HomeMy WebLinkAboutResolution 20-006-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington A RESOLUTION RE-ESTABLISHING RESOLUTION No. 20- 00(4-' -CC THE GRANT COUNTY LAW AND JUSTICE COUNCIL WHEREAS, RCW 72.09.300 requires the County to establish a Law and Justice Council; and WHEREAS, Grant County established a Law and Justice Council by Resolution No. 93- 121 -CC on October 5, 1993; and WHEREAS, The Grant County Law and Justice Council has not been active in the recent past; and WHEREAS, In the November 2019 election Grant County voters passed a 3/10 of I% sales tax dedicated to law and justice issues; and WHEREAS, the Grant County Commissioners believe the County would benefit from a Council to address issues related to maximizing local resources including personnel and facilities, reducing duplication of services, and sharing resources between local and state government in order to accomplish local efficiencies without diminishing effectiveness, jail management, mechanisms for communication of information about offenders, including the feasibility of shared access to databases and partnerships between the department and local community policing and supervision programs to facilitate supervision of offenders under the respective jurisdictions of each and timely response to an offender's failure to comply with the terms of supervision; and WHEREAS, Grant County does not currently have municipal prosecutors and the County District Court judges act as the Municipal Court judges. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF GRANT COUNTY AS FOLLOWS: There is hereby reestablished the Grant County Law and Justice Council. Said Council shall have the following members from within Grant County: 1. A representative of the Board of County Commissioners, 2. The Grant County Sheriff, 3. The Grant County Prosecutor, 4. A representative of the municipal police departments, 5. A representative of the city legislative authorities, 6. A Superior Court Judge, 7. A District Court Judge, 8. The County Clerk, 9. Chief Civil Deputy Prosecutor (Risk Manager), 10. The Secretary of Corrections, 11. The administrator of Juvenile Court Services, and 12. The Chief Corrections Officer of the Grant County jail. If one or more cities in the county establish a Municipal Court independent of the County District Court a representative of the municipal prosecutors and representative of the municipal court(s) shall be added to the Council. Any of the designated members may appoint a representative to attend council meetings. The Council may, from time to time, invite ex officio members to address specific issues. The Council will research, coordinate, plan and respond to requested directions from the Commissioners as an advisory board to the Grant County Board of County Commissioners regarding law and justice concerns within Grant County. A quorum shall consist of fifty percent of the filled positions on the Council. The Council shall organize and elect a Chair at the first meeting scheduled after the selection of the complete Council and after the Commissioners have been advised of the selection. The term of the Chair shall be for two years, with the ability to be re-elected. The Chair shall call periodic meetings, not less than twice a year, in order to discuss law and justice issues and respond to requests from the Board of County Commissioners. The Clerk of the Board of the Grant County Commissioners shall be the clerk of the Law and Justice Council. PASSED AND ADOPTED this 26 iiay of - aylt � 92020. BOARD OF COUNTY COMMISSIONERS Yea Nay Abstain T COUNTIk, W HINGTON ❑ 11 'AL, � � d Cindy Carte'i, Chair ATTEST: Tom Taylor, Vic Chair 6arbaraY'%S�ueoa Richard Stevens, Member BOARD OF COUNTY CO11 MSSIONERS Grant County, Washington A RESOLUTION ESTABLISHING A ) GRANT COUNTY LAW AND JUSTICE ) RESOLUTION NO. 93 -121 -CC COUNCIL ) WHEREAS, Chapter 72.09 RCW has authorized Grant County (the 'County") to establish a Law and Justice Council (Council); and WHEREAS, the Grant County Commissioners (Commissioners) believe the County would benefit from a Law and Justice plan (Plan) which would seek to maximize local law and justice resources, including personnel and facilities, reduce duplication of services, and provide for sharing resources between local and state government in order to accomplish local efficiencies without diminishing effectiveness; WHEREAS, the Commissioners believe that the County would benefit from a Plan; WHEREAS, the development of a local law and justice Plan to include review of other law and justice matters as requested by the Commissioners would be beneficial by providing alternatives to alleviate jail over -crowding and allowing Grant County officials consideration and selective or total implementation of said Plan, and other matters to which the local Council has been requested to respond; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Grant County that there is hereby established the Grant County Law and Justice Council. Said Council shall have the following members from within Grant County: 1. The Grant County Sheriff; 2. A representative of the municipal police departments; 3. The Grant County Prosecutor; 4. A representative of the municipal prosecutors; 5. A representative of the city legislative authorities; 6. A Superior Court judge; 7. A District Court judge or Municipal Court judge; 8. The County Clerk; 9. The County Risk Manager; 10. The Secretary of Corrections; 11. The Administrator of Juvenile Court Services; and 12. The Chief Corrections Officer of the Grant County Jail. RES. ESTABLISHING A GRANT COUNTY LAW AND JUSTICE PLANNING COUNCIL - 1 Any of the designated members may appoint a representative to attend Council meetings. BE IT FURTHER RESOLVED, that the Council will research, coordinate, plan, and respond to requested directions from the Commissioners as an advisory board to the Board of Grant County Commissioners regarding law and justice concerns within Grant County. BE IT FURTHER RESOLVED, that the administrative structure of the Council shall be as follows: 1. All meetings of the Council shall be covered by the latest edition of Roberts Rules of Order; 2. A Quorum shall consist of fifty percent (50%) of the filled positions on the Council; and 3. The Council shall organize and elect a chair at the first meeting scheduled after selection of the complete Council and after the Commissioners have been advised of the selections. The Chairperson shall call for periodic meetings of the Law and Justice Council in order to develop a law and justice plan, in accordance with RCW 72.09.300, to be submitted to the Grant County Commissioners.
