Commissioner Carter was out and excused. 9:00 a.m. — 9:20 a.m. ASC Update and Misc BOCC Action (Items 1 through 4) A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1 through 4 on the agenda as presented. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Amended from March 18, 2019 ASC Agenda, Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during January, 2019 in the amount of $13,039.82 on Washington State Department of Social & Health Services Division of Behavioral Health and Recovery Contract No. 1763-94250. (Approved) 3. 2019-2020 Professional Services Agreement between Grant County and Saul Castillo, The Interpreter, for the provision of interpreter services to assist Grant County Public Defense attorneys. Term of the agreement is from March 1, 2019 to December 31, 2020. (Approved) 4. Port of Mattawa request for extension of time on Strategic Infrastructure Project (SIP) 2018-07, Sentinel Gap Industrial Park, Road & Utility Development, from May 8, 2019 to October 8, 2019. (Approved) 9:30 a.m. — 9:50 a.m. T Gaines, Central Services Update 10:00 a.m. —10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance) 11:00 a.m. —11:50 a.m. Budget and Finance Update 1:00 p.m. —1:20 p.m. Open Record Public Hearing, Community Development Block Grant (CDBG) Public Services Grant Application(s)/Closeout The Commissioners held an Open Record Public Hearing to seek public comment on its intention to submit an application to the State of Washington for 2019 Community Development Block Grant (CDBG) Public Services Grant funding, to prepare for closeout the 2018 Public Services Grant. Jill Hammond, Administrative Services Coordinator, stated the purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive comments on proposed activities and funded activities that are nearing closeout, particularly from lower income persons residing in the Grant and Adams County areas. Page 2 of 9 Grant County Commissioners Minutes Week of March 25, 2019 Comments on the County's intention to apply for 2019 CDBG Public Services Grant funding in the estimated amount of $121,058.00 and will also be received in addition to performance reporting and its closeout of the 2018 Public Services Grant No. 18-62210-005. The following handouts were available in both English and Spanish: o Grant County's CDBG Public Participation Plan; o The Department of Commerce's Community Development Block Grant Program Public Hearing Handout; and o The Federal Citizen Participation Requirements for Local Government Applicants to the State CDBG Program. Present at the hearing was Isidra Sanchez from the OIC of Washington who is a Spanish interpreter. It was communicated that individuals interested in or requiring technical assistance to become knowledgeable with the CDBG program or who desire to contribute ideas to solving some of the community's needs will be provided assistance upon request to the County's CDBG Citizen Participation Coordinator. Public Services Grant Present at the hearing was Candi Jaeger of the OIC of Washington, which administers the County's Public Services Grant. Candi provided a report of program activities that were undertaken with 2018 funds and a report on the planned use of 2019 funds. Candi Jaeger, Prosperity Center Director with the OIC of Washington, reported on their 3 programs that were assisted with CDBG funds in 2018. The Energy Assistance program services assisted 1200 families totaling approx. $800,000.00 of assistance. The Prosperity Center served 1122 clients, 25 of them businesses. Prepurchase and foreclosure assistance and first time home buyer assistance. The assisted 550 people with tax services. The Weatherization Program served 20 houses this past year in Grant/Adams Counties. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to close the public comment portion of this hearing. The motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to approve: • The County's submittal of an application to the Department of Commerce for 2019 CDBG Public Services Grant funds • To accept closeout of the CDBG Public Services Grant No. 18-62210-005 • The County's possible submittal of an application to Commerce for 2019 CDBG General Purpose Funds. Commissioner Taylor seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Resolution No. 19 -029 -CC) Page 3 of 9 Grant County Commissioners Minutes Week of March 25, 2019 1:30 p.m. —1:50 p.m. Open Record Public Hearing, Declaring Surplus County Real Property located at 1042 W. Ivy Ave., Moses Lake The Commissioners held an Open Record Public Hearing to conduct a public hearing to declare surplus real property located at 1042 W. Ivy Ave., Moses Lake (Parcel No. 10-0051-000). This property is of no use to Grant County and will be sold at public auction as set by the County Treasurer. Darryl Pheasant, Treasurer, stated this property is located behind 1042 W. Ivy Ave., Moses Lake, on B Street and is a vacant piece of land. (The Clerk of the Board advertised the actual address of the parcel as that address, which is incorrect). The current assessment is $43,200.00. It was previously purchased for the potential use by the county Mental Health Department, currently known as Grant Integrated Services. It was purchased in 2000 for the amount of $65,000.00. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to close the public comment portion of this hearing. The motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to declare the property as surplus and place the parcel up for sale and returning the funds back to Grant Integrated Services. Commissioner Taylor seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. The motion passed unanimously. 10:30 a.m. —11:20 a.m. G Bishop, Quincy Valley Medical Center / Hospital District No. 2 Update 11:30 a.m. —11:50 a.m. Open Record Public Hearing, Ordinance Repealing and Replacing Ch. 9.07 of the Grant County code titled "Potentially Dangerous Dog Control and Dangerous Dog Regulation (continued from March 19, 2019) The Commissioners held an Open Record Public Hearing Ordinance repealing and replacing Ch. 9.07 of the Grant County Code titled "Potentially Dangers Dog Control and Dangerous Dog Registration" (continued from March 19, 2019). Kevin McCrae, Chief Civil Deputy Prosecuting Attorney, stated that this ordinance update was requested by the Grant County Sheriff's Office to match the City of Moses Lake's code and be more consistent throughout the county. Disallows dangerous dogs in the county, creates conditions for keeping potentially dangerous dogs (registration and kenneling requirements), updates of fines and fees, updates condition for rabies, quarantines and impounding dogs. Mr. McCrae recommends approval of this amendment. Kate Mathews, Deputy Prosecuting Attorney, reiterated that any dangerous dogs found in the county will have to be removed or put down.
