Commissioner Carter was at the Gunpo City Royal Azalea Festival in Korea and excused. 8:30 a.m. — 9:00 a.m. T Taylor w/ A Kim, State Auditor's Office Rask Assessment Questionnaire (Wanapum Room) 9:00 a.m. — 9:20 a.m. ASC Update and Misc BOCC Action (Items 1 through 6) A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1 through 6 on the agenda as presented. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Grant County designation of the Grant County Economic Development Council (aka Grant County EDC) as its Associate Development Organization (ADO) with the Washington State Department of Commerce to coordinate economic development services for the County under contract with Commerce. Designation is effective for the 2019-2021 biennium. (Approved) 3. 2019 Agreement Regarding Use of County Property for Public Purpose between Grant County and Sage N Sun for its annual recreational event to be held June 6, 2019 through June 9, 2019. (Approved) 4. Memorandum of Understanding between the Washington State Coalition Against Domestic Violence (aka WSCADV) and New Hope Domestic Violence and Sexual Assault Services; and: a) Lower Valley Crisis and Support Services b) Northwest Immigrant Rights Project c) Northwest Justice Project d) SAGE Domestic and Sexual Violence Crisis Center e) The Support Center/EI Centro de Apoyo f) YWCA of Walla Walla To collaborate and make application to the Crossing Borders Project for an Office on Violence against Women Rural FY 2017 grant. (Approved) 5. 2019 Agreement Regarding Use of County Property for Public Purpose between Grant County and Ephrata Farmers Market Association, Inc. for utilization of a portion of the Courthouse and surrounding area, etc. Term is June 1, 2019 through October 26, 2019. (Approved) 6. Memorandum of Understanding between Grant County and City of Ephrata making temporary use of the Ephrata City Council chambers should the Grant County Commissioner's public meeting facility become unusable. (Approved) 9:30 a.m. — 9:50 a.m T Gaines, Central Services Update 10:00 a.m. —10:15 a.m. Commissioners Office Safety Meeting Page 2 of 7 Grant County Commissioners Minutes Week of April 22, 2019 10:30 a.m. —10:45 a.m. Citizen Public Comment Period Austin Allred came to discuss Rd K and Rd 12 in Royal City, there is a 2.5 mile stretch of road that is in need of asphalt, its currently gravel. 90% of the paving is completed and the area residents want to understand why it's not completed. Derek Allred stated he met with Jeff Tincher, Public Works Director and the Director will look at the criteria for the project to be completed. He believes the dairy is a majority of the traffic in the area. Spud Brown, Royal City, stated that when Public Works increased the rock surfacing depth on Road 7, it really held up and worked well. The Commissioners stated they will discuss this issue with Public Works at their meeting tomorrow and Mr. Tincher will get back to them. 11:00 a.m. —11:50 a.m. Budget and Finance Update (Rescheduled) MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the Kim McCreary (MCCreary Short Plat) File # P 19-0085 (preliminary P 18-0364); and the Jody Ouradnik (Millet Short Plat) File # P 18-0155 (preliminary P 17- 0431) Final Plat Submission and Reviews.
