Intakes: Today's Daily Population Report: 7 kids in detention (3 held for Felony charges, 4 prob. viol.)
18 intakes as of today.
o 8 warrants and truancy pick up orders ( 6 offender, 1 truancy)

COURTS
Offender/Diversion: Brandon Guernsey is moving to Superior Court and Peter Hibbard will be our
offender atty. Both are doing well with our process and our defense contractor, Dovie Sigle.
Truancy: Legislature Update: SB 5290 passed, placing restrictions on the number of days a truant can
be ordered to detention, AND placing restrictions on the court authorizing warrants for failure to
appear. I will be meeting with the assigned defense atty, our staff and judges to make sure our court
process follows the updated law; and to educate the schools on the new changes. An immediate
impact is that effective July 1st the length of stay is reduced from 7 days to 3 days. In 2018, our 76 non -
offenders that were ordered to detention served an average of 1.7 days. Another option is to change
our warrant system to a Tier 1 and Tier 2 system so that Truancy and Dependency youth can be
released at the time of intake without having to go to detention. There are several considerations for
this system and requires discussion with judges, attys, staff, law enforcement.
Dependency: Did not receive the VOCA grant. Amy Rodriguez is transitioning well to the position of
Guardian ad Litem with fewer days of training for her Legal Secretary replacement, Amber Reeves.
Security:
Attempted escape on June 10th. Clerk responded well using cell phone app to call police; Juvenile Dept
staff and Phoenix staff and DPA Hibbard responded quickly and youth stopped when directed. He
reached the lower parking lot before he stopped. We debriefed and Phoenix made some adjustments
to stand closer to the youth instead of near the clerk.
Martin Hall:
Monthly board meeting on June 27th, followed by the quarterly Technical Advisory Council (TAC)
Meeting for court administrators to meet with Bob Palmquist and his staff. Usually discuss youth
behaviors, treatment options, and overall update.
Administration:
• Prosecutor's Office is continuing their process of going paperless and has invited us into their
discussions on how it will affect us. Beginning 4/24 they will begin a trial with the Sheriff's Dept to
have the police reports sent via Spillman and no more hard copies via interoffice mail. We set up a
distribution group email so the prosecutor's office can send us electronic version of all juvenile
police reports. They have been having trouble with this process, so we are not yet using the new
email.
• No further discussion with Jackie Jones, MACC, regarding access to Spillman.
• Juvenile Services Manager — permission to open position was granted in October but has not been
filled. Still in the discussion and job description approval phase with HR and the Association

• Lead Secretary - permission to open position was granted in October but has not been filled. Still in the
discussion and job description approval phase with HR and Association
• Standby compensation —a topic being discussed during negotiations; interesting note: we found in
the Sheriff contract similar language for standby as in the Juvenile contract
• Alternatives to Detention for Truancy, At Risk Youth and youth on Conditions of Release:
o Day Reporting
o Electronic Home Monitoring
o Tier 1 and Tier 2 Warrants
• Building - Working with Facilities/Maintenance and GrIS to:
o remodel the file/maintenance room to accommodate a safer reception area. No timeline
has been discussed for this project to begin. May not need to happen if GrIS moves out
o more permanent signs to direct clients to GrIS and to our offices/court.
o Signs to dissuade public from parking in county vehicle spots ... No Authorized Vehicles
Beyond this Point and remedy the concern about parking close to the building on the West
and South, because of the Fire Lane.
o Clean the HVAC system — maintenance is still working on contract and hope to have this to
McCrae for review by July COMPLETED just last week. Waiting for the results of the pre and
post testing

Date and Time of Incident: 6/10/19 at approximately 3:25
Location of Incident: Courtroom, Front Entrance
Nature of Incident (Provide full details of the incident to include who, what, when, where, how, and why): On the
above date and time I was taking notes in the courtroom. Rick Cole was assigned to
escort youth from the DMroom to the Courtroom and back to the Dayroom. Rick had
just escorted Rodolfo Ramirez into the courtroom and Rodolfo was seated next to his
attorney. Rick was seated in a chair near the door leading from the courtroom to the
attorney conference room Gavin was standing, near the clerk the assigned position for
Phoenix security in the courtroom Rodolfo's hearing was in process. Rodolfo was a
little fidgity and asked his attorny, Dovie Sigle several questions. Towards the
conclusion of Rodolfo's hearing Rodolfo quickly stood up from his chair, turned to his
left and lept ovet the short wall dividing the attorneys and people waiting for court. Rick
and Gavin immediately followed Rodolfo Rick fell when he tried to go over the short
wall Rick recovered and continued pursuit with Gavin behind him chasing Rodolfo
from the courtroom to the front lobby and out the front entrance, where Zenus was
stationed Peter exited the courtroom through the emergency exit and I followed. I saw
Rodolfo run past me Peter chased after Rodolfo with Gavin now following behind. I
looked back towards the front entrance and saw Rick who was limping and he did not
keep chasing Rodolfo Sara was also coming out the front door and I instructed her to
call 911 Peter chased Rodolfo a short distance following Rodolfo into the weeds on the
edge of the road leading away (North) from the builiding Gavin also continued pursuit,
but stayed on the roadway, and caught up to Rodolfo when Rodolfo returned from the
weeds to the roadway. Gavin yelled for Rodolfo to stop running and Rodolfo followed
this direction Zenus assisted Gavin in securing wrist restraints on Rodolfo and escorted
him back to the courtroom throught the emergency exit that I was holding open. I
informed the clerk and the judge that Rodolfo had been apprehended and Brittany, who
had called 911, relayed this information to Law Enforcement. Rodolfo was then escorted
to the Dayroom, by Gavin and Zenus, where he was secured by Martin Hall staff and
readied for transport to Martin Hall.
Reported Injuries: Rick Cole complained of a sore knee, arm and lower back, Rick
showed me a picture of his knee and it looked scraped with a little blood showing.
Staff Response: Followed Rodolfo in an attempt to safely and securely return him to
custody. Notified Law Enforcement of attempted escape.
