The motion passed unanimously. 1. Recommendation to award the Stratford Road Reconstruction Project to Tommer Construction for the bid amount of $1,093,333.33. (At the time of publishing the agenda, this was the recommendation. At the meeting time, the County Engineer amended his recommendation to not award this project at this time due to the county financial situation and that it is not in the public's best interest. The Commissioners approved the recommendation to not award the bid.) 2:30 p.m. — 2:50 p.m. Consent Agenda (Items 1 through 4); and B Rang, ASC Update and Misc BOCC Action (Items 1 through 12) CONSENT AGENDA: A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1 and 2 on the agenda as presented. Item 3 was moved to the May 26, 2020 agenda and item 4 was withdrawn by the Director. The motion passed unanimously. COMMISSIONERS OFFICE 1. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 01-84 in the amount of $438,578.95. (Moved to the May 26, 2020 agenda) CENTRAL SERVICES 4. Budget extension request in the amount of $106,300.00 from REET funds to be reimbursed by the Department of Commerce and used at the Fairgrounds for a lighting project rodeo arena. (Withdrawn by the Director) ASC AGENDA AND MISC BOCC ACTION ITEMS: A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1 through 13 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Sheriffs Office request for emergency capital purchase of Pix4D Mapper Perpetual License ($4,999.00), Lenovo Think Station P290 Workstation ($7,412.76), HP Elite Display E243i-LED 24" Monitor ($501.00), total price is $12,912.76 from the Law & Justice Fund #121.163.00.9114.594216505. Port of Moses Lake request for extension of time on Strategic Infrastructure Project (SIP) 2019-03, Sewer Extension to Grant County International Airport Infield from Westside Employment Center, from May 13, 2020 to May 15, 2021. (Approved) 4. City of George request for extension of time on Strategic Infrastructure Project (SIP) 2019- 04, Well No. 3 Generator, from May 13, 2020 to May 13, 2021. (Approved) 5. Agreement regarding use of County property with the Ephrata Farmers Market Association, Inc. to utilize restroom facilities for purposes limited and collateral to the Ephrata Farmers Market to be held beginning Saturday, June 27, 2020 and each Saturday from 9 am through 1 pm through October 31, 2020. (Approved) 6. Reimbursement Request #20-10 on Washington State Department of Commerce on Consolidated Homeless Grant, (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $28,872.12. (Approved) 7. Department of Commerce Grant Agreement with New Hope through Office of Crime Victims Advocacy, Community Services and Housing Division, Grant No. 521-31108-009 in the amount of $23,247.00. Term of the grant is July 1, 2020 through June 30, 2021. (Approved) 8. Agreement through the Sheriffs Office with Legends Music, LLC and Live Nation Worldwide, Inc. (iSTAR Blues LLC) for the Gorge Amphitheatre Alcohol Operating Plan for 2020, submitted to the Washington State Liquor and Cannabis Board. Term is May 19, 2020 through December 31, 2020. (Approved) 9. Fairgrounds request to purchase windows for the office in the amount of $695.85 from Penhaulluricks from REET fund #126.168.00.9116.594736210. Total budgeted amount was $2,500.00. (Approved) 10. Fairgrounds request to purchasing landscaping supplies in the amount of $10,000.00 and landscape lighting in the amount of $5,000.00 from REET funding. Purchases will be made over the course of several months in 2-3 large purchases. (Approved) 11. Memorandum of Understanding with Coordinated Care of Washington, Inc. through Grant Integrated Services for the purposes of formalizing the payment to Provider of 2020 Behavioral Health Enhancement Fund dollars in the amount of $63,481.00 for the calendar year of 2020. (Approved) 12. Recommendation to award the bid for the Carpet Replacement in the Law and Justice Building #FM2002 project and contract with Cost Less Carpet, Moses Lake through the Facilities & Maintenance Department for the total amount of $47,618.99. (Approved in the amount of $776,766.86) Microsoft Volume Licensing program enterprise agreement through the Technology Services Department for 640 user licenses of Office Professional Plus, Office 365 ProPlus, Office 365 (plans E3 & E5) and Microsoft 365 Enterprise for the annual cost of $98,182.40. Term is May 19, 2020 through May 19, 2021. Page 6 of 6 Grant County Commissioners Minutes Week of May 18, 2020 FRIDAY, MAY 22,202 8:30 a.m. - 9:00 a.m. R Stevens, Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 10:00 a.m. -10:30 a.m. R Stevens, Emergency Board of Health Meeting via Zoom 11:00 a.m. -11:30 a.m. Commissioners Special Meeting to approve Grant County COVID-19 Variance Request for Phase 2, from the Washington State Stay Home Stay Healthy Proclamation as presented by the Health District Commissioner Carter called to order this special meeting and the Grant County Commissioners reviewed a recommendation prepared by Grant County Health Officer Dr. Alex Brzezny as submitted to the Board of Health in which he recommended applying for a variance to implement Phase 2 per "Safe Start Washington'. The BOCC also reviewed Health District Resolution No. 20-5 to apply for a variance to Phase 2 of the Governor's COVID-19 Recovery Plan. After discussion, a motion was made by Commissioner Stevens, seconded by Commissioner Taylor to approve Resolution No. 20 -048 -CC to submit a request to the State of Washington to move Grant County to Phase 2 of the Governor's reopening plan.
