GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 18, 2019
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Taylor and Carter in
attendance. Commissioner Stevens was out and excused.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 6)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 6 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Reimbursement Request #20 on Washington State Department of Commerce on Consolidated
Homeless Grant (CHG) No. 17-46108-10, administered through Grant County Housing Authority,
in the amount of $26,404.18. (Approved)
3. Department of Commerce Homeless Housing Funding Application for the Consolidated
Homeless Grant (CHG). Term is July 1, 2019 through June 30, 2021. (Approved)
4. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during January, 2019 in the amount of $13,142.78 on
Washington State Department of Social & Health Services Division of Behavioral Health and
Recovery Contract No. 1763-94250. (Approved)
5. Amendment No. 4, Participating Provider Agreement No. 342323 -Public between Coordinated
Care of Washington, a health maintenance organization, and Grant Integrated Services. March
7, 2019 to March 7, 2020, after which it will automatically renew for successive terms of one
year, unless the agreement is terminated as provided in the agreement. (Approved)
6. Foundational Community Supports Provider Agreement between Amerigroup Washington, Inc.
and Grant Integrated Services. This agreement shall provide Grant Integrated Services $5,000 for
items that supported employment clients may need for successful job placement, for example:
food handler permit or employment required shoes or clothing. (Approved)

Barbara Morgan, Chair of the Grant County Republican Party, came in to discuss 1-1639
concerning firearms and is asking for the commissioners to sign a resolution supporting the
Federal Second Amendment and Article 1, Section 2 and & of the Washington State
Constitution.
Ms. Morgan asked about the Commissioners agenda and calendar. The agenda process was
discussed.

Commissioner Taylor stated the draft resolution will likely go before our Civil Attorney for
review. He may suggest revisions then get it back to the Commissioners to take favorable action
or no favorable action.
Commissioner Carter stated that Commissioners have been advised to be careful when speaking
out and/or signing documents.
Phil Anderson also discussed 1-1639 and stated that the resolution they are presenting is an
expression by the Grant County Republic Central Committee. The proposed resolution is
supporting the Constitution. Mr. Anderson read into the record his statement.

Pursuant to RCW 42.30.110(1)(f) Commissioner Taylor called an Executive Session to order at
11:18 a.m. to go until 11:30 a.m. to discuss personnel disciplinary matters. In attendance were
Commissioners Taylor, Stevens and Carter, and Barbara Vasquez, Clerk of the Board.
Commissioner Taylor closed the session at 11:30 a.m.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 3 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Recommendation to award the quote for the Tandem Axle Dump Trailer to Huber Trailer Sales
in the amount of $9,895.00. (Approved)
2. Resolution No. 19 -024 -CC for a Notice of Hearing to consider a petition from Jon Todd Busby
and Reisha Busby to vacate a portion of Road C -NE. The hearing will be held April 9, 2019 at
1:45 pm. (Approved)
3. Resolution No. 19 -025 -CC to remove CRP 18-01 from the Annual Road Program and no funds
appropriated for it, and declare CRP No. 19-02 be amended to consist of the improvement of
Road 5 -NW and U -NW. (Approved)

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn the bids
over to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 8 and 10 on the agenda as presented. Item 9 will be signed the following week. The motion

AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$58,263.17 and $346,237.07)
AUDITOR'S OFFICE
6. Request approval to close the investment fund for fund #508. This fund was designed as a pass
through fund and does not qualify as an investment fund. The Treasurer is aware of this request
and agrees. (Approved, Resolution No. 19 -028 -CC)
CENTRAL SERVICES
7. Request for approval for the repair of the Peterbuilt dump truck located at the Grant County
Fairgrounds. This repair estimate is $ 11,298.11 and the equipment is required to support
activities. (Approved)
8. Formal request to approve emergency repair authorization for the vandalized Harwood Arena.
The request would waive the formal bidding process to make necessary repairs in a timely
manner for upcoming events. (Approved)
CENTRAL SAFETY COMMITTEE
9. Recommend approval of the Grant County Central Courthouse Campus Emergency Action Plan.
(Item will be signed the following week)
PROSECUTING ATTORNEY
10. Out of state travel request for Deputy Prosecutor's Peter Hibbard and Caleb Nolta to attend the
2019 Commercial Driver's License Violation Conference in Orlando, FL June 18-20, 2019.

