Property is located at 22987 Rd 7 -NE,, Moses Lake,, 316 -acres within the East half of S 35, T20 N,, R30 EWM (Parcel No. 181-403-000). Amy Perez, Assessor Deputy III stated this parcel is part of a Farm and Ag Compliance Review which is done every 6 years. The current person who is renting the property is retiring so the owner is looking for another person to lease the property. Ms. Perez recommended the owner apply for the Ag Conservation program as he does fall into the category. He has been generating income from a lease. It is good for 5 years to either get back into farming, lease the property or sell it. A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the reclassification to Farm Ag Conservation as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Open Space Taxation Agreement signed and recorded) Page 2 of 9 Grant County Commissioners Minutes Week of September 23, 2019 2:00 p.m. — 2:20 p.m. Open Record Public Hearing, Ordinance Amending Ch. 9.06 of the Grant County Code titled "Dog Control" and repealing the Kennel License Requirement The Commissioners held an Open Record Public Hearing to consider a request from the Grant County Sheriff to remove the "kennel license requirement" from the Grant County Code. Sheriff Tom Jones stated that the Kennel License requirement refers to the breeding of dogs and keeping them in Kennels. It doesn't alleviate a potentially dangerous dog that kennel requirements the animal control deputy might require after someone has been cited for a potentially dangerous dog. These are 2 separate issues. The Sheriff's Office has not been able to locate any kennel licenses that have been issued for the breeding of dogs. This will repeal Grant County Code 9.06.070. A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the repealing of Grant County Code 9.06.070 as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. 19 -071 -CC) 2:30 p.m. — 2:50 p.m. ADA Coordinator Discussion 3:00 p.m. — 3:20 p.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 13) A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1 through 13 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Request for release of funds on SIP 2019-05, Port of Quincy, Industrial Park No. 4, Tracts 4 and 6 Binding Site Plan Improvements in the amount of $133,500 (grant) to the Port of Quincy. (Approved) 3. Washington State Health Care Authority, Interagency Contract for Community Prevention and Wellness Initiative (CPWI) Prevention Services, through Grant Integrated Services, Contract No. K3919. Term of the contract is July 1, 2019 to lune 30, 2021 in the amount of $3621295. (Approved) 4. License agreement between Grant County and Town of Coulee City for use of location and maintenance on Town of Coulee City property for Elections Ballot Drop Box. Term of license expires in December, 2029. (Approved) 5. Interlocal Agreement for Provision of Services between Grant County and the City of Quincy regarding Quincy Partnership for Youth in the amount of $160.,000. Term of the agreement is January 1, 2020 through December 31, 2020. (Approved) 6. Resolution No. 19 -072 -CC authorizing execution of Interagency Agreement (Interlocal Agreement) between Grant County and the City of Quincy regarding Quincy Partnership for Youth. (Approved) Page 3of9 Grant County Commissioners Minutes Week of September 23, 2019 7. Amendment No. 1 to Washington State Department of Social and Health Services Contract No. 1963-57191. This amendment removes Exhibit A, Data Security Requirements in its entirety. (Approved) 8. Request from the Grant County Fire District No. 3 on Strategic Infrastructure Program (SIP) #2018-15, New Fire Station —Trinidad/Crescent Bar, for one reimbursement to be made prior to complete of the project in the amount of $109,394.62. (Approved) 9. Port of Mattawa request for extension of time on Strategic Infrastructure Project (SIP) 2018-07, Sentinel Gap Industrial Park —Road and Utility Development from October 8, 2019 to November 15, 2019. (Approved) 10. Contract with Quality Paving Inc. for paving work at 1631 Division Ave. E, Ephrata and 1274 Lowry, Moses Lake, for a total contract amount of $37,.843. Work to be completed by December 31, 2019. (Approved) 11. Contract with North Central Construction for new roof on building at 365 F Street NW, Ephrata for a total contract amount of $39,682.35. Work shall be completed on or before the 21St day after agreed start date between contractor and Sheriff Office Representative. (Approved) 12. Amendment to Consolidated Homeless Grant Subrecipient Agreement (September 2019) with Housing Authority of Grant County. This amendment corrects the contract number, which should be Contract No. 20-46108-10, not Contract No. 19-46108-10. Term of the agreement is July 1, 2019 to June 30, 2021 in the amount not to exceed $886,,231.00. (Approved) 13. Vendor Agreement between Grant County (GrIS Developmental Disabilities) and Moses Lake Community Health for education and information services and Parent to Parent services. Term is July 1, 2019 through June 30, 2021. (Approved) 6:00 p.m. — 7:00 p.m. R Stevens at Ephrata Community Meeting to discuss 3/10% Law and Justice Sales and Use Tax (Ephrata City Hall) MISCELLANEOUS ITEMS Request from the Moses Lake Irrigation and Rehabilitation District (MLIRD) for an extension to the Interlocal Agreement signed September 22, 2014 and terminating December 31, 2019. After discussion, the Commissioners voted to not extend this ILA but do agree that under the mediated stay agreement this ILA remains in effect. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their September 13, 2019 payroll. Page 6 of 9 Grant County Commissioners Minutes Week of September 23, 2019 Contract #E18-160 for FY2017 is $64,780.00 and #E19-110 for FY2018 is $35,220.00 (Revenue code 333.970). This funding will be used to purchase a mobile command vehicle from the Arlington County, VA Police Department. Auditor's Office in the total amount of $168,.000.00 to receive unanticipated revenue received from recording fees than anticipated in the 2019 budget: Fund #129 Department #171 in the amount of $14.,000.00 to the Affordable Housing Fund and Fund #130 Department #172 in the amount of $154,.000.00 to the Homeless Housing Fund. Commissioners Taylor and Carter read into the record the request from the Auditor's Office. Tom Gaines, Central Services Director, stated this is for the sidewalk project around the courthouse. The project came in over the anticipated budget so this extension is to cover the excess cost. This also includes a budget transfer in the amount of $27,101.00 which will move project money around within their Capital Outlay projects and also a Youth Services duct cleaning project. Darrik Gregg, Chief Deputy, discussed the Sheriff's Office request. A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Carter moved to approve budget extensions as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.
