented. The motion passed unanimously. COMMISSIONERS OFFICE 1. Possible vouchers for Commissioners Office, insurance, legal services, grant administration, etc. (Approved) 2. Commissioners June 1, 2020 Minutes for approval. (Approved) 3. Washington State Military Department SEGO County Coordinator Professional Development (CPD) Contract No. E21-018 for SFY2021 in the amount of $44,687.00 with Grant County/Multi Agency Communications Center (MACC) for State Enhanced 911 Funds; and Signature Authorization Form. Term is July 1, 2020 through August 15, 2021. (Approved) 4. Reimbursement Request #20-11 on Washington State Department of Commerce on Consolidated Homeless Grant, (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $25,197.80. (Approved) 5. City of Warden request for extension of time on Strategic Infrastructure Project (SIP) 2018-08, Wastewater System Lift Station, to January 1, 2021 due to COVID-19 impacts delaying progression of work. (Approved) 6. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 01-97 in the amount of $36,840.66. (Approved) 7. Insurance Renewal Quotation for Crum & Forster Storage Tank Pollution Liability Coverage in the amount of $4,421.00 for insurance coverage on Grant County aboveground and underground storage tanks. (Approved) TECHNOLOGY SERVICES S. Purchase order #318 to SmartDraw Software LLC for annual renewal for site license in the amount of $10,838.92. (Approved) CENTRAL SERVICES 9. Request to move forward with the Musco Lighting project for the Fairgrounds using a grant from the Washington State Department of Commerce in the amount of $281,300.00. Application from Callie Bartock and Bailee Grindy for Resale of Tax Title property for Parcel Nos. 07-0851-000, 07-0867-000, and 07-0871-000 with a starting bid of $130.50 for all three parcels. Parcels are within Lot 13, 32, 33, and 16 within the Simpson's Plat of Coulee City Addition, unrecorded (S 35, T 25 N, R 28 EWM). The Treasurer recommends approval of the offer.
