Item 2, 3 and 6 were not ready for signature. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Held from January 6tb Agenda: Request from Coulee City asking for reconsideration of the contingency placed upon them on November 18, 2019 that required a Letter of Support from the Soap Lake Hospital District for Strategic Infrastructure Program SIP Project #2019-12: Port of Coulee City— Coulee City Medical Clinic for approval of $169,000 grant funding. (Item held) 3. "Anticipating" Purchasing Policy for Goods and Services —for approval. (Item held) 4. Service Level Agreement No. 2020-002 (Customer Service Agreement No. 8130-0) with Washington State Consolidated Technology Services (CTS) and herein referred to as Washington Technology Solutions (WaTech) and Development Services (Geographic Information Services - GIS) for access to Geospatial data through a GIS application with respect to WaTech's provision of Statewide Imagery Services. Term is from date of execution to March 31, 2022 and the total cost shall not exceed $2,000.00 per year. (Approved) 5. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during September 2019 Supplemental, in the amount of (-$19.57) on Washington State Health Care Authority Contract No. K3919. TUESDAY, JANUARY 28, 2020 The session was continued to 10:00 a.m. with all Commissioners in attendance. 9:00 a.m. —9:50 a.m. K Eslinger, Human Resources Update (Cancelled) 10:00 a.m. —10:10 a.m. Open Record Public Hearing, Sheriff's Office Budget Extension The Commissioners held an Open Record Public Hearing to consider a budget extension request in the amount of $25,217.47 from the Sheriffs Office to receive US Department of Homeland Security grant funds through the State Emergency Management Division #E19-110 for FY2018 to purchase new office furniture, ceiling speakers, three (3) TV's and speakers, and antennas/cabling for the ham radios to be installed. Darrik Gregg, Chief Deputy of the Sheriffs Office, stated that due to lack of time after the previous budget extension hearing that was held December 30, 2019, that request was withdrawn and this new budget extension is being heard. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor moved to approve the budget extension as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 20 -007 -CC) 10:30 a.m. —10:40 a.m. Open Record Public Hearing, Allan and Kathleen McGee —Application for Farm and Agriculture Land Reclassification to Open Space (RCW 84.34) Page 3 of 6 Grant County Commissioners Minutes Week of January 27, 2020 The Commissioners held an Open Record Public Hearing Open Record Public Hearing to consider an application for Classification as Open Space Land for Current Use Assessment under Chapter 84.34 RCW from Allan and Kathleen McGee. Property is located at 15253 Rd P.7 NE, Wilson Creek, WA for 40 -acres within S 14, T 21, R 29, E.W.M (Parcel No. 180413004). Amy Perez, Deputy Assessor 3, stated that the Assessor's Office recommends approval of the application for Open Open Space. Based on the lease they had with the association and the grazer is no longer using the land for grazing, based on Department of Revenue standards, they do qualify. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor moved to approve the reclassification as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Request to purchase one (1) used 2019 John Deere 772G motor grader in the amount of $310,518.00 not including sale tax from PAPE Machinery, using the Sourcewell Contract #032515-JDC.(Approved) 3. Execution of contract for the Herbicide Application 2020 project with Basin Tree Service to apply soil residual and foliar herbicides on approximately 17,400 acres of County Rights of Way in the amount of $696,484.50. (Approved) 4. Authorization to Call for Bids on the B -SE Bridge /Culvert Replacement project (CRP 18-10). Out of state travel request for Brock Laughlin to attend the Construction Exam Center testing session from March 2 — March 6, 2020 in Portland, OR. (Approved) TECHNOLOGY SERVICES 8. Request to surplus miscellaneous computer equipment and dispose of through TruRecycle or throw away if broken and no longer functional. (Approved, Resolution No. 20 -008 -CC) FAIRGROUNDS Previously approved on the December2, 2019 Consent Agenda: Amended recommendation to approve the following rates for Youth Equestrian events, effective January 1, 2020. The Director now recommends to revise this request to apply the change of rates to only those groups who have a majority of youth from Grant County: (Approved) • Pavilion rental (Harwood and Ardell) $25/hour or $300 per day. • Stalls— Cleaning fee only ($12 for event) • Rodeo grounds rental - $25/hour or $300 per day • Waive the damage deposit for 2020 and 2021 • Waive the reservation fee for 2020 and 2021 • Normal insurance requirements are still in place. 10. Recommendation to reduce the rental rates for the Columbia Basin Barrel Racing Club (CBBRC) for the 2020/2021 calendar years: (Approved) a. 4 Hour rental rate for the Ardell from $300.00 to $225.00 b.
