On March 2"d, the HWC submitted a recommendation to the BOCC for approval in regards to changing the current membership process in the HWC Bylaws. Due to a vote tally miscalculation, the HWC leadership is asking to amend the previously approved recommendation. After through discussion, it was decided by HWC leadership to reach out to voting members whom had not cast a vote and ask for additional votes in order to meet quorum. As the current verbiage in our bylaws state, I, as the current HWC chair, have been contacting departments and elected offices in attempts to solicit for involvement in the HWC. This process has been cumbersome and most solicitations had few to no responses. In discussion with the committee, I proposed changing the bylaws to have a less cumbersome process that allows for department heads and/or elected officials to solicit within their respective departments. The current and proposed bylaw verbiage is as follows: Current: Member Selection Process: Voting Members and Alternate Members are recommended by the employees they represent. This is accomplished in the following manner: a) The Chairperson shall solicit interest from the represented group members. b) The Chairperson shall hold a formal vote. c) The Chairperson shall notify the Department Head/Elected Official of the group's recommendation. d) The Department Head/Elected Official may issue a response approving or denying the recommendation. e) The Chairperson shall notify the BOCC of the group's recommendation. f) The BOCC shall issue a written response approving or denying the recommendation. If the group is not able to recommend a representative, the Department Head or Elected Official for the group may recommend a participant. Proposed: Member Selection Process: Voting Members and Alternate Members should be recommended by the employees they represent. Members are selected in the following manner: Department/Elected Office Representatives: '�4p ' 'TO MEET CURRENT AND FUTURE NEEDS, SERVING TOGETHER WITH PUBLIC AND PRIVATE ENTITIES, lU� WHILE FOSTERING A RESPECTFUL AND SUCCESSFUL WORK ENVIRONMENT."�,��� f 5�'N/ a) The Chairperson shall request a list of eligible representatives from the Department Head/Elected Official. Eligibility is determined by the Department Head/Elected Official. b) In the event there are multiple eligible representatives for one position, the Chairperson shall hold an election for the department/office. c) If an election was held, the Chairperson shall notify the Department Head/Elected Official of the selection. d) The Chairperson shall notify the BOCC of the selection. e) The BOCC shall issue a written response approving or denying the recommendation. Labor Organization Representatives: a) The Chairperson shall contact the current representative and/or an officer of the labor organization and request that an eligible representative be named. Eligible means that the representative is a Grant County employee and has received approval from their Department Head/Elected Official to participate. b) The Chairperson shall notify the BOCC of the selection. c) The BOCC shall issue a written response approving or denying the recommendation. The HWC Chair reached out on March 10th to those who did not respond to the original call for vote. There were 17 ballots returned, 15 in favor of changing the bylaw verbiage regarding Member Selection and 2 in favor of keeping the current verbiage. Therefore, the HWC would like to recommend that Grant County change the bylaw verbiage regarding member selection process.
