HomeMy WebLinkAboutBid Related - Central ServicesBoard of County Commissioners RE: Improvements to increase occupancy for the Harwood Pavilion Grant County Central Services P O Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 January 30, 2019 The fairgrounds booked an event that unknown at the time, was not in compliance with the occupancy limitations for the Ardell Pavilion. The occupancy limit was set due to the facility not having a fire suppression system. We moved the event to the Harwood Pavilion but due to egress limitations based on the existing doors, we would be pressed to hold the event at the Harwood. We engaged with the building department and discovered that if we replaced the existing doors and improving the egress we could substantially increase the occupancy of the Harwood Pavilion. We reached out to numerous contractors (more than three) but only received pricing from two, North Central Construction and Rock Steel Structures. North Centrals quote was $31,048.23 and included all fees, permits and sales tax. Rock Steel Structures quoted $34,566 and did not include permits, fees, or sales tax. Both companies were made aware of the all requirements and we feel our request to both companies was identical. This project will be awarded as a "Limited Public Works" project as dictated by RCW 39.04.155 subsection (3), The Project will be funded by the Fairgrounds Building Improvement fund awarded in the 2019 Capital budget. It is my hope that in a future budget extension for another project that has become somewhat of an emergent issue (fire suppression in the Ardell Pavilion) the funds from the improvement fund for this project will be reimbursed by that budget extension if possible. The occupancy limits for the Harwood Pavilion will be increased after this project from the current 906 to over 1600 and will significantly help in our ability to book future events without facing the issues we are facing today. This letter serves to memorialize the conversations between Central Services and the Board of County Commissioners and asks the Board to approve the work utilizing North Central Construction.
