MONDAY, SEPTEMBER 30, 2019
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Carter and Stevens in
attendance. Commissioner Taylor was out and excused.
8:30 a.m.-8:50 a.m. Code Enforcement Discussion
9:30 a.m. — 9:50 a.m. J Hammond, ASC Update and Misc BOCC Action (items I and 2)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items I
and 2 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Request for release of funds on SIP 2018-13, City of Quincy, Wastewater Reuse Project in the
amount of $75,000 (grant) to the City of Quincy. (Approved)

10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance)
6:00 p.m. — 7:00 p.m. C Carter at Quincy Community Meeting to discuss 3/10% Law and

MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their
September 27, 2019 payroll.

Personnel Action Request (PAR) for the salary, wage and/or position changes for: Dell Anderson,
Grant Integrated Services; Jerome Wawers, Public Works; and Tahtanka Bear Eagle., Grant
Integrated Services.
Pursuant to RCW 42.30.110(1)(g) Commissioner Taylor called an Executive Session to order at
9:02 a.m. to go until 9:12 a.m. regarding a Job Applicant /Evaluation. In attendance were
Commissioners Taylor, Carter and Stevens, Dell Anderson,, Grant Integrated Services and Kirk
Eslinger,, Human Resources Director. Commissioner Taylor closed the session at 9:12 a.m.
Pursuant to RCW 42.30.140(4)(a) Commissioner Taylor called an Executive Session to order at
9:31 a.m. to go until 9:36 a.m. regarding negotiations. In attendance were Commissioners
Taylor, Carter and Stevens, and Kirk Eslinger, Human Resources Director. Commissioner Taylor
closed the session at 9:36 a.m.

3. Request from the Board of Equalization to increase the daily stipend paid to its members for
attendance from $75.00/day to $100-00/day. (Approved)
AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090.,
as recorded on a listing and made available to the Board. (Approved in the amounts of
46,,538.69 and $563,325.20)
TREASURER'S OFFICE
5. Request to begin the process to decrease the assessment rate for the Hillcrest Lighting District
from $19.00 per parcel to $16.00 per parcel, in 2020. If approved, a public hearing will be
scheduled. (Approved, the public hearing was scheduled for October 22, 2019 at 10:00 a.m.)
6. Request to begin the process to increase the assessment rate for the Turnkey Lighting District
from $19.00 per parcel to $24.00 per parcel,. in 2020. If approved, a public hearing will be
scheduled. (Approved, the public hearing was scheduled for October 22, 2019 at 10:00 a.m.)
FACILITIES AND MAINTENANCE
7. Recommendation to award the contract for the Health District- Wheeler Road HVAC/Air
Conditioner replacement project to Basin Refrigeration in the amount of $33.,867.68.

TECHNOLOGY SERVICES
8. Request to transfer Grant County motor pool vehicle #2007 (2008 Ford Explorer) from the
Fairgrounds inventory to Technology Service's inventory. (Approved)
9. Request to purchase additional 128G RAM (Random Access Memory) from ednetics in the
amount of $5,530.67 for the county's backup server environment. (Approved)
