3:15 p.m. The Commissioners held an Open Record Public Hearing to consider two applications from
Intermountain Infrastructure Group LLC for two franchises applications from Intermountain
Infrastructure Group LLC to construct, operate and maintain Fiber Telecommunications on certain
County Road Rights -of -Way within the County of Grant, State of Washington, for the purpose of
telecommunications.
Dave Bren, County Engineer discussed the applications stating Public Works has a recommendation to
approve.
The first application has the following two routes:
Route 1 Location begins on the South side of Road 20 NE and the East side of the City of Soap
Lake. Route continues on the South side of Road 20 NE to Stratford Road NE. Route continues
North on the East side of Stratford Rd. NE until Road 22NE. Route continues East on the south
side of Road 22 NE until HWY 28. Route continues East on the south side of Wilson Creek Loop

Route 2 Location begins on West side of Road R NE (Black Rock Road) and continues South until
Road 19 NE. Rout continues Easton South side of Road 19 NE until the Grant County/ Lincoln

The second application has the following three routes:
Route 1 Location begins on South side of Road K NW and 11.5 NW (15 feet South of 11.5 NW
Centerline) goes East to Road H NW. It will continues on the East side of Road H NW (15 Feet
East of Road H NW Centerline) to Martin Rd. NW (15 feet South of Martin Rd. NW Centerline). It
will continue on Martin Rd. NW to HWY 28.Within, T: 20N R: 25E 5,: 3,4,5, T: 21N R: 25E S:35136
T: 21N R: 26E S: 29,31,32
Route 2 Location begins on East side of Dodson Rd NW and Road 14 NW and continues North
until the City of Ephrata boundary. T: 21N R: 26 E S: 21
Route 3 Location begins on the East side of Road B NW and continues North to Road 20 NE.
route turns east on the South side of Road 20 NE until the boundary of the city of Soap Lake. T:

A motion was made by Commissioner Stone to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously. A motion was made by
Commissioner Carter, seconded by Commissioner Stone to approve the franchise applications noting the
error in the advertisement: for the purpose "of carrying water" and should have read
"telecommunications". The motion passed unanimously. The hearing adjourned.
