Currently Dorm L is being used for bed space to house inmates. This room wasn't designed to house inmates because it was originally a storage room when the facility opened up in 1986. Currently Dorm L is being used but has to be repeatedly cleaned extensively to prevent the buildup of mold. The buildup of mold is due to the lack of circulation in the dorm. The Air Circulation project will provide better air quality to make the dorm habitable. Currently there is very limited air circulation because it isn't tied in with the current HVAC system. To make this dorm more habitable, this project is emergent in nature. The funding source for this project are REET funds as approved for the 2019 budget. On February 26, 2019, a request for competitive quotes was sent out to various businesses on the small works roster. The deadline to submit the quotes was March 15, 2019. Since this project is under $35,000; the contract would be awarded to the lowest responsible bidder as indicated in RCW: 39.04.155. We only received one quote from Basin Refrigeration and Heating. The quote came back at $27,204.00 (see attached quote). �k P.O.
