MONDAY, JUNE 8, 2020 R Stevens, Out 8:30 a.m. —9:00 a.m. Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 9:00 a.m. —10:00 a.m. C Carter, Public Works Management Team Meeting — Conference Call TUESDAY, JUNE 9, 2020 The Grant County Commissioners session began at 8:15 a.m. with Commissioners Carter and Taylor in attendance. Commissioner Stevens was out and excused. 8:15 a.m. — 8:45 a.m. J Antosz, Superior Court Update • Discussion was held on the Court Administrator position 8:45 a.m. — 8:55 a.m. Open Record Public Hearing, New Hope Budget Extension (Not recorded) The Commissioners held an Open Record Public Hearing to consider a request from New Hope Fund #128, Department #170 for a budget extension in the amount of $15,000.00 to receive a foundation grant from Innovia Foundation to provide assistance in community outreach and the 2020 Census count. Suzi Fode, New Hope Director, discussed her request. A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. Commissioner Taylor moved to approve the budget extension as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. Admission tax revenue is down due to no concerts at the Gorge. The motion passed with 2 Commissioners in attendance. 1. Request to the County Road Department for reimbursable work from Adams County for a total of 13 days of Asphalt Plant Inspection for Deal Road Project Phase #2 to be completed no later than June 16th to July 21, 2020. The maximum dollar amount allowed is $10,000.00. (Approved) 2:20 p.m. — 2:50 p.m. Consent Agenda and Misc BOCC Action (Items 1 through 9) A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1 through 9 on the agenda as presented. The motion passed with 2 Commissioners in attendance. COMMISSIONERS OFFICE 1. Possible vouchers for Commissioners Office, insurance, legal services, grant administration, etc. (Approved) 2. Commissioners May 11, 18, and 25, 2020 Minutes for approval. (Approved) 3. Amendment A to Washington State Department of Commerce, Community Services and Housing Division Housing Assistance Unit, Consolidated Homeless Housing Grant (CHG) Contract No. 20-46108-10 with Grant County. Amendment is in the amount of $86,833.00, for a new total of $1,056,250.00 with a term of July 1, 2020 through June 30, 2021. (Approved) 4. Homeless Task Force of Grant County submittal of an amended Grant County Plan to End Homelessness December 2019 -December 2024 for submission to the Department of Commerce regarding the Consolidated Homeless Grant (CHG). The amendment is to address opportunities to increase shelter beds for chronically homeless individuals. (Approved) 5. State of Washington Department of Veterans Affairs Amendment No. 2 to DVA Contract No. 305E-17-058. This amendment revises the period of performance from August 1, 2017 through June 30, 2021, effective July 1, 2020. (Approved) Page 3 of 5 Grant County Commissioners Minutes Week of June 8, 2020 CENTRAL SERVICES Amendment B on State of Washington Department of Archaeology and Historic Preservation Grant (Contract No. FY18-90006-001) to extend the expiration date of the grant from June 30, 2020 to June 30, 2021. (Approved) 7. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services through the Moses Lake HYP 365 contract, during April, 2020 in the amount of $324.25 to the Grant County Health District. (Approved) 8. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services through the Quincy Partnership for Youth contract, during April, 2020 in the amount of $699.07 to the Grant County Health District. (Approved) DEVELOPMENT SERVICES 9. Budget extension request in the amount of $2,000.00 to Fund 001.141— Capital Outlay to cover the county's obligation to the state-wide aerial imagery program for 2020. (Approved, the public hearing was scheduled for June 30, 2020 at 8:45 a.m.) MISCELLANEOUS ITEMS The Commissioners approved and signed the Public Works County Payroll Salary Fund for their May 22 and June 5, 2020 payrolls. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $416,198.80) The Commissioners sent a letter to the US Department of the Interior requesting economic recovery assistance for 5 rural, Eastern Washington counties that encompass Lake Roosevelt National Recreation Area, due to COVID-19 camping restrictions. The Commissioners signed a letter of support for the Town of Coulee City's request for funding of a new Community Library. Commissioner Stevens was authorized to sign the Grant County Health District voucher listing in the amount of $180,547.18.
