Vasqu OI rk of the Board Grant County Courthouse Emergency Action Plan Legal Responsibility and Scope Legal Responsibility: As an employer, Grant County is responsible under the Occupational Safety and Health Act (29 CFR 1910.157) to provide a hazard free work environment for its employees. This Act is supplemented by Washington Administrative Code 296-24-567, Employee Emergency Plans and Fire Prevention Plans. This Emergency Action Plan will outline Grant County procedures and responsibilities to comply with specific building evacuation requirements and maintain employee and public safety. Scope: This Emergency Action Plan will apply to all departments that are currently located within the Courthouse, Annex and Law & Justice Buildings (Central Courthouse Campus). Additionally it covers all Public Government employees as well as members of the public that are on the premises at the time of an emergency situation. This plan is intended to provide a framework of response to a variety of hazards and situations that may arise at the Central Courthouse Campus. Additionally it creates responsibilities for several different employee groups within the Central Courthouse Campus. The policies and procedures detailed within this plan, while specific to the Central Courthouse Campus, will be tailored to other Grant County buildings and departments to provide a unified response approach for employees that may be in other facilities during an emergency situation. Grant County Courthouse Emergency Action Plan Responsibilities During an Incident During an emergency incident, various employees will be required to perform actions that may be outside their typical day to day job duties. The following employees have increased responsibilities as a result of this plan during emergency incidents: Facility Maintenance Manager: The Facility Maintenance Manager has the primary responsibility of maintaining the physical elements of the emergency action plan and fire evacuation plans. This includes updating, designing, and posting the evacuation route signs, ensuring emergency lighting and exit signs are in proper working order, that fire extinguishers are located and serviced in accordance with applicable codes, and that alarm systems are operational. Administrative Services Coordinator: The ASC will perform risk management by assisting department managers with information regarding employee training, as well as the development of other Grant County location's Emergency Action Plans. Sheriff's Office Employees: Currently, Commissioned Law Enforcement Sheriff's Office staff have a responsibility to determine the appropriate actions when telephone bomb threats are received at the Central Courthouse Campus. If a credible bomb threat is made, or a physical device is found, they also have the authority to trigger an evacuation if is it deemed necessary. In the event an evacuation is triggered, Sheriff's Office Deputies will assist in evacuating the building and establish a secure perimeter in cooperation with City of Ephrata Police Department. If a device is found, Sheriff's Office Deputies will follow departmental policies and request support from specialized resources. Department Heads/Elected Officials: Department Heads and Elected Officials have a responsibility to ensure the safety of their employees and the members of the public currently in their department during an emergency incident. This includes the safe evacuation of their department, the training of the employees within their department in the emergency procedures detailed within this Plan, maintaining a current list of employees within their department, and assigning additional duties to certain employees as it relates to responsibilities detailed within this plan. All Employees: All employees have a responsibility to familiarize themselves with the evacuation and emergency procedures detailed within this plan, the physical exit routes within the Central Courthouse Campus as it relates to their department, assembly locations, Fire Alarm Pull -Stations, Fire Extinguishers, and First Aid Kits/Blood-Borne Pathogen PPE/AEDs as appropriate based on training. Additionally, employees may be selected by their department head/elected official to serve as Emergency Action Leaders. These employees will have increased responsibilities during evacuations and shelter -in-place situations as described later in this plan. Grant County Courthouse Emergency Action Plan Reporting an Emergency Reporting a non -Bomb Threat Emergency In the event of an emergency incident such as a fire, active shooter situation, or an openly hostile individual (such as someone being physically combative or making threats of physical violence), all employees are expected to conduct themselves in a manner conducive to the safety and well-being of themselves and others. To report an emergency incident, employees will call 911 and detail the circumstances to the dispatcher to the best of their ability. Additionally, in the event of a fire, employees are empowered to pull a fire alarm pull station, triggering an evacuation. As soon as possible after the incident, the employee who contacted 911 must contact the Administrative Services Coordinator to appraise him/her of the situation. Additionally, an "All Grant County" email may be sent by employees to update all employees on the emergency situation (Employees should be mindful of not broadcasting health information or other protected information via email updates). A Grant County Risk Management General Liability/Loss Notice Form must be completed and submitted immediately following an incident, per Grant County Policy 1102. Reporting a Bomb Threat received via phone call An employee receiving a bomb threat by telephone should remain calm while on the phone, and attempt to keep the caller on the line while documenting everything the caller says to the best of their ability. A telephone bomb threat checklist is to be used to assist this process. The bomb threat checklist can be found on the Grant County Intranet's Central Safety Committee page and a physical copy should be located near each phone in the Central Courthouse Campus. While one employee is receiving the phone call, if feasible, a co-worker should also be calling 911 and appraising the dispatcher that a bomb threat is currently in progress, and give the specific building and department in which the threat is being made. Reporting Suspicious Objects or Packages All employees are encouraged to make a cursory security sweep of their work area at the beginning of each work day for items that are out of the ordinary, such as unusual objects or packages. Unattended items or packages (defined as, but not limited to, unattended or abandoned briefcases, backpacks, bags, electronic devices, packages, purses, etc.) are prohibited within Grant County Government Buildings and places of business/employment. Should an employee discover or learn of an unattended item/package, the item is to be left where it was found; DO NOT TOUCH IT, MOVE IT, OR DISTURB IT. The employee should be prepared to call 911 FROM A DESK PHONE NOT A CELL PHONE and report their findings to a dispatcher, including the location and as many physical details and characteristics of the package or item. Using a cell phone or radio may activate the device. While employees might feel that it may be an overreaction in some circumstances to call 911, Grant County has the expectation that its employees will "err on the side of caution" per Grant County Policy 1103.7. Grant County Courthouse Emergency Action Plan Notifications and Alarms All Grant County Email An All Grant County Email is defined as a blast email to all Grant County employees. These can be used by employees in the event of an emergency incident where appropriate to inform employees of other departments and buildings of the situation. Ensure that details that are given are as accurate as possible as to not create confusion. Fire Alarm System The Fire Alarm System is designed to warn employees in the event of an emergency, and is available throughout the Central Courthouse Campus. The alarm system consists of a combination of Fire Alarm sirens and strobe lights. Some areas may also contain an audio message through the network connected clocks. This system is used to initiate a building wide evacuation. During a fire, the alarm may be activated by internal sensors or via a fire alarm pull -station. Note that during an active earthquake, the Fire Alarm System may be triggered as a consequence of the earthquake. If this occurs, employees should continue to follow the earthquake hazard guidelines described later in this plan. 4 Grant County Courthouse Emergency Action Plan Evacuation Procedures Evacuation Routes Building evacuation route maps (floor plan layouts) must be posted on each floor adjacent to stairways and/or other centrally located sites. The maps contain the location of each fire alarm pull station and fire extinguishers and the evacuation routes from each floor. Employees are expected to familiarize themselves with this information as it applies to themselves and their department. Evacuation routes must be maintained and be clear of obstructions and arranged or marked so that the way to a safe place outside of the building is unmistakable. Exits will be clearly marked by a readily visible sign, and exit doors must never be blocked, locked, or fastened during normal business hours. Evacuation Procedures Each department head/elected official will be responsible for the evacuation of their employees and any members of the public that are within their department's area when an evacuation is signaled. A department head/elected official may also designate an employee as the Emergency Action Leader to either act in this capacity in place of the department head/elected official, or if the department head/elected official is absent from the area during the time of the emergency. An employee must be made aware of their designation as Emergency Action Leader. The Fire Alarm System will warn of an emergency incident that necessitates an evacuation. When the alarm system is heard, all employees will immediately prepare to evacuate. Work areas should be secured where practical. Equipment should be shut down and windows and doors closed when exiting rooms. Employees will proceed in an orderly manner to exit the building via the evacuation routes posted for their section of the building. Stairways are to be used to descend from upper floors in the event of an evacuation; elevators should be viewed as non-functional. If the primary evacuation route is blocked due to the emergency incident, secondary routes will be used. Emergency Action Leaders are to ensure that all employees and members of the public have successfully evacuated to their assigned area by performing a sweep of their section where feasible. Doors and windows should be closed after a sweep has been conducted. Additionally, Emergency Action Leaders will verify that the restrooms adjacent to their sections are vacant and that doors on each Courthouse landing are closed. Emergency Action Leaders of offices adjacent to any conference rooms will verify that those rooms are vacant during the evacuation. **Evacuation of the Jail facility located on the Central Courthouse Campus will be addressed in a separate plan for that facility, and will not be addressed within this plan. ** Grant County Courthouse Emergency Action Plan 5 Area Evacuation Levels In addition to the Central Courthouse Campus specific Employee Alarm System, Area Level evacuation notices can also be issued due to a large incident. These alerts are intended for all types of evacuation areas, and may include information that is more specific to an evacuation of a home rather than a workplace. Employees should remain familiar with the messaging in case an evacuation notice is issued for their own homes during off -hours. If an incident occurs and includes the courthouse area, employees may see one of the following messages issued by the Grant County Sheriff's Office. They fall into the following categories: Level 1: Ready! Level 1 evacuations are an alert. There is no immediate danger to your home, family, or business, but the fire (or other danger) may be moving toward you. Now is the time to get ready. Refine your evacuation plans, and gather the things you'll need if you