The Grant County Commissioners session began at 9:00 a.m. with Commissioners Carter and Stevens in
attendance. Commissioner Taylor was out and excused.

Ed Schempp came to discuss an article that was published in the Columbia Basin Herald and the
new state law passed by Governor Inslee for Sanctuary States and how Prosecuting Attorneys
and Sheriffs could not turn in undocumented people to the Federal Government. Commissioner
Stevens stated that the article mentions dates in January and February but the State Bill wasn't
signed into law until April. Before April, it wasn't against the law to assist ICE. Commissioner
Stevens also stated that court dockets are public record and anyone can call and request a copy.
Grant County cannot stop the Federal Government from entering the courthouse.

Budget and Finance Update
Commissioners Quarterly Training Luncheon
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October
25., 2019 payroll and their October 25,, 2019 Cashout Run.

Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests:

• Economic Enhancement Strategic Infrastructure ending fund balance Fund #1131,
Department #155 in the amount of $177,,500.00 for the following Strategic
Infrastructure Program projects:
o #2019-07 City of George — Frontage Road ($40,000 grant/$40,000 loan)
o #2019-08 Port of Royal Slope —Waterline Extension ($97,500-00 grant)
• Central Services Fund #126,, Department #168 in the amount of $35,000.00 to
complete the sidewalk construction project (sidewalks that border parking lots F, E,
and B) using BEET funds.
• New Hope Fund #128,. Department #170 in the amount of $22,860.00 to receive grant
funds from the US Department of Housing and Urban Development, Washington State
Department of Commerce., and HopeSource for the Youth Homelessness Demonstration
Project (CFDA #14.276) to provide services to homeless youth victims.
Commissioner Taylor read into the record the request from Central Services.
Jill Hammond, Administrative Services Coordinator discussed her request for the Economic
Enhancement Strategic Infrastructure Program.
Suzi Fode, New Hope Director discussed her request.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stevens moved to amend the assessments as presented. Commissioner Taylor
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve item 1 on
the agenda as presented. The motion passed unanimously.
1. Request to the County Road Department for reimbursable work from the City of Quincy for SHV
load rating calculations performed on Bridge BR -345 on Rd R -NW to include installation of load
posting signs if necessary. Cost not to exceed $2.,000.00. (Approved)

4. Multi -Agency Communications Center MACC Bond Claims Payment Request (Batch 01-91) in the
amount of $50,379.27. (Approved)
AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT
5. Pay/ment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090"
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,122,627.95)
FAIRGROUNDS
6. Request approval to utilize a new Campground Management Software from Astra to allow
customers to reserve campsites at the Fairgrounds. The only cost is a 2.5% credit card
transaction fee; the $3.50 service fee would be added to the customer's transaction.

support of the request for $150.,000.00 for the Grant County Suicide Prevention Taskforce-s Coalition
expansion plan "Suicide Prevention and Community Coalition Building and Training."
