Commissioner Taylor was out and excused. 8:30 a.m. — 9:00 a.m. Elected Official Roundtable 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 4) A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1 through 4 on the agenda as presented. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Washington State Health Care Authority, Contract Amendment, Prevention Services, through Grant Integrated Services, Contract No. 1763-94250, Amendment No. 4. This amendment increases the agreement in the amount of $2,300.00 for a total contract amount of $298,127.00. Term of the contract is also extended to September 30, 2019. (Approved) 3. Signature Authorization on Amendment A to Washington State Military Department Contract No. E19-019. The amendment serves to increase the contract amount by $4,173 for a new grant total of $48,973. Funding authority is the Washington State Military Department and State Enhanced 911 Funds. (Approved) 4. Amended Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during December, 2018 in the amount of $8,968.54 on Washington State Department of Social and Health Services Health Care Authority Contract No. 1763-94250. Hiring Freeze Exception Form for a District Court Clerk 2 position within District Court due to an unsuccessful introduction period of an employee. 9:30 a.m. — 9:50 a.m. M Jaderlund, Settlement Meeting 10:00 a.m. —10:10 a.m. Open Record Public Hearing, Central Services Budget Extension The Commissioners held an Open Record Public Hearing to consider the following Central Services budget extension requests: $8,000.00 for a settlement payment to Gray and Osborne Inc. for services rendered during the Fairgrounds Sewer Project, using Current Expense funds. $6,684.42 to purchase a new microphone array system from System Solutions NW (our current vendor for the BiAmp system and current microphones) for the Commissioners Hearing Room, using Current Expense funds. Page 3 of 6 Grant County Commissioners Minutes Week of May 6, 2019 • $12,320.15 to Fund #001 Department #112 to reimburse Central Services for the expenditure of repairing the Fairgrounds Peterbuilt dump truck, completed by Western Peterbuilt, using Current Expense funds. Tom Gaines, Central Services Director, participated in the hearing via conference call. He gave a synopsis of his requests. Commissioner Taylor stated that after discussion, the microphone system funding will be taken from the REET Fund #132, Department #178. Madeline Prentice, Chief Accountant, recommends the funding for the settlement payment come from the Fairgrounds Sewer Project Fund #309, Department #000. A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the budget extensions noting that the funding for the microphone system to come out of the REET 2 Fund #132 and the settlement payment come out of the Fairgrounds Sewer Project Fund #309. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amounts of $588,925.92 and $11.39) CLERK'S OFFICE 4. Request to purchase six (6) cell phones and related items for their clerks to utilize the Safety Center App while in the courtrooms. These will be purchased through Technology Services in the approximate amount of $2,343.45. If needed, a budget extension request will be submitted at the end of the year. (Approved) SHERIFF'S OFFICE 5. Budget extension request in the amount of $3,247.32 to pay the amount owing to Phoenix Financial on a vehicle that was seized by their INET team and sold at auction. The bank was not served a seizure notice so this payoff is required and will be paid from the Sheriff's Office INET fund (109.151). (Approved, the public hearing was scheduled for June 3, 2019 at 11:30 a.m.) 6. Request to move forward with previously approved Capital Expenditure to remove and replace grout in the Main Jail Kitchen in the amount of $ 2,957.65, utilizing Stan's Construction and Son, LLC as the contractor. Stan's was the lowest quote obtained. (Approved) 7. Request to move forward with previously approved Capital Expenditure in the plumbing chase seal/remodel project in the amount of $ 1,052.79, utilizing Stan's Construction & Son, LLC as the contractor. Stan's was the lowest quote obtained. (Approved) 8. Request for Out of State Travel for Jon Melvin to attend a Public Safety Communications Research Stakeholder Meeting on July 9-11, 2019 in Chicago, IL. (Approved) 9. Request for Out of State Travel for Corporal Ricardo Char to attend Canine Liability 360 Training October 29-31, 2019 in Caldwell, ID. (Approved) VETERANS SERVICES 10. Recommendation to amend the Veteran's Advisory Board By -Laws regarding membership. The change replaces the current Vietnam Veterans of America (VVA) position (vacated by resignation) with a WorkSource Veteran Representative on the VAB. This would in turn vacate an "At -Large" position.
