BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON A RESOLUTION AMENDING THE RESOLUTION No. 23- -CC GRANT COUNTY DEVELOPMENT SERVICES BUILDING & FIRE PERMIT FEE SCHEDULE WHEREAS, it is the intent of the Board of County Commissioners for Grant County to implement reasonable building and fire application fees in order to maintain current service levels and which are consistent with other jurisdictions; and. WHEREAS, it is the intent of the Board of County Commissioners for Grant County that users of the Development Services Department's building and fire services bare a reasonable share of the costs associated with those services rather than rely upon the citizenryof the County to subsidize these costs; and, WHEREAS, Development Services Staff have conducted a fee schedule survey of neighboring and similar Eastern Washington Counties;` and, WHEREAS, when compared to the. survey, the Board of County Commissioners for Grant County have determined that the attached fee schedule generally represents a reasonable cost for building and fire applications in Grant County and is consistent with neighboring counties; and, WHEREAS, itis acknowledged that a more reasonable and consistent process for fee adjustments is necessary to meet customer expectations and to. also structure the fee program to contain very limited increases on an annual basis so that large impacts can be avoided; and, WHEREAS, the International Code Council publishes the Building Valuation Fee Adjustment Schedule'on. a bi=annual basis that reflects` the current Nationwide CPI, which can provide a systematic adjustment to .our fees annually without the need for continual evaluation and update; and, WHEREAS, Permit fees,were last updated in February 2014 and this consideration was not addressed and the Board of County Commissioners understands the need to incorporate fire fees for services that historically have never been provided; and, WHEREAS, the Board of County Commissioners for Grant County finds that minor permit fee increases annually are pref errable to large, periodic fee increases and understand that unique circumstances require modifications to the fee schedule on occasion; and, WHEREAS, the Board of County Commissioners for Grant County modify the attached fee schedule to include the International Code Council Building Valuation Table that is published annually; and, WHEREAS, the Board of County Commissioners for Grant County conducted an open record public hearing on to consider the attached fee schedule. NOW, THEREFORE, BE IT HEREBY RESOLVED, THAT the Board of County Commissioners for Grant County, Washington hereby adopt by resolution an amended Fee 1 Development Services Fee Schedule Update: Building & Fire 2023 Schedule for Grant County Development Services Building and Fire Applications and Permits as identified in Attachment A. New Residential Construction: Permit Fee includes Plumbing and Mechanical Fees. Decks, carports, per og_1a's, gazebo's, and other miscellaneous structures will be valuated at 50% of cost per square feet for utility (U) use groups. Calculating Permit Fees Based on Valuation: Single -Family Dwelling = $ 150.87/Square Feet Proposed dwelling with attached age = 2,250 square feet 2,250 X $ 150.87 = 339,458 Total Valuation ($ 100,001 to $ 500,000) 339,458 —100,000 = 239,458 _ 1,000.00 = 239 X $ 6.00 ($ 1,434.00) $ 990.00 + $ 1,434.00 = $ 2,424 Permit Fee $ 2,424 X .50 = $ 1,212 Plan Review Fee Total Fee = $ $ 2,424 + $ 1,212 = $ 3,636.00 1 Building Plan Review Fees are 50 Percent of the Permit Fee for both Commercial and Residential Development Services Fee Schedule Update: Building & Fire 2023 FEES AND REQUIREMENTS RCW 19.27.085 There is imposed a fee of six dollars and fifty cents on each residential building_ permit and a fee of twenty-five dollars for each commercial building permit, issued by county or a city, plus an additional surcharge of two dollars for each residential unit, but not including the first unit, on each building containing more than one residential unit. RCW 19.27.087 Permitting and plan review fees under this chapter for agricultural structures may only cover the costs to counties, cities, towns, and other municipal corporations of processing applications, inspecting, and reviewing_ plans, preparing detailed statements required by Chapter 43.21 C RCW, and performing necessary inspections under this chapter. RCW 19.27.015 Agricultural structure means a structure designed and constructed to house farm implements, hay, grain, poultry, livestock, or other horticultural products. This structure may not be a place of human habitation or a place of employment where agricultural products are processed, treated, or packaged, nor may it be a place used by the public.
