HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, DECEMBER 23, 2019 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 9:00 a.m. — 9:20 a.m. B Rang, ASC Update and Misc BOCC Action (Items 1 through 7) A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1 through 3, 5 and 6 on the agenda as presented. Item 4 was held and item 7 was for information only. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Snow Removal Service Contract between Kevin Judkins of KJ's Lawn Care and Grant County Facilities and Maintenance to include Juvenile Court and Youth Services, Courthouse Campus Parking Lots and the Moses Lake District Court Parking Lot. Term of the contract is December 23, 2019 through November 15, 2020. (Approved) 3. Lease agreement between Grant County (Grant Integrated Services-GrIS) and Grant County Public Hospital District No. 5 / Mattawa Community Medical Clinic for GrIS to lease office space at the clinic located at 215 11t Street and Columbia, Mattawa, WA in the amount of $800.00 per month. Term is January 1't, 2020 through December 31, 2020. (Approved) 4. Request from Coulee City asking for reconsideration of the contingency placed upon them on November 18, 2019 that required a Letter of Support from the Soap Lake Hospital District for Strategic Infrastructure Program SIP Project #2019-12: Port of Coulee City — Coulee City Medical Clinic for approval of $169,000 grant funding. (Item placed on hold) 5. Agreement for Professional Services with Erlandsen and Associates from the County eligibility list for Architectural and Engineering services to review, design and engineer the campground facilities at the Fairgrounds. (Approved) 6. Memorandum of Understanding for participation in the Whole Person Care Collaborative Learning Community between Grant Integrated Services and North Central Accountable Community of Health (NCACH). Term is December 23rd, 2019 through December 31", 2021. (Approved) 7. Master Services Agreement between Accountable Communities of Health and Grant Integrated Services for the management of the 1115(a) Medicaid demonstration entitled Medicaid Transformation Project demonstration. Term is December 23, 2019 through December 31, 2021. Item 14 was withdrawn by the Veteran Services Coordinator. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers for approval. (Approved) 2. Recommendation from the Grant County Health and Wellness Committee to discontinue medical benefits for retirees beginning January 1, 2020. (Approved) 3. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 01-93 in the amount of $20,178.67. (Approved) 4. Recommendations from the Health and Wellness Committee to amend the previously adopted Wellness Program to be offered to county employees: (Approved) a. Amend the date that all activities must be completed to November 15, 2020; and b. Amend the date the incentive payment would be received to the first quarter of 2021. 5. Request for out of state travel for Brittany Rang to attend the Laserfiche Empower Conference from February 10 —14, 2020 in Long Beach, CA, as an employee of the Commissioner's Office. (Approved) 6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $835,827.85) AUDITOR'S OFFICE — ELECTIONS DEPARTMENT 8. Designation of County Commissioner Tom Taylor to serve as the County Legislative Authority on the Canvassing Board for the Special Election to be held on February 11, 2020. Commissioner Carter was previously designated but is not unavailable. (Approved) WSU EXTENSION 9. Request for out of state travel throughout 2020 for their employees to travel to WSU in Hermiston, OR and Moscow, ID. Employees frequently travel to these locations to conduct their jobs. This blanket approval will be in place of requesting travel for each individual travel date. (Approved) CENTRAL SERVICES 10. Recommendation to hire Southern Bleacher Company (who originally installed the bleachers) to install an aluminum angle beneath the Fairgrounds bleachers to prevent garbage from falling out of the stands (bleacher kickplates). The amount of this project is $42,401.42 and was added to their 2020 budget. (Approved) SHERIFF'S OFFICE 11. Request for out of state travel for Corrections Command Staff (Kriete, Durand, Coats and Erickson) to attend the Jail and Prisoner Operational and Legal Issues Conference from January 13 —16, 2020 in Las Vegas, NV. (Approved) 12. Budget extension request in the amount of $9,427.75 to purchase a vehicle wrap, labor and installation for their newly purchased mobile command vehicle, through CW Wraps. (Approved, the public hearing was scheduled for January 14, 2020 at 11:00 a.m.) 13. Request to purchase a Tait Radio, Wireless Components, Cradlepoint items and RAM in the amount of $5,800.00 through Technology Services, for upgrades to their newly purchased command bus. These funds were previously designated for a GETAC Mobile Data Terminal but they decided not to purchase it. (Withdrawn by the Veteran Services Director) MISCELLANEOUS ITEMS The Commissioners approved and signed the Public Works County Payroll Salary Fund for their December 20, 2019 payroll. Working Agreement with Teamsters Local Union No. 760, Teamsters, Food Processing Employees, Public Employees, Warehousemen and Helpers, Sheriff's Support Staff Unit - January 1, 2019 to December 31, 2021. TUESDAY AND WEDNESDAY, DECEMBER 24 AND 25, 2019 Christmas Holiday, Courthouse Closed THURSDAY AND FRIDAY, DECEMBER 26 AND 27.2019 No meetings held MISCELLANEOUS ITEMS The Chair of the Board authorized the Clerk of the Board to initial his approval on the Gilbert Levander (Gracie Lou Short Plat No. 2) File # P 19-0280 (preliminary P 18-0035); and the Brian Harwood and Willson Harwood (Harwood Short Plat) File # P 19-0375 (preliminary P 19-0299) Final Plat Submission and Reviews.
