Ree Authorization for Release of BOCC Approved Funds, SIP #2018 -10 -
Port of Quincy, Industrial Paris No. 4 Tract 6 Sewer Main Extension
The Port of Quincy has met the requirements for release of funds in the above -
referenced SIP project, which was approved by the BOCC pursuant to Resolution
No. 18 -100 -CC dated October 2, 2018. The proof of requirements is in the form
of a signed Project Certification form (Attachment 1) from the Port and supporting
invoicing of the project that meets the SIP grant award amount.
To that end, I am requesting the release of funds on this SIP project as follows:
(1) The grant award amount of Eighty -Seven Thousand, Five Hundred
and No/100 Dollars ($87,500) to the Port of Quincy; and
(2) The loan award amount of Eighty -Seven Thousand, Five Hundred
and No/100 Dollars ($87,500) to the Port of Quincy.

authenticate and certify to this claim. I also certify that this claim is just and due, and is
an unpaid obligation against Grant County.
Further, according to the SIP Project Funding Policies, I attest that at the next audit of my
entity, this project shall be called to the attention of the Washington State Auditor's
Office and an emphasis audit will be requested to assure that these funds were expended
toward the project and according to the intent of the proposal.

We have reached an agreement with Amanda Contreras and her attorney, Jim McPhee to pay Amanda an additional
$5,000 for an easement which includes not only the 20' wide corridor you described in the attached map, but also all of
that portion of Parcel No. 151158000 which lies north of the 20' wide corridor. I have highlighted the entirety of the
easement area in the attached map. Can you develop a legal description and map for such an easement?

TOGETHER WITH the right to enter upon, over and along said real property hereinbefore
described, to construct, Inspect, repair, alter, modify, replace, remove and update the
infrastructure, provided that such shall be accomplished in a manner that improvements of the
Grantor existing on the date of this Easement shall not be disturbed or destroyed, or in the event
that they are disturbed or destroyed, they will be replaced or repaired, as nearly as practicable, to
as good a condition as they were immediately before the Improvements were disturbed or
destroyed. The Grantor shall not place or construct any structure, wall, fence, rockery nor plant
large shrubs or trees within the boundaries of said Easement Area.
The permanent rights herein granted to the Grantee shall continue and run with the land, bind the
Grantor and its heirs, successors, and assigns, and be in force until such time as the Grantee, its
successors and assigns, shall permanently abandon the same and upon such written removal or
abandonment, all rights hereby granted shall terminate.
THE GRANTOR warrants that the Grantor has good title to the above property and warrants the
Grantee title to the easement conveyed herein.
