2023) and new property ownerships through October 2023.

• Museum (JG): How bills are being paid and the fees they receive for admissions. Is the
Historical Society a 501C3? Are the contents of the museum insured? Jim McKiernan will
provide the Ag Exemption for admission tax.
• Lodging Tax Advisory Committee (JG): After review, the terms of the LTAC members are
expired. R1 recommends reappointing/DS recommends status quo this year and readvertise
for 2024 then stagger 1- or 2 -year terms. Jerry will come forth with a policy amendment.
• Tourism Contract (JG): Tourism Commission is recommending hiring another person for the
balance of 2023, as Burke Marketing resigned end of April.

• Cannabis Licenses (JG): The Commissioners made the decision to not approve/deny
applications from the state. Which in essence means the state will approve them. Does
Grant County want to start reviewing them now, like liquor licenses? Have them reviewed
by Development Services, Sheriff's Office?
• WSAC Invoice (DS): National Center for Public Lands Invoice from Washington State
Association of Counties. They are asking for each county to contribute an amount equal to
1%. The BOCC approved the invoice last week without reviewing it first. Commissioner
Stone recommends rescinding the approval so all commissioners can review the invoice
f i rst.
• Darryl Pheasant mentioned Tom Dent's bill to allow Noxious Weed Board to take over
Horticultural Pest and Disease Board. Jerry Gingrich will look into
• Active Shooter training by Ric Char at the next EO/DH lunch.
• Admission Tax meeting needs to be scheduled.

Memorandum of Understanding (Retroactive COLA) by and between the Teamsters Local No.
760, representing the recognized employees of the Grant County Sheriff's Office Corrections
Unit, and Grant County. This MOU states the parties agree to an exception for Emily Villafana,
Luis Sabino, and Gaven Allison to receive retro active COLA from 2022.
Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at
2:38 p.m. to go until 2:48 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human Resources Director. The
session continued to 3:00 p.m. Commissioner Jones closed the session at 3:00 p.m.
MISCELLANEOUS ITEM
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their April 7,
2023 payroll.

Pursuant to RCW 42.30.110(1)(i), Commissioner Jones called an Executive Session to order at

Stone and Jones, Kevin McCrae and Rebekah Kaylor, Prosecuting Attorney's Office, and Carl

Commissioner Carter moved for the County to move forward with mediation in the Canfield vs.
Grant County lawsuit. Commissioner Stone seconded and the motion passed unanimously.

Dave Bren, County Engineer discussed his conversation with ASPI Group and the Right of Way
that is needed. He presented a DRAFT proposal for consideration. Easements will need to be
gained on Federal property. The idea of using the Drumheller road instead was discussed. Road
Improvement district potential for funding.

David Lanman, Port of Ephrata new Executive Director, was introduced. His primary objective is to
help the Port grow, in conjunction with the City of Ephrata and Grant County.

• Consent Agenda — (Items 1 through 23) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is

made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent
agenda as presented. The motion passed unanimously. The Clerk of the Board recalled late
that item 12 from Central Services is being withdrawn. Commissioner Stone rescinded his
motion then moved to approve items 1-11 and 13-13, withdrawing item 12. Commissioner
Carter seconded and the motion passed unanimously.

$105.,405.00 decreasing the contract amount from $2,597,,299.00 to $2,.491,894.00.
5. Reimbursement request from the Housing Authority of Grant County on the Department of
Commerce Eviction Rent Assistance Program (ERAP 2.0) Grant No. 21-4619C-108 in the amount

17. Exhibit A — Amendment Twenty -Six to Parametrix agreement FY 2023 Ephrata Landfill
Engineering and Environmental Services Agreement. This amendment increases the scope of

The Dispute Resolution introduced themselves and went over the ground rules. The Commissioners
introduced themselves stating they are here to help the an.imals and hope to come to a good
outcome. What kind of solutions can everyone come up with? It's a thankless job for evenings and
weekends so they thank you. Hope to come together to make a solution work for the community.
Allison Williams, City Manager discussed their $1 per year for the facility and their contract for
services. The non-profit who runs the facility needed assistance for a better facility. The City
Council is looking for land options to assist.
Carmen Derting, Hands and Paws, incorporated in 2019 and became a 501c3 in 2020. The are
looking for land and a building as currently they are foster based. They are in this together to help
the animals.
Sheriff Joe Kriete looks forward to the conversation today.

