MONDAY, MARCH 27, 2023
The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

• Review of Consent Agenda Items
o Commissioner Carter asked for clarification on Item #7 — Wanting to confirm that there
were more members than what was noted on the agenda. Commissioner Jones
confirmed that there was still vacant positions that have not been filled yet.
o Commissioner Jones noted that on Item #7 the Appointment Letter for Dan Durand
should be changed to Phil Coats.
o Items 11 and 12 were discussed in regard to changing the color of the courthouse to
support the proclamation. Tom Gaines suggested that there should be a policy in place
and that he was cautious about changing the colors due to minimal training as well as
being overwhelmed with requests from other departments or offices etc. Suzi Fode had
requested the courthouse be changed 3x out of the year to support proclamations
signed by BOCC.
o Two walk-on items were reviewed and discussed.
• Commissioner District Updates
o CC District 3 Update: Cindy received a letter from Mayor Yamashita stating he had been
re-elected. Congratulatory letter will be written.
o RJ District 2 Update: Rob shared that the Business Expo went great, heard no qualms
about the county. Verizon meeting update: They will be placing a tower during the first
concert in May to support the call volume during concert season.
o DS District 3 Update: Danny reminded the others he will be at LSC next week in
Olympia; reminded them also they will be signing a letter re: Dam Preservation.
• Sheriff's Office Copier Purchase: to be paid from Current Expense.

Pursuant to RCW 42.30.140(4)(a) Commissioner Jones called an Executive Session to order at
2:01 p.m. to go until 2:12 p.m. regarding Negotiations. In attendance were Commissioners
Carter, Stone and Jones, Kirk Eslinger, Gina Saldana and Decorah Anderson, Human Resources,
Suhail Palacios, Juvenile Court and Youth Services. Commissioner Jones closed -the session at
2:12 p.m.
Pursuant to RCW 42.30.140(1)(f) Commissioner Jones called an Executive Session to order at
2:32 p.m. to go until 3:00 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources.
The session was continued to 3:15 p.m., and then until 3:45 p.m. Commissioner Jones closed
the session at 3:45 p.m.
Suzi Fode discussed a potential policy that allows mothers to bring children to work at Kids
Hope. The BOCC stated they would be interested in seeing the policy and Suzi will bring this
back at her next meeting.
MISCELLANEOUS ITEMS
Emergency Accounts Payable batch in the amount of 4,503.10 for New Hope Emergency Housing.

attended via Webex until 11:00 a.m.

• Darryl Pheasant will submit a letter to the BOCC for contract approval under $5,.000.00- Positive
Pay File Project US Bank.
• Discussion was held on the Jail Construction — the process is different and special permission
had to be gotten from the State of Washington.
• Offer of Judgement on a potential settlement
• DSHS Terms and Conditions re: fully vaccinated status means "the original vaccinations", no
boosters. Rebekah Kaylor continues the conversations with them for clarifications.
Commissioner Stone recommends removing section 32 all together OR adding verbiage to
exempt their own employees per county policy.
• Tort Claim communication — Public Records related. Their recommendation would be to have it
closed as the PAO didn't find any mishandling.

11:00 a.m. —12:00 p.m. C Young, Development Services- Work Session on proposed addition to
Grant County Code Title 15 "Fire Protection and Administration"
Chris Young, Development Services Director, discussed a revision of Title 15, Fire Protection
Districts and the adoption of Chapter 15 of the Grant County Code, Fire Protection and
Administration. This will come before the Commissioners for public hearing/ordinance
consideration. Short Term Rentals / Transient Residences / Accessory Dwelling Units were
discussed and their fire system requirements.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Carmen Derting, Hands n Paws has found a house in Moses Lake that they could make
into a rescue facility. Could the County assist with the purchase? Approximately
$80,.000 plus remodel of the home. Commissioner Carter asked Ms. Derting to submit a
request letter.
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.)
o Commissioner Carter will call the woman who is looking to hold an event in Grant
County. Development Services stated a draft copy of event permit process was
submitted to the Prosecuting Attorney's Office approx. 6 months ago. There is currently
no permit for events under 250 attendees.
o Brittany Lutz spoke with Clear Risk and they are asking the BOCC would like to schedule
a meeting to review upcoming litigation. Yes, Brittany to schedule.
o Janice Flynn discussed the background checks for the Japanese Exchange program.
There isn't one database that covers all background requirements. Washington State

Patrol (WSP) and Activescreening.com/Protect my ministry.
• Commissioners Roundtable — Miscellaneous Discussion
• Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent
agenda noting that Phillip Coates will now be representing the jail instead of Dan Durand.
The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $574.,846.29)

