1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Held from January 61h Agenda: Request from Coulee City asking for reconsideration of the
contingency placed upon them on November 18, 2019 that required a Letter of Support from
the Soap Lake Hospital District for Strategic Infrastructure Program SIP Project #2019-12: Port of
Coulee City — Coulee City Medical Clinic for approval of $169,000 grant funding.
3. Held from January 6th Agenda: Agreement with Community Counseling and Correctional
Services, Inc. and Youth Services for the transport of Juvenile detainees. Term is January 6, 2020
to January 6, 2021.
4. Signature Authorization form for Contract E20-043 with Multi Agency Communications Center
(MACC) and Washington State Military Department, fiscal year 2020 SECO County Coordinator
Professional Development Council for E911 services.
5. Contract with Southern Bleacher Company Inc. and the Fairgrounds to provide additions to the
previously constructed bleachers to prevent garbage from falling below the seated sections
(Project CSD 2002FG). The project will commence on or about February 17th, 2020 and will end
upon project completion for the amount of $42,401.42.
6. Reimbursement Request #20-6 on Washington State Department of Commerce on Consolidated
Homeless Grant, (CHG) No. 20-46108-10, administered through the Grant County Housing
Authority, in the amount of $33,506.70.
7. Amendment 2 to the Washington State Department of Social & Health Services (DSHS) County
Program Agreement, Community Based Domestic Violence Program Emergency Shelter &
Supportive Services, DSHS Agreement No. 1963-59401 with New Hope. The amendment is an
"administrative error to the verbiage in the Training and Qualifications requirements for staff
and supervisors that doesn't apply to the Grant County shelter contract services; thus, those
requirements are not applicable for staff and supervisors on the Grant County shelter contract;
and several required federal provisions were omitted"
8. Anticipating: Professional Services Agreement with Nicole Prentice and New Hope for Forensic
Interviews, Coordination of Holistic Healing Providers at $50/hr. and Individual Therapy for Kids
Hope referrals at $81.25/hr. Term of the agreement is January 1, 2020 to December 31, 2020.
9. Anticipating: Professional Services Agreement with Laura Meyer, Art Garden Pottery, and New
Hope for alternative holistic healing services at $81.25/hr. Term of the agreement is January 1,
2020 to December 31, 2020.
10. Anticipating: Professional Services Agreement with Stepping Stones LLC and New Hope for
individual and group therapy services at $81.25/hr. Term of the agreement is January 1, 2020 to
December 31, 2020.

11. Anticipating: Memorandum of Understanding with Grant Integrated Services and New Hope for
individual and group therapy services at $81.25/hr. Term of the agreement is January 1, 2020 to
December 31, 2020.
12. Anticipating: Contract with the Columbia Basin Rodeo Association (OBRA) and the Fairgrounds
for the construction of a 50x70 open-air pavilion in the southwest corner of the rodeo grounds
at the Grant County Fairgrounds. Once construction is completed, the pavilion shall be an
addition to the facilities licensed in section I.C.2 of the License for Use of Resources granted to
the OBRA. Term of the agreement is from the date of final signature to project completion.
13. Amendment 1 to the Washington State Health Care Authority, Interagency Contract, for
Community Prevention and Wellness Initiative (CPWI) Prevention Services, through Grant
Integrated Services, Contract No. K3919. Term of the contract is July 1, 2019 to June 30, 2021 in
the amount of $362,295.
14. Cancellation of Memorandum of Understanding (MOU) for the provision of Pathways
Community Specialist services between Community Choice, d.b.a. Action Health Partners (HUB)
and Grant Integrated Services. Contract #K19-020.
15. Administrative Services Coordinator request for change to County Mileage Reimbursement Rate
from $0.58 to $0.575 (to match the Office of Financial Management's mileage rate for
Washington State government, which became effective January 1, 2020).

Open Record Public Hearing, Sheriff's Office Budget Extension
Open Record Public Hearing to consider a budget extension request in the amount of $9,427.75
from the Sheriffs Office to purchase a vehicle wrap, labor and installation for their newly
purchased mobile command vehicle, through CW Wraps. Any interested persons may appear
regarding these matters.

soil residual and foliar herbicides on approximately 17,400 acres, of County Rights of Way in the
amount of $696,484.50.
Recommendation to award the bid for the Asphalt Crack Sealant 2020 project to Crafco, Inc. in
the amount of $225,918.00 not including sales tax. The unit price bid was $0.4564 per pound.
yRequest to purchase four (4) each RCF 2.4 Remote Control Flagman with Intrusion Alarms in the
amount of $68,383.77 from Coral Sales through Department of Enterprise Services contract No.
04616.
Request to purchase 12 vehicles for various county departments through a Department of

2. Five County Joint Resolution No. 2018-103 bet n Chelan, Douglas, Grant, Ferry and Okanogan 64
counties for the appointment of ' as Board of Trustee to the North Central Regional Il k
Library Board of Trustees, representing Chelan County. Mr. Mitchell will be replacing Dana 5
Schmidt through the remainder of her term ending December 31, 2021.
c 3. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 01-94 in the
C amount of $17,634.87.
Resolution amending Resolution No. 19 -115 -CC that was signed December 30, 2019 at the year-
end budget extension hearing. This resolution removes the Sheriff's Office request for a budget
extension in the amount of $25,217.47 and amends the total 2019 year-end budget extension
' 1 ` amount to $2,281,562.69.

VV'' ✓5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board.
6. Budget extension request for the following funds in the total amount of $1,424,390.00:
a. The Assessor (#001.107) requested to add $12,000 to Other Compensation for anticipated
amounts to be paid for employees retiring in 2020.
b. Fairgrounds (#116.159) requested one capital item that was approved, but to be paid from
Tourism (#114—Campground Maps - $5,000). After discussion, the cost of this item should
be paid for from the Fairgrounds and the money to cover the expense transferred from
Tourism. The Fairgrounds budget will need to be increased by $5,000.

DCL (#125.167) requested an increase to their mileage budget by $2,500 and wages by
$138,000 due to increased revenue from the Legislature.
R.E.E.T. 1 (#126.168), the Treasurer estimated revenues of $913,000 for this fund. However,
approved capital expenditures from this fund totaled $1,566,800.40, resulting in a budget
shortfall of $653,800.40. This budget shortfall will reduce the beginning fund balance in
R.E.E.T. 1, currently at $3,825,748.72.
Equipment Rental (ER&R, #510.189) requested an increase in Machinery & Equipment in the
amount of $613,090 for equipment purchases.
GRANT INTEGRATED SERVICES
�7. Out of state travel request for Mike Lopez, Bill Fode, Sue Sherwood, Christi Romero, and Debra
Thompson to attend the Credible Annual Partner Conference training from March 16— March
19, 2020 in Baltimore, MD.
TREASURER'S OFFICE
k8. Application from Laurie Buchanan for Resale of Tax Title property for Parcel No. 13-0137-000
with a starting bid of $10.00. Property is portion of Right of Way in Lots 4 and 5, Block 5 Brunsch
Addition. The Treasurer recommends approval of the offer.
FAIRGROUNDS
9. Request to return $600.00 of their petty cash fund #116 as it is only needed during Exhibitor
Registration during Fair. They will request it each year during the Fair Start-up Fund process.

10. Request to create and hire a new special project position for Laserfiche related duties.
11. Request to create and hire a new Maintenance III position at the Fairgrounds.
