Per the approved 2020 Capital Budget, from REET funds, $86,000 was set aside for the purchase and
installation of additional horse stalls. Originally, it was hoped, that (2) 16 -stall structures could be
purchased. The estimate for (2) structures was low so a bid request was published, through the paper of
record as well as solicited to those that have provided quotes for stalls in the past. It was also published
in the Daily Journal of Commerce in Seattle and on our website.
One bid was received, substantially over budget, from Pearson Farm and Fence, who is on our vendor
roster at $101,000. The bid was rejected as provided in consent.
Tom Gaines and I conferred and still feel that we should purchase (1) 16 -stall structure, in kit form and
install with staff labor as well as act as General Contractor for parts of the installation which we may not
have time to do.
Prior to the formal process for bids, I had solicited bids for the structures in kit form and received 13
bids. The original bids are shown below with Pearson Farm and Fence providing the lowest price for the
structure with the best options and value to the County. Structure features required are a metal roof
with overhangs on both the eave and gable.

With no valid, acceptable bids I would like to move forward with the purchase of (1) 16 -stall structure
from Pearson Farm and Fence at a current price of $37,919.84 including tax and delivery. That leaves
$48,080.16 for parts of the installation we cannot accomplish with facilities staff.
I request authorization to move forward with the purchase of the Pearson Farm and Fence Noble
structure. My reasons for selection are the quality of the wall material ('a inch ACX) as well as the
overhangs, 3 foot eave and 1 foot gable. The roof is also metal and will be much more durable then
canvas and these are similar to the structures we already have on the grounds. Pearson Farm and
Fence is a local business and is on our vendor roster.