3:00 p.m. — 3:10 p.m. Open Record Public Hearing, Economic Rural Enhancement Fund Budget
Extension for Big Bend Community College Workforce Education Center
The Commissioners held an Open Record Public Hearing to consider a budget extension request
to the Economic Rural Enhancement Fund #133.184 in the amount of $100,000.00. This is a
contribution to Big Bend Community College for the new Workforce Education Center project
Jill Hammond, Administrative Services Coordinator discussed the request.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.

Commissioner Stevens moved to approve the budget extension as presented. Commissioner
Taylor seconded and the motion passed with 2 Commissioners in attendance. The hearing
adjourned. (Resolution No. 19 -026 -CC)
3:15 p.m. — 3:30 p.m. Open Record Public Hearing, Ordinance repealing and replacing Ch. 1.32
of the Grant County Code titled "Enforcement and Penalties"
The Commissioners held an Open Record Public Hearing to adopt an ordinance repealing and
replacing Chapter 1.32 of the Grant County Code titled "Enforcement and Penalties". This
chapter relates to the enforcement of county ordinances and codes, including but not limited to
building, zoning, environmental health and safety, and quality of life.
Kate Mathews, Deputy Prosecuting Attorney, stated she is not too familiar with the Ordinance /
Code changes as she is new to the project. She would like Deputy Sainsbury to assist.
Josh Sainsbury, Sergeant, Sheriff's Office stated that the main changes were referencing the
change in code enforcement and changing it over to the Sheriff's Office. All fines are going to go
through District Court and there will now be a response time of 15 days. All proceedings will go
through the District Court Judges. They wanted consistency with the Sheriff's Office procedures.
Commissioner Taylor gave the history of this position.
Sheriff Tom Jones stated the new changes gives the code some "teeth" for enforcement. There
is now a progressive fine system for those who do not comply and criminal citations can be
issued.
Jeff Powell, stated he filed a complaint a year ago and wants to know how long it will take to
complete the process.
Sheriff Jones clarified the citation process. There will be a 15 day letter to. The Utility Deputy
has the discretion to see if there is progress and give the person extra time, as long as they are
advancing or they can issue a citation if there is no compliance. Sheriff's Jones recommended
that old complaints refile into the new Sheriff's system.
John VanKulen (sp) had an issue with anonymity. He checked the box to keep his name private
in the complaint and his name was somehow released. Sheriff Jones said that a phone call to his
office should help alleviate this.
Shane Ahmann asked about "The Base" in Moses Lake/Grant County. If the tenant is not
responding, is the land owner liable? Sheriff Jones stated they try to contact the land owner
first because they are ultimately responsible for the property.
Jennifer Powell, asked if there are any discretionary funds that would allow for the placement of
dumpsters out to neighborhoods for cleanup? Like they do for spring cleanup? The
Commissioners stated they could discuss this.

public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.

seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

3:30 p.m. — 3:45 p.m. Open Record Public Hearing, Ordinance repealing and replacing Ch. 9.07
of the Grant County Code titled "Potentially Dangerous Dog Control and
Dangerous Dog Regulation"
The Commissioners held an Open Record Public Hearing to adopt an ordinance repealing and
replacing Chapter 9.07 of the Grant County Code titled "Potentially Dangerous Dog Control and
Dangerous Dog Regulation". This will be the policy to minimize exposure of citizens to the
threat of dangerous and potentially dangerous dogs, and to regulate same, pursuant to RCW
16.08.090.
Kate Mathews, Deputy Prosecuting Attorney, asked for a continuance of this public hearing.
There were internal inconsistent provisions within the code and they want to consult with
Deputy Ledeboer.
Commissioner Stevens moved to continue this hearing until March 26, 2019 at 11:30 a.m.
Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned.
