Re: Bureau of Reclamation, Removal of Easement
In recent discussions with the Bureau of Reclamation, it was relayed to me that the Bureau
desires to remove an easement that runs along the entire eastern boundary of the fairgrounds on
Paxon Dr. This easement extends much further. It impacts numerous parties, of which we are a
single one.
,The Bureau has taken the total cost of removing the easement and evenly divided it amongst the
affected parties. These parties include the City of Moses Lake, the PUD, Hayden Homes, and
several investment firms. They have requested that we all share the cost of removing the
easement.
I am in favor of this. As the board may or may not be aware, I spent a year's effort to receive
permission from the Bureau to transit the new sewer and fiber through the easement to install the
flowmeter as required by the City of Moses Lake when we made sewer improvements to the
fairgrounds.
To this day, I have only a saved email from a now former Bureau employee stating we could go
ahead, but it was not the formal approval. We have never received that, and I gave up trying to
work with the Bureau on this specific installation.
All other parties have agreed (as per the Bureau) to pay the $4,000.00 charge to remove the
easement. Any plans on this part of the fairgrounds would require a transit of services from
Paxon Dr. to the fairgrounds. Removing this easement would negate a bureaucracy that has been
nearly impossible to navigate. With the Boards permission, through Central Services and the
facilities budget, the County will remit the $4,000 to the Bureau of Reclamation and have our
portion removed.

Subject: Administrative Costs Associated with the Abandonment of the ELI 8NVW, Contract No.
23-07-16-L641 1� EF O 23-0005-25
Dear Mr. Gaines:
This letter is in response: to correspondence discussing the abandonment of a portion of the
ELI 8WW that crosses County owned Grant County Parcel Nos. 1.7o 12000 and 170613002,
used for the Grant County Fairgrounds located in Section Sixteen (16), Township Nineteen (19)
North, kange Twenty -Eight (28) East, Willamette Meridian, Columbia Basin Project, Grant
County, Washington.
Reclamation is prepared to abandon this portion of the ELI 8WW. However, in accordance with
43 CF -R, §429.18, Reclamation has detem-lined an estimate of administrative costs for processing
the abandonment. Reclamation i's estimating an administrative cost of $4,000.00. Remember this
is only an estimate. Should the estimated administrative costs prove to be insufficient,
Reclamation -will notify you, in writing, of the additional amount needed. If the funds collected
exceed the administrative costs, a. refund of the excess amount will be returned to you.
In accordance with 43 CFR §429.17, administrative costs must be collected in advance of
Reclamation processing the abandonment. If payment is not received within 90 days m frothe
date of thi's letter, Reclamation may c. lose your file. If the file is closed, you will need to submit a
new application and $100.00 nonrefundable application fee. If you wish to proceed, please send
a check or money order in above listed amount, and mail it to the following address:
