It was decided to hold off until 2024. • Active Shooter Training: To be presented at the next Monday luncheon. 10:30 a.m. —10:40 a.m. Bid Opening & Award, County Paper of Record for Legal Notices The Commissioners held a bid opening for the Paper of Record for legal notices. The following bid was received: 1. Columbia Basin Herald $5.50 /per column inch After review and discussion, a motion was made by Commissioner Carter, seconded by Commissioner Stone, to award the paper of record from July 1, 2023 —June 30, 2024 to the Columbia Basin Herald in the amount of $5.50 per column inch. The motion passed unanimously. 11:00 a.m. —11:30 a.m.- S Fode, New Hope Update • Shelter Update: 1 family • All Staff Training May 3-4 • Point and Pay System- Alyce Barrientoz worked with the Treasurer's. Office to work on a process to get this implemented at New Hope. Ok to move forward. • County ARPA Requests — State and Federal funding has been reduced in 2023. The first two year request was funded. They are now asking for the next three years' funding. The Board will review the draft policy, talk to HR, and get back to her. • Other organization 11:30 a.m. —12:00 p.m. L Leland, Port of Mattawa • Lars Leland and Pat Boss came to discuss funding. They received funding from the County for their weekend events. They are slowly working on an event center. If the Road Usage Charge is implemented by the State, the smaller municipalities will need this type of center. They are in the middle of Yakima, Tri Cities, Moses Like and Wenatchee. They feel it is a prime area for an event center. • Highest volume of crushed grapes in the state! • QUADCO should be working with Ports to submit their plans to the State. 1:00 p.m. — 2:00 p.m. Commissioners Roundtable — Misc. Discussion • Review Consent Agenda Items o Commissioner Item 14 :to be funded from 133 account o Development Services Item 16: budgetary clarification was requested. Katie Smith went over the moving of the funds o New Hope Item 17: Suzi Fode explained their contract • Commissioners District Updates o DS District 1: Attending the Legislative Steering Committee meeting. Differences between the House/Senate/Governor's Budgets and the negotiations begin. o RJ District 2: A lot of Homeless meetings in Moses Lake. Homeless Task Force first meeting was held. Met with HopeSource regarding Coordinated Entry. Attended a jail meeting to discuss funding. Has a Verizon Mobile meeting to discuss service at the Gorge Amphitheater. A constituent reached out about digging out part of the sand dunes for more beach access. Public Works to look at? Would the BOCC support the expanding of beach access? It is Bureau land and Fish and Wildlife manages the land. All agencies would have to fill out a JARPA application. o CC District 3: I-90 Bridge renovation to begin this summer. Grant Transit Authority has service to the Courthouse, and she encouraged ridership. Komaki Japan Youth Exchange is coming up. Sam Castro stated SR 28 —White Trail Road roundabout is beginning construction and completed by July. o Commissioner Jones contacted the group concerned with the Verizon Cell Service at the Gorge area. He has been communicating with the farmers that said they had farming circles in the area. Verizon is also bringing in a "mobile tower". The traffic plan has not been received from Live Nation yet by the County Engineer. Signage has been a big issue to address traffic movement. • Safety Committee Budget/Incentives (PW): On January 17 round table, Commissioner Carter suggested a budget for the Safety Committee. How can he move forward with this? Commissioner Carter suggested the Committee write a request letter to the Commissioners. For First Aid Kits/Hand Sanitizers/Sharps Containers/First Aid Training. • Commissioner Stone further discussed this LSC Meeting: $14 million budget for water banking. Grant County should apply for funding. Water Rights Adjudication Bill will have an impact. BLM grazing land rules. Letter re: Lower Snake River Dams and referencing the documents/links to the information. Will give the letter more strength. • Meeting between PUD/City of Moses Lake/Port of Moses Lake/Grant County: get itemized invoice. • Sheriff's Office named parcels • Horticultural Pest and Disease Board • Get the next ARPA discussion meeting scheduled; talk about Blue/Green Algae request • NACO/PICT request to come in: asking for 1% of the PICT/ARPA -NACO • Active Shooter Training/Preparedness: Are County employees prepared? Potentially send one or two people to the training and have them bring it back to each office. PA/GCSO/Central Services/HR. Loudspeaker in each building? Planning for each office location vs. centralized training. How to assess the situation. Sam Castro mentioned Pend Oreille County and how their computers had an emergency button. Tom Gaines stated that Emergency Management is working with Everbridge for a county wide system. The County has the Safety Center App as well. • Barbara Duerbeck /Darryl Pheasant admission tax. Update —Permitting and Revenue Statistics (Finance Concerns): SmartGov is being utilized by Public Works, Health District and the Building Department. Soon to be utilized by the Planning Department. • Fee Schedule Draft (Building and Fire) • Memorandum of Understanding —Interlocal Agreement with Moses Lake (MOU-ILA) (UGA Development) • Personnel Policy 1607 (Capital Facilities and Transportation Plans Process) along with Comprehensive Plan. • DS: Code Enforcement issue (phone call received) relating to a commercial business running out of an RR1 Zone. 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update • Solid Waste o Household Hazard Waste Events April 28 —Royal City, and April 29 —Moses Lake o Tire Cleanup Event April 21-22 —Port of Moses Lake o Parametrix Amendment No. 26 Fiscal Year 2023 Environmental Services: Currently $1.3 million is budgeted for professional services. 4ong Term Disposal Study and Phase 4 study are part of this amendment. Will be placed on future consent item. o Model Toxic Control Act (MTCA) Dollars will only be available 1 year after landfill closure (2025). o $6.00 for pre/post landfill closure. $0.85 to pay for staffing. No funding was set aside to purchase land for a new landfill. • Public Works Engineering/Roads o Accident on Westshore Road NE Update: Fatality Accident occurred on county road. There were no issues within the County Right-of-way. • Vantage Bridge Construction- WSDOT shared information that no detours will be in place. Alternate route signs will be placed. This will begin Fall of 2023 and end in 2026. • Maintenance staff of all departments are now under Central Services as of 4/3/23. Mr. Castro believes that billing of these services should begin 2024. • Franchise agreements were taken over by Public Works; plans to transfer this to Tom Gaines in Central Services. • B -SE Bridge: Bailey bridge can happen any time, just waiting on timber. Then the culverts will be removed. � Potential of having separate meetings for Solid Waste/ER&R/Roads. Meet with Road District Supervisors (4 visits per year) "Boots on the ground" overview. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent agenda as presented, noting item 14 is to be paid from the 133 account. The motion passed unanimously. DEVELOPMENT SERVICES 16. Budget amendment request to utilize $1,010.01 of $1,495.00- 2023 budget monies approved for the purchase NFPA Subscription to support the purchase of a 2023 budgeted copier. The copier was initially approved in the amount of $17,751.00 but did not include shipping. The new total of the copier is $19,242.08. The remaining $481.07 will be paid from the Development Services Building budget. NEW HOPE 17. Authorization for the Director to DocuSign Washington State Department of Commerce Federal Grant with New Hope through Housing Division, Grant No. 23-46306-009 for Youth Homelessness Demonstration Program (YHDP)., Youth Lead Project in the amount of $30,487.00. Term of agreement is March 23, 2023, through October 31, 2023. PHRI IC WORKS 18. Customer Agreement with FP Mailing Solutions for a new mail meter and base. Term of the agreement is 5 years at the price of $32.95 a month. 19. Request to Transfer 2022 Ford F150 from the Fire Marshall to Development Services. Vehicle was previously approved and purchased for the Fire Marshal in the 2022 budget but due to long delivery time was not delivered until 2023 and was not budgeted for. Development Services budgeted for a new vehicle purchase to replace vehicle #0669 in 2023 and they have requested this vehicle. 20.
