Home My WebLink AboutResolution 19-109-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION TO AMEND THE MEMBERSHIP OF THE GRANT COUNTY BOARD OF HEALTH RESOLUTION No. 19- /J 9 -CC WHEREAS, RCW 70.46.031 allows the County legislative authority to specify the membership of, and representation on, local health boards; and WHEREAS, the Grant County Board of Commissioners desires to change the makeup of the membership of the board; and WHEREAS, the majority of the County Board of Health must consist of elected officials; and WHEREAS, the Grant County Board of Commissioners established the Grant County Health District by resolution effective January 1, 1968. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF GRANT COUNTY TO AMEND THE HEALTH BOARD MEMBERSHIP AS FOLLOWS: The Board of the Grant County Health District shall consist of- Seat f Seat 1: County Commissioner, to be selected by majority vote of the board, Seat 2: Elected Official of the City of Moses Lake Seat 3: Elected Official of the City of Ephrata Seat 4: Elected Official of the City of Quincy Seat 5: Elected official of or person other than elected official residing in Grand Coulee, Electric City, Hartline or Coulee City (Two-year term to begin January of even numbered years.) Seat 6: Elected official of or person other than elected official residing in Soap Lake, Wilson Creek, or Krupp (Two-year term to begin January of even numbered years.) Seat 7: - Elected official of or person other than elected official residing in George, Mattawa, Royal City, or Warden (Two-year term to begin January of even numbered years.) The selection of an alternate for any Seat is permitted. An alternate shall be authorized to act as a member of the board'upon the unavailability of the selected member as to each Seat for which an alternate is permitted. 1 Seat 1: The Board of County Commissioners may designate one of their members as an alternated for Seat 1. Seats 2, 3, and 4: The legislative body of the City of Moses Lake shall select an elected official from the City of Moses Lake to serve and act as the board member for Seat 2 and may also select an elected official from the City of Moses Lake as the alternate for Seat 2. The legislative body of the City of Ephrata shall select an elected official from the City of Ephrata to serve and act as the board member for Seat 3 and may also select an elected official from the City of Ephrata as the alternate for Seat 3. The legislative body of the City of Quincy shall select an elected official from the City of Quincy to serve and act as the board member for Seat 4 and may also select an elected official from the City of Quincy as the alternate for Seat 4. Seats 5, 6, and 7: The legislative bodies of Grand Coulee, Electric City, Hartline and Coulee City shall select either an elected official of or person other than an elected official residing in Grand Coulee, Electric City, Hartline or Coulee City to serve and act as the board member for Seat 5 and may also select either an elected official of or person other than an elected official residing in Grand Coulee, Electric City, Hartline or Coulee City as the alternate for Seat 5. The legislative bodies of Soap Lake, Wilson Creek, and Krupp shall select either an elected official of or person other than an elected official residing in Soap Lake, Wilson Creek, or Krupp to serve and act as the board member for Seat 6 and may also select either an elected official of or person other than an elected official residing in Soap Lake, Wilson Creek, and Krupp as the alternate for Seat 6. The legislative bodies of George, Mattawa, Royal City, and Warden shall select either an elected official of or person other than an elected official residing in George, Mattawa, Royal City, or Warden to serve and act as the board member for Seat 9 and may also select either an elected official of or person other than an elected official residing in George, Mattawa, Royal City, or Warden as the alternate for Seat 7. The legislative bodies of the cities and towns within each group (Seat 5, 6, or 7) shall select a board member (and may select an alternate) every two years in January of even numbered years and within 30 days of the date upon which that group's selected member's position on the board is vacant. This selection shall be by whatever method is agreed upon among the legislative bodies of the cities and towns grouped together as respects each Seat. All grouped cities and towns are encouraged to select an alternate who may serve and act as a board member if the selected member is unavailable for any reason. This helps ensure participation on the board by each region of the county. If the legislative body of a city or town within a group fails to participate in the board member selection process or to take action to select a board member as provided herein, the legislative body(ies) of the other city(ies) and town(s) in that group may select the member and alternate of the group. The results of the selection of members and alternates shall be forwarded to the health district offices before February first of each even numbered year. Vacancies: Pursuant to RCW 70.05.040, any permanent vacancy on the board of health will be filled by selection within 30 days and in the same manner as the original selection, provided, however, that an alternate may replace the member previously occupying the vacant position on the board until such time as the vacancy is filled by selection according to the terms of this Resolution.