must evacuate. Residents with special needs, or those with pets or livestock, should take note and make preparations for relocating family members, pets, and livestock. To prepare, you should: Assemble the following emergency supplies: • Clothing for your family for several days • Bedding, pillows, and towels • Prescription medicines & spare eyeglasses • Soap and toiletries • Baby food and diapers • Your address book or list of important telephone numbers • Your checkbook, credit cards, and cash • Your driver's license and identification cards • A portable radio and flashlight. You should also: • Gather suitcases, boxes, or bags to hold your emergency supplies. • Be prepared to secure your home or office and your property before you depart. • Ensure your car is in good shape and you have adequate fuel. • Decide where you will go if you have to evacuate. Make arrangements with relatives or friends or consider making hotel or motel reservations. If you know of any neighbors or co-workers with hearing or language problems or special needs, please advise them of this message. And, if you have neighbors or coworkers who do not have transportation, offer to assist them if you can. We want to emphasize that this is a PRECAUTIONARY message about possible evacuation. Grant County Courthouse Emergency Action Plan Level 2: Set! Level 2 evacuations indicate there is a significant risk to your area. The fire (or other danger) is moving closer to you. A mandatory evacuation order may be issued at any time. Now is the time to prepare for immediate evacuation. Resident should either voluntarily relocate to a shelter or with family/friends outside of the area, or, be ready to leave at a moment's notice. Be sure to gather essential items such as: • prescription medicines • eyeglasses • identification cards • checkbook • credit cards • valuable papers Do not delay your departure to collect other belongings. Take your pets with you, but make sure you bring a leash, crate, or cage for them. Red Cross shelters will not accept pets. If you have no means of transportation or if you are physically unable to evacuate on your own, ask a neighbor to assist you. If you know of any neighbors or coworkers with hearing or language problems or special needs, please advise them of this message. And if you have neighbors or coworkers who need help or do not have transportation, offer to assist them if you can. Please do not use your telephone except to report a true emergency. Each of these Area Level Evacuation notices will be accompanied with the area to be evacuated, and the hazard that is causing the evacuation. Maps may be provided to assist with the evacuation efforts and to indicate suggested routes out of the evacuation areas. Grant County Courthouse Emergency Action Plan Shelter -In -Place Procedures Certain emergency incidents may require that employees remain indoors rather than evacuate. This section details the procedures for sheltering in place. Sheltering In Place When the order to shelter in place is given, the Facilities Maintenance Manager should ensure that as many exterior ventilation systems as possible have been turned off and closed to prevent outside air from getting into the building. When the order is given to shelter in place, Emergency Action Leaders should begin by gathering all persons that are in their department, both staff and visitors, and explain that an order to shelter in place has been issued, what that means, and how to shelter in place. Visitors should be encouraged, but not forced, to stay indoors and shelter within the department. Nearby bathrooms and conference rooms should be checked to verify that they are empty. When all necessary checks have been made, gather everyone into a pre -selected room within the department with the fewest exterior windows and close and secure all windows and doors. The Emergency Action Leader should direct other employees in gathering plastic sheeting and duct tape which should be stored within the room. Once gathered, begin covering windows and doors with plastic sheeting and securing it with duct tape. It is the responsibility of the department head/elected official to secure funding for shelter in place supplies. Department Heads/Elected Officials may coordinate with their representatives on the Central Safety Committee for effective shelter in place locations for their department. Once this is done, begin to take a roster of all persons present within your sheltering location, including both employees and members of the public. Employees should stand by for additional information on the duration of the Shelter in Place order, and be ready to evacuate if the order is given. Below are listed some items that would make up the beginning of a Shelter -In -Place Kit to have on standby in your chosen shelter location: • Pre -Cut Plastic Sheeting • Cutting Implement (Blade/Scissors) • Duct Tape • Battery or Crank Powered Radio • Flashlight • Backup Batteries for Radio and Flashlight • Snack Food • Water (1gallon per person) • Cloth or Masks • Towels to place under doors • Blankets for warmth when the HVAC is deactivated. Grant County Courthouse Emergency Action Plan Assembly Locations and Accountability Assembly Locations Each department within the Central Courthouse Campus is assigned a specific assembly location in the areas adjacent to the Central Courthouse Campus. A given department's evacuation meeting point is denoted in print on the back of their identification badge. Evacuation Zone Maps can be found in the appendices of this plan as well as online on the Central Safety Committee's web page. Employees will wait for the all clear from law enforcement, fire, or other first responders before re-entering the building. Accountability Upon arrival in their designated assembly location, employees will check in with their Emergency Action Leader. Emergency Action Leaders will verify that all of their employees are accounted for. In the event an employee is not accounted for, the Emergency Action Leader will notify law enforcement, fire, or other first responders on scene with the name of the employee, description, and area that they are assigned. Grant County Courthouse Emergency Action Plan 9 First -Aid and Rescue Operations First -Aid First-aid certified employees may respond to medical emergencies until an emergency medical unit arrives. First-aid kits will be appropriately stocked and readily available. If an AED is available, it will only be administered by persons who have been trained in its operation. If employees are expected to handle blood products, they must be properly trained to handle blood borne pathogens and appropriate PPE must be provided. It is the responsibility of each department head/elected official that employees under their supervision that are expected to perform first aid be properly trained and supplied with equipment, and the training is up to date. Rescue Operations In the event rescue operations are required, 911 or MACC Dispatch will be contacted and rescue operations will be conducted by Fire or Law Enforcement Command on scene. 