Subject: Request f "or tipping fee surcharge for Grant County Health District Solid Waste work
Dear Board of County Commissioners,
The Grant County Health District (GCHD) would like to request that the Board of County
Commissioners add a surcharge onto the landfill tipping fee. The money received from the
surcharge would be used to cover the cost for solid waste enforcement work that the Department
of Ecology grant does not cover. The Ecology grant requires GCH D to cover the 25% of the grant
total.
GCHD is requesting $0.15 (15 cents) a ton tipping fee surcharge at the landfill. The reason for this

request is thatO
GCHD's flexible dollars are currently being used to coverthe 25% match that the Ecology
grant requires;
0 GCHD's flexible dollars are essential to funding public health core functions; .
0 The solid waste grant funding level has decreased the last few budget cycles; and
* To help fund other solid waste activities the grant currently does not fully fund,
The solid waste enforcement program is quite beneficial to Grant County. One example to share
with you during the last grant cycle, we successfully worked with a property owner to clean up a
site that had over 8,0oo tires on the property. This reduced harborage for pests, mosquitos, and
reduced the fire danger in the area. (Please see attached summary andpictures),,

Solid Waste Complaint

Summary:
Complaint received 4/15/2015; large amount of waste tires and other solid waste.
As of 8/15/2019; over 8,000 waste tires and 50% of the solid waste has been removed.
The success of this solid waste clean-up effort relied on many site visits, phone calls, letters and emails
over the last four years. The pictures attached shows the dramatic transformation of this property.

Timeline:
04/15/2015 Complaint received, site visit completed. Much solid waste onsite but no waste tires.
Notice of code violation was sent to Obershaw.
4/21/2016
Site visit completed. Many waste tires throughout the property along with several
junk cars, RV's and trash. Notice of code violation was sent to Obershaw.
5/18/2016
County treasurer contacted. Bank of America is paying the property taxes, there may
be a lien on the property or in foreclosure.
9/23/2016
Site unchanged.
12/21/2016
Site visit completed. More tires on site, otherwise generally unchanged.
01/23/2017
Bank of America assumes ownership of the property.
04/11/2018
Site visit completed. Estimated to be over 800 waste tires on property. Enforcement
letter sent to Carrington Mortgage Services (Asset management company).
05/23/2018
Site visit completed. No change. Another enforcement letter sent to Carrington
Mortgage Services.
6/12/2018
Site visit completed. No change.
07/2/2018 Site visit completed. No change. Another enforcement letter sent to Carrington

11/08/2018 Contacted WA DOE about their waste tire amnesty program. The program may fit this
situation. Called Carrington Mortgage Services about the program, they want more
information.
11/16/2018 Contacted Carrington Mortgage's asset protection division. They want to work with
us to get the tires cleaned up.
11/19/2018 WA DOE will not help with the tire clean up because Bank of America owns the
property, not an individual. I let Carrington Mortgage know.
12/10/2018 Working with Mortgage Contracting Services (MCS) now. Tawnie Chipman will be
submitting bids for tire and solid waste cleanup.
12/31/2018 Bids are rejected by Bank of America. MCS requests WAC's regarding waste tire
handling and disposal. Sent information and called and explained the regulations.
01/02/2019 MCS received the regulation information and asked more questions concerning waste
tires.
02/12/2019 Bids accepted for the removal of up to 1500 tires. Another bid will be submitted for
the remaining balance if there is one. Once the tires are removed the other solid
waste will be removed.
03/22/2019 MCS called and said the bid will be sent to the field on April 5, 2019 for clean-up.
4/1/2019 MCS emailed, 1500 tires and 40 CY of debris have been disposed of. According to the
tire hauler, there are 5,,000 more tires left on the property. I am suspecting this site is
a "known tire dump area". Contacted MCS about securing the property to prevent
more tires being dumped.
7/1/2019 Approximate number of tires removed so far is around 8,000. Currently there are
about 700 tires remaining on the property. Since April 2019 there has been no
additional tires added to the property.
8/9/2019 MCS is waiting for Bank of America to authorize the final tire clean up voucher.
Lessons learned
• Be patient yet persistent.
• Check for property ownership changes monthly.
• If the property is bank owned, immediately call their asset protection division and secure
contact information and explain the code violation(s).
• Communicate the status of the property with county code enforcement.
