The Grant County Commissioners session began at9:00a.m.with all Commissioners inattendance.

A motion was made by Commissioner ��ns,,seconded by Commissioner ���to approve items
and 3 on the agenda as presented. Item 2 was held. The motion passed 'Unanimously.

2. 2020 Marketing/Development Contract between Grant County Tourism Commission, and Burke
Marketing & Promotion. Term is January 1., 2020 through December 31., 2020 with a contract

3. Request for release of funds on SIP 2018-07, Pori of yWattawva, Sentinel Gap Industrial Park—
Road and Utility Development in the amount of $238,221.00 ($43.,221.00 remainder to pay on
grant and $195,.000 loan) to the Port of Mattawa. (Approved)

Development Agreement
The Commissioners held anOpen Record Public Hearing to consider the adoption ofan
extension to anexisting Development Agreement by and between Grant County and CRR Land
Co. LLC, for the Crescent Ridge Ranch Development, pursuant to RCW 36.70B.170. The property

Damien Hooper, Development Services Director stated the original development agreement was
set to expire after 7 years, January 29, 2020. The project is not complete but making substantial
progress. The developer is requesting an extension to September 30, 2031. The agreement
remains intact, only a resolution will be passed to extend the agreement.
Dell Green, Columbia Northwest Engineering who is working with the developer, stated the
project is moving along. He believes the project will be done before the requested deadline.
A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved to approve the extension to January 29, 2031. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned.
AMENDED MOTION —Commissioner Taylor reopened the hearing to amend the previous
motion. Commissioner Carter moved to amend her previous motion and change the extension
date to September 30, 2031. Commissioner Stevens seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 19 -082 -CC)
2:30 p.m. -2:50 p.m. Open Record Public Hearing, Chase and Landra Kosa Open Space
reclassification of land to Farm and Agriculture Conservation
The Commissioners held an Open Record Public Hearing to consider an application for
Classification as Open Space Land for Current Use Assessment under Chapter 84.34 RCW from
Chase and Landra Kosa to reclassify their parcel as Farm and Agriculture Conservation Land.
Property is located at 20719 Delta Rd NW, Soap Lake, WA for 44.14 -acres within the E half of S
23, T 22, R 27, E.W.M (Parcel No. 161931000).
Amy Perez, Deputy Assessor 3, stated that this parcel was audited and it did not meet the
income qualification and was advised that they apply for the Open Space Ag Conservation
program. There are sheep currently on the parcel and they plan to expand. The Assessor's
Office recommends approval.
A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved to approve the reclassification as presented. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned. (Open Space Taxation Agreement signed)

10:00 a.m. —10:10 a.m. Open Record Public Hearing, Turnkey and Hillcrest Lighting Districts —
Amendment to Parcel Assessments
The Commissioners held an Open Record Public Hearing to consider the recommendation of the
Grant County Treasurer to increase the Turnkey Lighting District parcel assessment rate for 2020
from $19.00 to $24.00 per parcel; and to decrease the Hillcrest Lighting District parcel
assessment rate for 2020 from $19.00 to $16.00 per parcel.
Darryl Pheasant, Treasurer, discussed his request.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stevens moved to amend the assessments as presented. Commissioner Taylor
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
