MONDAY, APRIL 17, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. C Young, ShrubSteppe — Land Trust Meeting Dennis Beich, Ecosystems Northwest discussed this option for Grant County and creating mitigation banks. Need to create an ordinance that allows the county to enact a "pay in lieu" program. This will go into an escrow account to create the mitigation bank. Would like $5,000 to potentially start the program. 9:00 a.m. — 9:30 a.m. A. McGuire, WSU Extension Memorandum of Understanding `(MOU) Discussion • Currently on a reimbursement basis but would like to amend their agreement to be paid on a quarterly basis. In attendance were Commissioners Carter, Stone and Jones, Barbara J. Vasquez, Clerk of the Board, and Kirk Edinger, Human Resources Director. Commissioner Jones closed the session at 10:29 a.m. 10:30 a.m. —11:30 a.m. K Smith, Accounting Update • Meal Reimbursements when traveling: Issues with reimbursements on the first and last days of travel which gets paid at 75%. • Credit Card -Credit Limit, Issuing payment early. • L&I Reporting —Volunteers: LTAC/LEOFF/Veteran/Fair Advisory — L&I will be paid out of Miscellaneous General Government. • ERP -Tyler Tech Update: Looking at modules this week for MUNIS software. Grant County owns premises and building, contents are owned by the Historical Society. Admission fees go to them for that purpose. The museum budget is for them to maintain a museum for Grant County. • Budget Dates: potentially move budget meetings to the beginning of October. • Payroll - Contract Issues: need union contracts immediately upon signature. Have Rachel sit in on negotiations? 11:30 a.m. —12:00 p.m. J Kriete, Sheriff's Office Update Sheriff Kriete was not in attendance but his Chief Deputies Lamens, Coats, and Mansford attended. • Centralized Services of Maintenance Staff: Meeting to be scheduled • Double fatality occurred this past weekend. • Overtime is being approved to patrol more rural areas. • 160-165 Jail inmate average. Vivitrol shots are made available to inmates for opioid addiction. • 11 positions down throughout the organization. • Consent agenda items discussed. 1:00 p.m. — 2:00 p.m. Commissioners Round Table — Miscellaneous Discussion • Review of Consent Agenda Items o Add "in Grant County" to proclamations. o Scrivener error correction in minutes • 2 other counties manage their own animal shelter facility, run by anon -profit. • Laserfiche licenses not being used • Janice Flynn -Department of Commerce meeting in June. She and Commissioner Jones to attend. Potentially pay from Homeless Housing Administration Fees, Katie Smith will review the RCW. • DS: District 1 Update: Attended PCC Rail Authority meeting; completed time in the session for the Legislative Steering Committee and discussed the GMA /housing. • RJ: District 2 Update: Met with the City of Moses Lake and Conservation District for water preservation; study session on County goals (commissioners met 4/14); 5/9/23 meetings to discuss some specific topics • CC: District 3 Update: Attended a PUD meeting to discuss parcels that are being impacted on a transmission line project. The project is going through farm ground (private property) instead of government land. Grant Transit Authority meeting- looking for input on routes/schedules. Bridges coordination of invitation to superintendents. Commissioner Carter will send the email out. • Barbara Duerbeck, Prosecuting Attorney's Office discussed the Title 15 public hearing that is scheduled for 3:15 p.m. on 4/18/23. Are 2 computer terminals needed? He doesn't believe so. It is required to have per RCW. Contracted Attorney's must have access. TUESDAY, APRIL 18, 2023 The session was continued to 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Title 15 Fire Administration Ordinance hearing that is being held today was discussed. Their position will need a supplemental ordinance in their opinion. The issue is that this title includes Air BNB's as well making it potentially economically prohibitive to put in the sprinkler system. Page 4 of 10 Grant County Commissioners Minutes Week of APRIL 17, 202.3 Chris Young, Development Services Director gave a brief run through of the ordinance he's proposing. • Public Records Officer location: to stay in the Commissioner's Office. 9:00 a.m. —10:00 a.m. ARPA Discussion Meeting Started at 9:18 a.m. • The Commissioners and ARPA group discussed the Beneficiary Agreements to be sent out to grant fund recipients. • ARPA PILT funds potentially putting it towards the new jail water/sewer project. • Big Bend Community College, hope to get their beneficiary agreement out in May. 10:00 a.m. —11:00 a.m. J McKiernan, Fairgrounds Update Staffing status • (1) Seasonal so far with one more to start next week • Office seasonal (1) to start around May 1 and one around mid-June • We really need more help based on how busy we are. FAC opening: Fair Advisory Committee and Fair Staff reviewed the applications and will make a recommendation to the BOCC. Contracts • Rodeo P and L through March List of events for 2023 Long term planning session? 