HomeMy WebLinkAboutContract Award - Central ServicesBoard of County Commissioners RE: Recommendation for award of Contract to; Soft Resources Software Consultants for selection of; An Enterprise Resource Platform to replace GP Grant County Central Services P O Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 February 5, 2020 Central Services performed a formal RFP process to select a consultant that would help the County define and select the appropriate software platform to replace GP and address the fiscal needs the of County as a whole. In that process "Soft Resources Software Consultants" provided the only response. The RFP was widely disseminated on the MRSC Roster and it is believed that the main reason we only received a single response was due to the nature of the request. Grant County requested a consultant that would appropriately guide the County in the selection of the platform that best suited the County's needs. In other words, the consultant chosen would need to provide a selection of software without showing any favoritism towards nor would they be partnered with any "specific" software vendor. Soft Resources was the only vendor that was not specifically partnered with a name branded solution that would look across the spectrum of viable solutions and provide an opinion. A meeting was held with Soft Resources after their submitted material was read by the Auditor, Treasurer, Central Services and Technology Services. It is believed that although it may seem like and is an expensive process, the cost of the process outweighs the costs we may incur in the long term if we attempt to select a software without engaging with a consultant and consider all of the logistical requirements involved in implementing a platform of this magnitude. The Elected offices represented herein and Central Services recommends and requests that thele board approve a contract with Soft Resources with a "Not to Exceed" amount ofx;000.00 to (40 provide the assessment, vendor evaluation, provide demonstrations of solutions, guide the County in its decision and review of a new contract with a new vendor, and manage the implementation of said vendors product. The cost of this would require a budget extension as it was not included in the FY2020 budget.