3. Special occasion liquor license application for Ridge Riders Inc and their event to be held at the
Ridge Riders Rodeo Grounds, 22206 Alcan Rd NE., Grand Coulee on May 11, 2023, from the
Washington State Liquor and Cannabis Board.
4. Request to release funds in the amount of $1.,852.52 to the Washington State Department of
Commerce, T -RAP Grant No. 21-4616C-108, from the Housing Authority of Grant County.
5. Correspondence letter to Mayor Shizuo Yamashity of Komaki City, Japan for the upcoming
hosting of Komaki students.
6. Reimbursement request from New Hope on the Department of Commerce Consolidated
Homeless Grant (CHG) No. 22-46108-10, Hotel Leasing Amendment, in the amount of $1,756.65
for February 2023 expenses.
7. Appointment letters for the following individuals to be appointed to the Grant County Homeless
Housing Task Force for a two-year term beginning March 28, 2023, through March 27, 2025:
• Rob Jones representing Grant County Commissioners Office
• Theresa Adkinson representing Grant County Health District
• Azucena Halmsteiner representing as a Medical Service Provider
• Dayana Ruiz representing as a Behavioral Health Provider
• Anthony Garcia representing Grant County Veterans Services
• Dan DuFand Phil Coates representing Grant County Jail
8. Grant County Service Contract with MaMedia, LLC for Japanese Culture and Language
Consultation for Grant County. Term is January 1, 2023 through March 29, 2024 with a
maximum contract amount of $20.,000.00.
FACILITIES AND MAINTENANCE
9. Request to purchase parts for the Jail Air Handler that failed. The total purchase amount is
$14,528.15 and will be purchased from Facilities and Maintenance Repairs Fund, 001.112.
10. Request to proceed and award the replacement of the Air Handler Unit in the Youth Services
Building to Basin Refrigeration in the amount of $20,,682.72. This project was approved with a
$20,000.00 to be taken from REET 1 fund 126.168, the remaining $682.72 is to be taken from
the Facilities and Maintenance Repairs Fund 001.112.

—Conflicts Contract for legal representation of indigent individuals in the juvenile division of
Grant County Superior Court (juvenile offenders only) conflicts contractor with Thomas
Wolfstone, currently an employee with Larson, Fowles, PLLC. The addendum addresses a change
in the compensation rate.

PURLIC WORKS
14. Amended Interlocal Agreement between Grant County and the Regional Board of Mayors
(Electric City, Grand Coulee, Coulee Dam, Elmer City) to sub -grant funds from the Washington
State Department of Ecology Solid Waste Financial Assistance Grant to encourage woody yard
debris diversion from the Ephrata Landfill. Funds shall not exceed $8,706.00 and the term is
April 1, 2022, through June 30, 2023. (Resolution to be signed 4/18/23)
15. County Road Administration Board (CRAB) 2022 Digital Submittal Certification for annual reports
for RAP Certification of Diversion and Road Fund Expenditures for Traffic Law Enforcement;
2022 Annual Certification and 2022 Certification of Road Fund Expenditures for Fish Passage
Barrier Removal.
16. Agreement for Services with Eastern Washington University for cultural resources survey for the
9 NW Road Project (4 -mile segment between SR83 and Dodson Rd. NW). Term of agreement is
March 9, 2023, through October 31, 2023, not to exceed $8,195.96.

17. Out-of-state travel request for Joseph Zavala to attend the CPI Instructors conference in
Indianapolis, IN., July 22, 2023, through July 26, 2023. Total cost of travel is $2.,672.90.
SHERIFF'S OFFICE
18. Port of Ephrata Use Agreement to utilize Port District No. 9 of Grant County, (Port of Ephrata)
taxiway B to conduct Emergency Vehicle & Motorcycle Operator Instructor's Course. Term of
agreement is April 1, 2023, through December 31, 2023, in the amount of $990.00 for two
yearly uses (for each training).
TECHNOLOGY SERVICES
19. Purchase order No. 459 in the amount of $5,279.63 to Ednetics (EDNTC) for the NetApp
E28600A Annual Service Renewal.
20. Purchase order No. 460 in the amount of $34,.953.61 to Ednetics (EDNTC) for the NetApp
FAS2650A Annual Service Renewal.
21. Purchase order No. 461 in the amount of $44,231.59 to Brightly Software, Inc, FNA Dude
Solutions (DUDES), for the Annual Renewal cost of contract No. 090320 -SDI.

Franchise Applications
The Commissioners held an Open Record Public Hearing to consider two applications from y
Intermountain Infrastructure Group LLC for two franchises applications from Intermountain
Infrastructure Group LLC to construct, operate and maintain Fiber Telecommunications on
certain County Road Rights -of -Way within the County of Grant, State of Washington, for the
purpose of telecommunications.
Dave Bren, County Engineer discussed the applications stating Public Works recommends
approval. 4
The first application has the following two routes:
Route 1 Location begins on the South side of Road 20 NE and the East side of the City
of Soap Lake. Route continues on the South side of Road 20 NE to Stratford Road NE.
Route continues North on the East side of Stratford Rd. NE until Road 22NE. Route
continues East on the south side of Road 22 NE until HWY 28.

A motion was made by Commissioner Stone to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously. A motion was made by
Commissioner Carter, seconded by Commissioner Stone to approve the two franchise
applications noting the error in the advertisement: for the purpose "of carrying water" and
should have read "telecommunications". The motion passed unanimously. The hearing
adjourned.
3:20 p.m. -3:30 p.m. Open Record Public Hearing, Auditor's Office Budget Extension for New
Morgue
Open Record Public Hearing to consider the following Auditor's Office Budget Extension request for
expenses related to the anticipated new County Morgue:
• REET 1st Qtr Fund 126.168 in the amount of $375,000.00
• REET 2nd Qtr Fund 132.178 in the amount of $375.,000.00
Katie Smith, Chief Financial Officer discussed the request.
Tom Gaines, Central Services Director gave an update on the new morgue. Samaritan Hospital is
going out for bond to fund this new hospital. This extension is to pay for engineering services ETC.
:Grant County has not yet been billed for any services.
A motion was made by Commissioner Stone to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously.
A motion was made by Commissioner Stone, seconded by Commissioner Carter to approve the
budget extensions as presented. The motion passed unanimously. The hearing adjourned.