3/5/10 year future planning session. Republican Building roof replacement was discussed. Request to purchase AED's. Are there any grants available? Schedule a meeting in June for planning session. 11:00 a.m. —11:30 a.m. S Heston, Trask Insurance / WRCG Insurance Update • Shane Heston gave the Board an update on claims and current training they are offering. • Open claims for the past policy year were discussed. • The County does not insure the contents of the museum, only the buildings. • Non -recommended / excluded list includes trampolines and bounce houses. • Medical malpractice insurance for the jail/Commercial Liability Insurance: Dr. Fife is stating he cannot get it. Take Commercial Liability Insurance out? Have coverage with indemnity clause? Gravel Road Grading Spring gravel road grading. Litter Cleanup District wide illegal dumping. Lots of large items. Sweeping Sweeping winter sand and prep for striping. Added Culvert Rd I SW. 24" x 50'. Continued beaver issues in this area. Crack Filling Started week of April 3rd. Trying to get Amphitheater roads done. Callouts We did get called out for accident at 11 SW and Adams Road. Staff Level District 3 is currently down 5 truck drivers and 1 grader operator. • Crescent Bar Road: building was built on piping and water flowing on roadway. • Sam Castro is working on the decommission of the Mattawa Drop Box. • Use of road stabilizer on roads is a great benefit. • April 26, 2023 at 2pm Ed Lowry retirement celebration • Canal Bridge update: no concerns to address at this point. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Jerome Wawers gave his thoughts on the Drumheller/Hiawatha interchange that Public Works is proposing. He feels the funds would be better spent on existing county road improvements and that acontractor/developer should be completing this project, not the county. • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Stone, to approve the agenda as presented. The motion passed unanimously. 1. Renew to proceed with the installation of anew fence with barbwire perimeter to ensure the safety of their fleet of vehicles. Cortez Fencing LLC will be the contractor for the amount of $64,.834.04. 2. Agreement amending Washington State Department of Commerce Eviction Rent Assistance Program (ERAP 2.0) subrecipient agreement between Grant County and Housing Authority of Grant County, signed the 2nd day of November, 2021, amended April 5, 2022 and September 27, 2022. This agreement increases the compensation by $3.,050,000.00 on contract no. 21-4619C-108. 3. Agreement amending Washington State Department of Commerce Eviction Rent Assistance Program (ERAP 2.0) subrecipient agreement between Grant County and Opportunities Industrialization Center (OIC), signed the 9th day of November, 2021, amended May 3, 2022 and September 27, 2022. This agreement increases the compensation by $105,000.00 on contract no. 21-4619C-108. 4. Agreement amending Washington State Department of Commerce Eviction Rent Assistance Program (ERAP 2.0) subrecipient agreement between Grant County and HopeSource, signed the 9th day of November, 2021, amended May 10, 2022 and October 4, 2022. This agreement increases the compensation by $750,000.'00 on contract no. 21-4619C-108. • Adjournment Page 8 of 10 Grant County Commissioners Minutes Week of APRIL 17, 2023 3:15 p.m. — 3:20 p.m. Open Record Public Hearing, Ordinance Relating to the Provision of Title 15 and the Adoption of Chapter 15 of the Grant County Code, Fire Protection and Administration The Commissioners held an Open Record Public Hearing to consider an Ordinance relating to the amendment of "Title 15, Fire Protection Districts" and the adoption of "Chapter 15 of the Grant County Code, Fire Protection and Administration" Jim Cook, Assistant Development Services Director, gave an overview of the proposed ordinance including: regulations for fire codes, Plan Review and Inspections, Fees and Enforcement. This also includes Transient Residences and the Fire Flow and Fire Sprinkler Requirements for buildings and structures. Wildland Urban Interface Code will also be addressed, Fire Investigations and Community Risk Reduction. A motion was made by Commissioner Stone to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. A motion was made by Commissioner Stone to approve the ordinance as presented. Commissioner Carter seconded. Commissioner Stone commended the work of the Development Services staff. Commissioner Jones stated if there is something found in error in the future, it can be amended at a later date. Each entity spoke about current priorities and the shared needs to support the growth of the county. Power, water, transportation infrastructure were all mentioned needs to jointly work on.