10 Grant County Courthouse Emergency Action Plan Fire Inside Structure Fire Hazard Specific Actions In the event of a small fire that occurs within the Central Courthouse Campus, properly trained employees may respond with fire extinguishers when the fire is first noticed. However, this is a first attack response only until the fire department arrives. Fire extinguishers are located at appropriate places throughout the Central Courthouse Campus, typically by a stairwell or building entrance/exit or in a centralized location within an office or department. Employees trained in the operation of Fire Extinguishers should be aware of the nearest extinguisher station to their department. If the fire grows rapidly or is already a large fire, employees should follow evacuation and notification procedures detailed earlier and allow the fire department to properly respond. Outside Fire Threatening Central Courthouse Campus In the event an outside fire (a nearby business or home) begins to threaten the Central Courthouse Campus, employees will follow the directions of the Incident Commander of the fire and evacuate when ordered. If evacuation of the courthouse is required for a long duration, Grant County Departments should follow their department's Continuity of Operations Plan. If a department does not currently have a Continuity of Operations Plan, it is the recommendation of this Emergency Action Plan that they create one. Flood In the event of a flood threatening the Central Courthouse Campus, evacuation may be required. If evacuation is ordered, employees will follow the evacuation procedures. Employees may also be called upon to assist with sandbagging on a volunteer basis. Earthquake In the event of an earthquake, employees should remain calm, and move under a desk or table and remain there until the shaking stops. Employees should keep away from windows, filing cabinets, bookcases, and other objects that are capable of tipping or falling over. After the shaking has stopped, the Facility Maintenance Manager will signal for a building evacuation. If the Employee Alarm System alerts during the earthquake or immediately after the earthquake, this may be a false alert. Employees should await instruction before evacuating. Bomb Threats and Unattended Packages Employees who receive bomb threats or locate unattended packages should follow the procedures detailed in on Page 3 "Reporting an Emergency" of this Plan. In the event that a credible bomb threat is made, or a suspicious package is discovered, the Central Courthouse Campus should be evacuated. Grant County Courthouse Emergency Action Plan 11 Train Derailment or other Rail incident If a train derailment occurs within the City of Ephrata, employees should standby for additional instructions. Based on the contents and damage to the train, evacuation or shelter in place orders may be issued. Active Shooter In the event of an Active Shooter situation, employees will follow the "Avoid Deny Defend" doctrine. Employees not currently trained in this will be required to be trained in this doctrine. Training on "Avoid Deny Defend" Doctrine will be performed by GCSO staff who have been certified to put on this type of training. Lockdown A lockdown notice may be issued in the event that there is an internal or external security threat to the Central Courthouse Campus. During a lockdown, general response is similar to the shelter in place procedures. Emergency Action Leaders will gather employees and members of the public in their designated zones into rooms with the least doors and windows. Once their zones are cleared and everyone is gathered, the windows and doors will be secured and the blinds closed. Emergency Action Leaders whose designated zones include exterior doors will also be responsible for securing those doors and landings. Emergency Action Leaders will take a headcount and record names of those people within their room. After this, they will call 911 and relay their position and number of people that are sheltering in the location. The lockdown will remain in effect until canceled by Law Enforcement or Incident Command. Hazardous Materials Spill In the event that a hazardous materials spill occurs within the Central Courthouse Campus, employees within the area will evacuate the area as per the Evacuation Procedure, and will contact 911 and the Facility Maintenance Manager. Volcanic Hazards In the event of a volcanic eruption in the Cascades, Grant County may be in the path of the ash plume. If this occurs, Shelter -In -Place orders may be issued to protect employees and the public from the ash fall and poor air quality conditions. A yearly review of the plan will be conducted by the Central Safety Committee prior to the end of Quarter 4 each year. Training All Employees working in the Central Courthouse Campus will be trained on this plan, and the response frameworks detailed therein. Additional training may be required for those employees designated as Emergency Action Leaders. Training on First Aid, Fire Extinguishers, AEDs, and Blood Borne Pathogens will be given when requested. Exercises A yearly evacuation drill will exercise the evacuation portion of this plan. Additionally, the Earthquake response will be exercised yearly during "The Great Shakeout" event.
