Commissioner Stevens participated via conference call. 9:00 a.m. — 9:20 a.m. Grant County Discussion on COVID-19 The Commissioners (BOCC) met with the Elected Officials and Department Heads of Grant County to discuss the effects of the COVID-19 virus will have on county facilities and its employees. The BOCC reiterated that it is leaving it up to each department/office to determine essential/non-essential personnel within their office. The Grant County website will be continuously updated to assist the public. Human Resources discussed telecommuting (employees must document their work from home vs. office) and the Federal Leave Act that was approved. 10:00 a.m. —10:20 a.m. B Rang, ASC Update and Misc BOCC Action (Items 1 through 4) A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1 through 3 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Memorandum of Understanding with North Central Accountable Community of Health (NCACH) through Grant Integrated Services (GrIS) to implement a Suicide Prevention and Community Coalition Building & Training to improve health outcomes across North Central Region as an awardee of the Coalitions for Health Improvement community Initiatives funding. Term is March 23, 2020 through February 28, 2021. (Approved) 3. Master License and Services agreement with HomeWAV, LLC through the Sheriffs Office to provide a unique, custom all -in -one inmate communications solution comprised of patented technology, video software, hosted services and equipment that has been adapted for use in secured detention facilities. Term of the agreement is March 23, 2020 to March 23, 2025 and compensation is based on a fee structure between $0.20 to $0.50 per minute/message and will have a minimum monthly guarantee of $7,000.00 in revenue sharing with the County. (Approved) 4. Discussion - CHG Grant funding for COVID-19 event. MISCELLANEOUS ITEMS Resolution No. 20 -030 -CC authorizing exceptions to county personnel policies for the duration of the Corona Virus (COVID-19) public health crisis. (Approved) Page 2 of 6 Grant County Commissioners Minutes Week of March 23, 2020 Resolution No. 20 -031 -CC providing a directive for Grant County Employees in response to the "Stay Home -Stay Healthy" proclamation from Governor Inslee and providing information on essential activities and availability of employees to work from home/office. (Approved) TUESDAY, MARCH 24, 2020 The session was continued to 9:00 a.m. with all Commissioners in attendance. Commissioner Stevens participated via conference call. 9:00 a.m. —10:30 a.m. K Eslinger, Human Resources Update Discussion Items 1. HR COVID-19 Structure: a. Office is closed to public access b. All staff have to tools for remote work c. Staff will work a combination of in -office and remote work d. All staff phone and email functioning 2. Response to WA Stay Home Order a. In effect 03/26 or sooner b. Until 04/09 unless extended c. Close all businesses not deemed essential (following federal guidelines) d. Those open must establish rules implementing strict social distancing 3. Emergency Compensation Issues a. Current GC process in place b. Families First Coronavirus Response Act c. Auditor's Office — Elections 10:30 a.m. —10:40 a.m. Open Record Public Hearing, Economic Enhancement Strategic Infrastructure Program, Fairgrounds and Sheriff's Office Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: Page 3 of 6 Grant County Commissioners Minutes Week of March 23, 2020 Economic Enhancement Strategic Infrastructure Program Ending Fund balance (Fund #113.155) in the amount of $150,000.00 ($105,000 Grant/$45,000 Loan) for SIP project #2020-01, City of Soap Lake, Division Street South Sewer Main Extension. Fairgrounds in the amount of $120,000.00 (Fund #116.149) for Seasonal Help that was omitted from the 2020 budget in error. Sheriff's Office in the amount of $866.00 to purchase a 2016 Hybrid scissor lift from Star Rental (total budgeted capital outlay amount $6,600.00). The price of the item increased when they discovered the original item ordered would not suit their needs. A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. Commissioner Taylor moved to approve the budget extensions as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. The motion passed with 2 Commissioners in attendance. Resolution No. 20 -028 -CC Notice of Hearing: Reducing Speed Limit on Stratford Road from Harris Road to N. of Tyndall Road with the hearing set for April 7, 2020 at 1:50 pm. (Approved) Recommendation to award the bid for Road Stabilization 2020 project (769 tons Magnesium Chloride 30%) to ENVIROTECH Services, Inc., in the amount of $122,847.75. The unit price bid was $159.75 per ton. (Approved) Request to the County Road Department for Reimbursable Work with Town of Wilson Creek to seal coat Navar Street from 11t to 6`" and to be completed no later than October 30, 2020 up to a maximum of $31,000.00. (Approved) 1:30 p.m. —1:40 p.m. Bid Opening, Asphalt Materials 2020 The following bids were received: • Albina Asphalt No bid on all • Central Manufacturing Inc. Item 2A $46/ton Item 213 $48/ton • Idaho Asphalt Supply Item 1A $337/ton Item 1B $337/ton • Western States Asphalt Item 1A $296/ton Item 1B $296/ton A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to turn the bids over to Public Works for their review and recommendation. The motion passed with 2 Commissioners in attendance. Page 4 of 6 Grant County Commissioners Minutes Week of March 23, 2020 1:50 p.m. — 2:00 p.m. Open Record Public Hearing, Ordinance amending Ch. 11.04 of the Grant County Code titled "Maximum Speed Limits" along certain portions of Roads S -SE, Sagebrush Flats, and Adams Road. The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch. 11.04 of the Grant County Code titled "Maximum Speed Limits". Sam Dart, Interim Public Works Director discussed the proposed changes which will reduce the speed limit on Sagebrush flats Road to 35mph and made S -SE in Warden 35mph. A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. Commissioner Taylor moved to approve the ordinance as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. 20 -027 -CC) 2:30 p.m. — 2:50 p.m. Consent Agenda (Items 1 through 6) A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1 through 5 on the agenda as presented. Item 6 was held for further review. The motion passed with 2 Commissioners in attendance. COMMISSIONERS OFFICE 1. Commissioners Office Vouchers for approval. (Approved) 2. Commissioners February 17, 2020 Minutes for approval. (Approved) 3. Resolution No. 20 -032 -CC and letter of appointment for Lisa Karstetter to the North Central Regional Library Board of Trustees representing Grant County. Term is March 24, 2020 through December 31, 2023 and is replacing Gail Huntley who resigned. (Approved) 4. Ordinance No. 20 -033 -CC amending Ch. 2.04 of the Grant County Code and adding a section .040 providing for commissioner meeting attendance by telephonic or video means in cases of emergency. (Approved) GRANT INTEGRATED SERVICES 5. Letters of appointment for Michael Lopez and Darray Becker-Smoger and designate them as Designated Crisis Responders per RCW 71.05.020. (Approved) FAIRGROUNDS Request to contract JDB Enterprises for ice vending at the Fairgrounds. It would be installed like a vending machine and vend ice with payment by credit card. (Item held for further review) Page 5 of 6 Grant County Commissioners Minutes Week of March 23, 2020 Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amounts of $862,341.66, $67,239.61 and $28,855.56) 3:00 p.m. — 3:20 p.m. Open Record Public Hearing, Ordinance creating Ch. 6.42 of the Grant County Code titled "Nitrous Oxide, Banning Recreational Use and Enacting Penalties The Commissioners held an Open Record Public Hearing to consider an Ordinance adding Ch. 6.42 of the Grant County Code titled "Nitrous Oxide" and banning recreational use. Ryan Rectenwald, Undersheriff, described the reasoning behind the ordinance. A motion was made by Commissioner Taylor, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. Commissioner Taylor moved to approve the ordinance as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