Jessica Kiehn, Quincy Animal Shelter was surprised at the animal issues the county faces.
Adams County Animal Shelter, Kyya Grant, works with Grant County to assist with their overflow.
They feel like they are getting the brunt of the issue of not being able to drop off animals at the
shelter. A new facility is desperately needed.
GCAO, Sara Thompson -Tweedy: seconds what everyone has said. Their facility is too small but even
with a new facility, there are more issues than that. Must reduce the population of animals and
explore options. It's frustrating to see animal sales on the sides of the road.
ARFS Bonnie Helvey, does weekly transports of animals outside of Grant County. Animals are
constantly being abandoned. Adoptions only will not,work; they must be moved. Is there Grant
Funding? Costs to have animals is going up: vets/food ets. Landlords are not giving permission
anymore to allow pets in rentals. Legislation must be enacted to stop the sales of animals on street
corners. Cats/kittens are no longer allowed to be sold at retail stores. Require licenses? Can there
be a tax enacted to, support animals? Need county and city laws also enacted.
Priorities:
• County owned facility (s)
o Current ownership is city
o Smaller facilities in each city/town
• Animal Outreach has contracts with City and County. Where is funding/contracts for the
other organizations? 51c3s need funding support.
• City has a duty to take animals, needs to bean understanding county wide. It must be open
and easy to access. Feasibility analysis?
• Low Cost Spay and Neuter Clinics /Microchip Clinic
• Laws in place to hold owners accountable.
• Vaccinations: Cost to vaccinate when animals are received at the shelter is very expensive.
Affordability of care for animals is a struggle for citizens.
• Legislation on pet control /roadside sales from City/County/State
• Enforcement of current ordinances. Overpopulation of people owning animals.
• Need more enforcement officers.

• Ridge program with the jail. Sheriff stated prison is the option, not jail.
• Communication platform with city/council.
• Grant Writing
• County/City should be taking most of the responsibilities, not the 501cTs.
• Columbia Basin Foundation
• Increase size of the facility (square footage) for overflow.
• Reduce the number of animals.
• Surrender fee: test for communicable disease. Amnesty on surrender fee?
Top Priorities:
• Facility needed, but won't be able to build a big enough facility. Need to address
spay/neuter.
• RJ asked if Adams County is having the same issue? Yes, they are.
• Combine spay/neuter with the facility and hold clinics within the facility.
• CC: increase the animal control areas? Require a license? Set up clinics for
spay/neuter/microchip/prohibit roadside sales.
• Contract with a Humane Society to enforce laws/codes and hold needed clinics.
• Chelan/Douglas working model —visit?
• Humane Society is available in Grant County, not necessarily part of the national
organization.

• Animal Outreach is having issues moving the larger type of dogs. Many dogs are being held
as part of a court case.
• Restitution from courts for holds?
• Kennel license requirement was dropped a couple of years ago due to the manpower
needed to enforce.
• Have a large facility around Moses Lake then smaller facilities around the outlying areas of
the county.
• City of Ephrata no longer provides animal control services.
• ARFS recommends sharing the funding to the non -profits that the county/city offer GCAO.
• Large scale low cost spay/neuter program would be beneficial.
• Short term priority goal: Pop up spay and neuter clinic.

Many dogs that come in are large and almost feral: never been on a leash or handled. What to
do with dogs that cannot be handled? (farm dogs)
Grant County Animal Outreach is a no -kill shelter. They receive donations that will not continue
to be forthcoming if the shelter became a kill shelter.

DS: how much would euthanasia assist with the quantity of animals? The
unadoptable/unmovable animals. Someone stated euthanizing animals for space, is not ok.
Euthanizing for health and behavioral issues is acceptable.
Regular meetings would be beneficial. Spay and neuter programs held at the fairgounds?
Is the county in favor of a facility? The group would like to know the commissioner's
commitment level.
Ballot measure to the public for tax to support animals?
4-6 weeks to hold another meeting.

Pursuant to RCW 42.30.110(1)(8) Commissioner Jones called an Executive Session to order at
1:03 p.m. to go until 2:00 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones. The session was continued to 3:00 p.m. and then again
until 3:30 p.m. Commissioner Jones closed the session at 3:30 p.m.
