Vacation of 24 -NE and P -NE Road and Rights -of -Way (Stevens)

1:46 p.m. The Commissioners held an Open Record Public Hearing to consider a vacation
request from David and Rose Stevens.
Commissioner Stevens recused himself from the hearing as the proponents are family members.
Jeff Tincher, Public Works Director read into the record his Engineer's report:
The Board of County Commissioners of Grant County Washington has received a petition to vacate
that portion of County Road being all that portion of County Road 24 -NE, Road Log Number
51960, from Mile Post 0.62 to Mile Post 1.45 and County Road P -NE, Road Log Number 53750,
from Mile Post 0.00 to Mile Post 1. 00 , lying in Sections 34 & 35 of Township 23 North, Range 29
East W.M. and Section 2 of Township 22 North, Range 29 East W.M., all in Grant County,
Washington, as highlighted on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the petition
and directed the County Road Engineer to prepare a report on the proposed vacation and
abandonment for a public hearing to be held at 1:45 PM, February 19, 2019. The Notice of
Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at
each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the petitioned County Road.
Road 24 -NE & P -NE is on the active County Road System. All affected parcels are either owned
by the proponents or have frontage on other currently maintained public roads.
I find that, these sections of County Road 24 -NE &P -NE are not necessary and useful to the public
and the public would be benefitted by its vacation and abandonment with the following conditions:
• The petitioners construct a turnaround approved by the County Road Engineer on 24 -NE
at Mile Post 0.62 and dedicate any additional right-of-way required for the turnaround.
• If this Road Vacation is approved, the vacation document shall not be recorded until the
turnaround is accepted and approved by the County Road Engineer and any additional
right-of-way required for the turnaround is dedicated to the County.
Cliff Sears, Attorney representing the proponents, stated they are in agreement with the
Engineers' Report, including the extra conditions.
A motion was made by Commissioner Carter, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Carter moved to approve the recommendation of the Public Works Director and
grant the vacation as presented, including the 2 Conditions of Approval. Commissioner Taylor
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
