GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 8, 2019
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 7)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 3 and 5 through 7 on the agenda as presented. Item 4 did not arrive for signature. The motion
passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Amendment No. 2 to the 2017-2019 Biennium Contract No. K1814 between Washington State
Conservation Commission and Grant County for the Voluntary Stewardship Program (VSP). The
amendment awards End of Biennia funding in the amount of $18,450. (Approved)
3. Memorandum of Agreement between Washington State University Extension and Grant County
(Appendix A), for the period January 1, 2019 through December 31, 2019 to provide an
extension program and funding in the amount of $103,541.00. (Approved)
4. Anticipating: 2019 Agreement Regarding Use of County Property for Public Purpose between
Grant County and Ephrata Farmers Market for utilization of a portion of the Courthouse and
surrounding area, etc. Term is June 1, 2019 through October 26, 2019. (Item not ready for
signature)
5. Reimbursement Request #21 from Washington State Department of Commerce on Consolidated
Homeless Grant (CHG) No. 17-46108-10, administered through Grant County Housing Authority,
in the amount of $33,125.98. (Approved)
6. 2019 Agreement Regarding Use of County Property for Public Use between Grant County and
the Autism Society of Grant County on Saturday, May 18, 2019 from 9:00 a.m. to 3:00 p.m.

7. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during March, 2019 in the amount of $686.25 on Washington State Department of Corrections
(DOSA) contract. (Approved)

Barbara Morgan discussed Agenda 21, it's a United Nations plan for sustainable development
(anything that cannot be gotten rid of). The original intent was a peace keeping force of nations
coming together for the purpose of keeping the peace in the world. It has since been corrupted
by the United Nations. Ms. Morgan gave the commissioners article handouts: "Agenda 21 in a
Nutshell"; "The UN: Transforming Society by Restructuring the Family by United Families
International — April 1, 2019 by Tori Black" and "Washington Teaching Transgenderism". Ms.
Morgan is interested in how the Commissioners feel about these issues.

Linda Bishop reiterated that these underlying issues need to be brought forth to the world.
Barbara Morgan stated Agenda 21 does not want women at home raising their children or
women having any more babies. In order to sustain the population, each family needs to have
1.8 children.
Phil Anderson stated we need to look at the legislation being proposed at the state/federal
level. Initiatives up for vote need to be read and researched. People must educate themselves
Mr. Anderson also discussed the resolution that he brought forth regarding the 2nd amendment
and was wondering status. He also stated that he noticed some corrections that needed to be
changed and given to the Prosecuting Attorney's Office for the Commissioners to sign. He
stated there are 9 other counties that have passed resolutions similar to the one they are
proposing. These reference resolutions were given to the Board for their review. The voters of
Grant County rejected 1-1639 in our geographic area by a 68% to 32% margin. They are asking
the Commissioners to reaffirm publicly the vote cast by Grant County.

Pursuant to RCW 42.30.110(1)(f) Commissioner Taylor called an Executive Session to order at
9:03 a.m. to go until 9:18 a.m. to discuss personnel disciplinary matters AND RCW 42.30.140 (4)
(a) regarding Negotiations. In attendance were Commissioners Taylor, Stevens and Carter, and
Kirk Eslinger, Human Resources Director. The session was continued to 9:25 a.m. Commissioner
Taylor closed the session at 9:25 a.m.

in the amount of $10,241.82, AND to James Pipe and Supply Inc. in the amount of $3,551.45.

1:45 p.m. — 2:00 p.m. Open Record Public Hearing, Vacation of certain portions of Road C -NE
The Commissioners held an Open Record Public Hearing to consider a petition from Jon Busby
and Reisha Busby to vacate a certain portion of Road C -NE located in S 3 and 4, T 23 N, R 27 E
WM,and S33and 34,T24N,R27EWM.
Jeff Tincher, Public Works Director read into the record his Engineer's report:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road being all that portion of County Road C -NE, Road
Log Number 50630, from Mile Post 1.429 to Mile Post 2.05, lying in Sections 3 & 4 of
Township 23 North, Range 27 East W.M. and Section 33 & 34 of Township 24 North, Range
27 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A.

The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 1:45 PM, April 9, 2019. The
Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the petitioned
County Road. Road C -NE is on the active County Road System. All affected parcels are
either owned by the proponents or have frontage on other currently maintained public
roads.
/find that, this section of County Road C -NE is not necessary and useful to the public and
the public would be benefitted by its vacation and abandonment with the following
conditions:
• The petitioners construct a turnaround approved by the County Road Engineer on C-
NE at Mile Post 1.429 and dedicate any additional right-of-way required for the
turnaround.
If this Road Vacation is approved, the vacation document shall not be recorded until
the turnaround is accepted and approved by the County Road Engineer and any
additional right-of-way required for the turnaround is dedicated to the County.
A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved approve the recommendation of the Public Works Director and approve the vacation as
presented recognizing the two (2) Conditions of Approval. Commissioner Stevens seconded and
the motion passed unanimously. The hearing adjourned. (Resolution No. 19 -034 -CC)

7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$588,122.40)
TREASURER'S OFFICE
Application from Dennis Chesnakov for Resale of Tax Title property for Parcel No. 15-2028-000
with a starting bid of $500.00. The Treasurer recommends approval of the offer and allow them
to be sold at public auction. (Approved)
VETERANS SERVICES
8. Letters of re -appointment to Filberto Rivera, Eileen Boylston and Mark Owens to the Veterans
Advisory Board for another four (4) year term beginning March 15, 2019 through March 14,
2023. (Approved)
CENTRAL SERVICES
Budget extension request in the amount of $12,320.15 to reimburse Central Services for the
expenditure of getting repaired the Fairgrounds Peterbuilt dump truck, completed by Western
Peterbuilt. Funding would come from Current Expense. (Approved, the public hearing was
scheduled for May 7, 2019 at 10:00 a.m.)

Nora Peal Fletcher on parcel no. 17-1293-003, which she donated to Grant County. The excise tax
amount owed is $1,866.38 and $103.00 for the Current Use removal fee. (Approved)
