I have examined the bids and recommend the following action:

Item 1A - Furnish 4,000 to 4,400 tons of HFE 150 Liquid Asphalt F.O.B., Spokane Valley, WA Terminal
Item 1B - Furnish 4800 to 520 tons of HFE 90 Liquid Asphalt F.O.B., Spokane Valley, WA Terminal
Award the bid to the low bidder meeting specifications:
Western States Asphalt
4327 N. Thor St.
Spokane, WA 99217
to furnish up to 4,400 tons of HFE 150 Liquid Asphalt in the amount of $1,760,913.00 including
$143,913.00 in sales tax at the unit bid price of $367.50 per ton. To furnish up to 520 tons of HFE 90
Liquid Asphalt in the amount of $208,107.90 including $17,007.90 in sales tax at the unit bid price of
$367.50 per ton. The transport will be performed by A Williams, Spokane Valley, WA.
Item 2A — Furnish 5,000 — 7,000 tons of HMA Class %:" PG 64-28 and or Item 2B — Furnish 5,000 — 7,000
tons of HMA Class 3/8" PG 64-28 F.O.B., HMA plant within 10 miles of Moses Lake WA
Award the bid to the low bidder meeting specifications:

to furnish up to 7,000 tons of HMA Class W PG 64-28 in the amount of $347,438.00 including
$25,438.00 in sales tax. The unit bid price is $46.00 per ton. And/or to furnish up to 7,000 ton of HMA
Class 3/8" PG 64-28 in the amount of $354,991.00 including $25,991.00 in sales tax. The unit bid price is
$47.00 per ton.
