This information was verified with Moses Lake Fire Department, as the home was located in their jurisdiction. The value of the home for 2011 should have been pro -rated from the date of the fire and then removed for tax years 2012 and forward. I am asking that the tax amounts not be refunded but wiped off the books due to the home being completely destroyed in the fire. Mr. Pheasant will not be able to forclose on this property in the future due to there being no home to forclose on. Since our scope is to only fix the current year and back three years, I am following the below listed RCW: RCW 84.48.065 Cancellation and correction of erroneous assessments and assessments on property on which land use designation is changed "(1)(b) Except as otherwise provided in this subsection (1)(b), no manifest error cancellation or correction, including a cancellation or correction made due to a definitive change of land use designation, may be made for any period more than three years preceding the year in which the error was discovered. However, a manifest error cancellation or correction may be made for a period more than three years preceding the year in which the error is discovered by the county legislative authority and the manifest error cancellation or correction would result in a refund or reduction of taxes for a property owner" It is the Assessor's Office recommendation that the Board of County Commissioners approve our request to remove partial value on this property for 2011 and full value for 2012 - 2019. The Assessor's Office will process a manifest error change to take care of 2016 through 2019 taxes, as that is within our scope. The daughter mentioned that her mom would smoke in the chair and that her mom "caught the house on fire" because of her smoking about 6 months after her husband passed. The date is WAY different than reported, but could be the same incident she is speaking of? Take a look at the report and let me know what you think. There was no report for fires during the time frame given by the daughter, but this seemed to be what you're looking for. Let me know if I need to look into it any further for you. I have another request. This one is more complicated and I am hoping that I can give you enough information... I received a phone call from a daughter who received a delinquent tax bill on her parent's manufactured home. She stated that the home caught fire sometime between April and June of 2009 but wasn't 100% sure about the date. The house was registered to a Robert & Ruth Peden and the address is 3131 W Wapato Dr. Space #59. She said that Fire District 5 responded but I show that this address is in your jurisdiction. So my questions are this: (1) Did your department respond to the fire? (2) If you did respond, are you able to search your records back that far to confirm the date of the fire? E1, and T13 responded also. Upon arrival FF Shurtz reported heavy smoke from eaves and porch on side B of doublewide mobile, fully involved with extension into the structure. FF Shurtz layed in a 1.75 crosslay to front porch and began knocking down exterior fire from the yard, FF Shurtz also cooled melting siding and gutters on neighboring structure that was threatened on side B. Upon arrival 193 and E3 layed in from hydrant west of fire building. FF Rouse connected hydrant line to E3, and relay pumped to supply E2 as they were at 1/2 tank of water. 193 assumed command at this point. A bystander stated that the home owner does not own a vehicle and might possibly be in the residence, and that there were also dogs inside. 193 had Schanze and Eldred (attended by Shurtz)make entry with a back up 1.75" line off E3, and do primary search and continue offensive attack into the structure. FF Rouse stretched and charged a RIT line off E3 to front gate. ML stattion 1 asked if manpower was needed, 193 advised to keep one ALS unit as standby and send T13 with manpower. E1 and T13 responded with Walker, Hoxie and Schwendeman. Most of fire was knocked down at this point. No victims were found. There was still obvious fire in the attic space, and I advised interior crew to now focus attack in that area. 188 arrived and I gave him a brief and he assumed command. 193 then entered assuming interior group with Graham and Deering to assist Schanze and Eldred. Shurtz exited to rehab. Graham located owners pet dog alive in kitchen area and rescued and removed to exterior, where it was treated by FF Rouse for smoke inhalation. Interior group continued to extinguish numerous small areas of fire in the attic space and advised command to attempt a gable end cut attack. This apparently failed due to building construction. Seat of the attic fire was finally located and knocked down by interior group. Interior group (193, Schanze, Eldred, Deering) was low on air and exited. 193 gave a pass down to Walker, Hoxie, Schwendeman and they assumed interior group. 193 , Eldred, Schanze, Deering all went to rehab. Fire was out and salvage/overhaul work was done for owners belongings, photos and mopping up hot spots. Witness across from fire building stated that he first saw a stuffed recliner on porch fully involved. Homeowner is known to site there and smoke cigarettes and was seen earlier in the day. Investigation revealed that point of origin was in the same area as where the recliner had formerly been (nothing left but seat framework). Fire extended into the structure through a window directly behind where recliner was located. Building was turned back over to homeowner.
