Association — CH; DQ PW; SW; YS Negotiation: Negotiations for 2019 (08128119) Pursuant to RCW 42.30.140(4)(a) Commissioner Taylor called an Executive Session to order at 9:15 a.m. to go until 9:25 a.m. regarding negotiations. In attendance were Commissioners Taylor, Carter and Stevens., Jeff Tincher, Public Works Director and Kirk Eslinger, Human Resources Director. The session was then continued to 9:30 a.m. Commissioner Taylor closed the session at 9:30 a.m. 10:00 a.m. - 10:20 a.m. ASC Update and Miscellaneous Action (items I through 7) A motion was made by Commissioner Carter, seconded by Commissioner Stevens., to approve items I through 4 and 6 on the agenda as presented. Item 5 was not ready for signature. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Interlocal Cooperation Agreement between the Port of Moses Lake and Grant County Public Works for cooperative purchasing and the improvement of certain County -owned infrastructure around Port owned property. (Approved) 3. Resolution No. 19 -069 -CC Authorizing Execution of Interlocal Agreement between the Port of Moses Lake and Grant County Public Works for cooperative purchasing. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services, during August, 2019 in the amount of $457.50 on Washington State Department of Corrections (DOSA) contract. (Approved) 5. Anticipating: Request for release of funds on SIP 2019-05,, Port of Quincy, Industrial Park No. 5 Site Improvements in the amount of $133,,500 to the Port of Quincy. (item not ready for signature) 6. Washington State Department of Commerce grant agreement with New Hope through the Office of Crime Victims Advocacy, Community Services and Housing Division for Children's Advocacy Center Child Centered Services VOCA Initiative Grant Number F18-31219-401 in the amount of $116,940. Term of the agreement is July 1,, 2019 through June 30, 2020. (Approved) 7. Memorandum of Understanding between Community Choice (dba Action Health Partners), Pathways Community HUB., and Community Specialist Services Agency-CSSA (dba Grant Integrated Services). This MOU establishes a working relationship for the provision of Pathways Community Specialist services while a formal contract is being developed and defines the roles of HUB and CSSA with respect to Pathways services during the 2019 project start-up period. Term ends December 31, 2019 or it is replaced by formal agreement. Request to purchase quantity 47 -Thermoplastic Pavement Markings in the amount of $7.,926.79, not including sales tax from Traffic Safety Supply through a Department of Enterprise Service contract #05115. (Approved) 2:30 p.m. — 2:50 p.m. Consent Agenda (Items I through 10) A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1 through 10 on the agenda as presented. Special occasion liquor license application for Highrollers and their September 27-28, 2019 event at the Sunlakes Park Resort in Coulee City. (Approved) AUDITOR'S OFFICE 4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090.0 as recorded on a listing and made available to the Board. (Approved in the amount of $643,335.23) 5. Request for a budget extension in the total amount of $168,000.00 to receive unanticipated revenue received from recordings than anticipated in the 2019 budget. $14',000.00 to the Affordable Housing (Fund #129) and $154,.000.00 to the Homeless Housing (Fund #130). (Approved, the public hearing was scheduled for September 24., 2019 at 11:30 a.m.) GRANT INTEGRATED SERVICES 6. Proclamation declaring September 2019 as Suicide Prevention Awareness Month and urge all citizens to work to reduce suicide stigma, seek suicide prevention education, raise awareness and. tolerance around all people affected by this tragedy. (Approved) PUBLIC DEFENSE 7. Pursuant to RCW 27.24.040, submittal of the 2018 Annual Report and 2017 Financial Report for the Grant County Law Library. (Approved) SHERIFF'S OFFICE 8. Request to proceed with the following Capital Outlay purchase requests approved in their 2019 budget: (Approved) a. Evidence Room Remodel on F Street NW approved for $33,000.00. The bid- carne in at $39,682.35 which is $6,682.35 over budget. b. Parking Lot Repair and Paint (Work release and Moses Lake Substation) approved for $46.,224.00. The bid came in at $37.,843.00 which is $8.381.00 under budget. If approved, they request to transfer the overage on the Parking Lot project to the shortage on the Evidence Room project. 9. Request from the Emergency Management Division for a budget extension in the amount of $100,000.00 to receive two US Department of Homeland Security grants through the Washington State Emergency Management Division that were not carried over into the 2019 budget. Contract #E18-160 for FY2017 is $641780.00 and #E19-110 for FY2018 is $351220.00 (Revenue code 333.970). This funding will be used to purchase a mobile command vehicle from the Arlington County., VA Police Department. (Approved, the public hearing was scheduled for September 24,, 2019 at 11:30 a.m.) 10. Request to terminate the Memorandum of Understanding (MOU) with the Wahluke School District #73 for a School Resource Officer (SRO).
