o RJ/District 2: Road K meetings with area landowners and gave them information on a
potential Road Improvement District; talked with Renew to see about part time position
in the jail; met with Jerome on Public Records Requests; District Court travel to Othello
to see their court technology, they are trying to spend their grant funds; Conservation
District and discussed watershed topics; Chamber Response Legislative Breakfast (WA
Policy Center) discussed upcoming bills.
o CC/District 3: Safe Roads to schools issues by schools; Adams and Dodson Roads- she's
heard complaints that north of 1-90 are better than south of 1-90; Port of Quincy
meeting.
o DS/District 1: Shrubsteppe update by Chris Young, Development Services and stated the
Voluntary Stewardship Program will be the oversight.

• DS: Grant County Advisory Committee previously discussed the release of inmates from McNeil
Island, amongst other bills going through the legislature (ESH13 1469/5489). Does the
Commissioners request Zak Kennedy speak on behalf of Grant County? CC: called the City of
Tenino about their recent same situation.
• DS: Douglas/Chelan/Okanogan re: Opioid Abatement settlement discussion with Commissioners
on 3/3/23. When he sees the draft Interlocal Agreement, he will forward it to the City of Moses
Lake. Opioid Abatement Council (OAC) will determine who will administrate the funding.
• DS: Serial Meetings discussed at WSAC Legislative Steering Committee meeting. Everyone has a
different opinion on them and what discussion/action means.
• DS: Bureau of Land Management letter "received today. Cooperating agency vs. Coordinating
agency on EIS on solar development.
• Tom Gaines stated the failure of the jail fan was quite catastrophic.
• Ephrata School District should be moving into the Work Release facility soon.

Pursuant to RCW 42.30.140(4)(x) Commissioner Jones called an Executive Session to order at 3:03 p.m.
to go until 3:14 p.m. regarding Negotiations. In attendance were Commissioners Carter, Stone and
Jones, and Kirk Eslinger and Decorah Anderson, Human Resources Director. Commissioner Jones closed
the session at 3:14 p.m.
Personnel Action Request (PAR) for the salary, wage and/or position change for Maria Hallatt, Becky
Garcia, Tara Dieng, Debra Long, New Hope; and Tina Brissey, Human Resources.
3:30 p.m. — 4:00 p.m. District Court Update
• Technology issues were discussed with the courtrooms.
• Laserfiche will soon be installed on their clerk systems.

MISCELLANEOUS ITEM
Emergency Accounts Payable voucher batch from Renew in the amount of $1,284.00 for Emergency
Housing.
TUESDAY, MARCH 7, 2023
The session was continued at 8:15 a.m. with Commissioners Jones and Stone in attendance.
Commissioner Carter joined the session at 8:30 a.m.
8:15 a.m. — 8:30 a.m. Z Kennedy, Legislative Update
_ • Commissioner Stone asked about certain legislative bills being considered: 5675 dead in
committee re: WA Wildlife group/ 1469 did pass and now in senate Law and Just Committee,
Nurse/Dr testify? This is center stage nationally right now. Talk with sponsors/ 5474 Juvenile
Justice Bill, died in committee. 1445 is also being watched.

• First Amendment Video Auditors: signage needed?

until 10:35 a.m.. Commissioner Jones arrived at 10:08 a.m.
In attendance: Annie Rose Favreau and Ariel Lybarger with Moss Adams, Tom Gaines, Janice
Flynn and Jerry Gingrich.
Janice Flynn gave an allocation update on the awarded funds:

rules)

• Senior Centers/American Legions/Cancer Center
• Boys and Girls Club
• Samaritan Hospital: potential of 2 million for construction of new hospital/beneficiary
agreement would need to be completed.
• Conservation District — Blue Green Algae tracking notification system.
Moss Adams recommended making sure all funds are allocated by the end of 2024. New
guidelines have been published and the County needs to review the current applications.
Applications for ARPA funding must be within the COVID period, not pre-covid.
Royal Water District /City of Warden: Water Districts need funding. Water/Sewer projects
could potentially utilize ARPA funding.
Potentially use ARPA funding for new Coroner's Office? Utilizing ARPA funds to prevent
layoffs/pay increases. Not for COLA. Could be used for aone-time bonus.
Upfront larger purchases /system upgrades / IT maintenance instead of long-term wage
increases.
Updating courtrooms and making space updates.
Decisions to be made:
1. Renew— Modify the original $400K grant to go toward counselors for privately insured
clients
2. Samaritan Hospital — make a request for a narrative from them pertaining to the use of
an ARPA grant that would pertain to COVID mitigation instead of the capital project
(brick &mortar) i.e. Equipment in the new facility that will aid in preparation for
another pandemic or health emergency.
3. Port of Coulee City Health Clinic -- make a request for a narrative from them pertaining
to the use of an ARPA grant that would pertain to COVID mitigation instead of the
capital project (brick &mortar) i.e. Equipment in the new facility that will aid in
preparation for another pandemic or health emergency.
4. Conservation District —Blue/Green Algae tracker ... approved $57,000 if they provide a
written narrative related to COVID and the tourist trade here in Grant County related to
our freshwater lakes.
5. Royal Water District —new well —send the relevant information to Moss Adams
6. City of Warden —sewer --send the relevant information to Moss Adams
7. Big Bend Community College —Nursing bldg. and program improvements -- send the
relevant information to Moss Adams

• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) The
Commissioners received 2 emails from CEASE 2020 regarding solar energy concerns.
* Commissioners Roundtable —Miscellaneous Discussion:

o Agreement with Ephrata School District — no cost: Increase of utilities would happen.
The term of the agreement needs to be monitored so that it does not run past the 3 -
month term.
• Consent Agenda — (Items 1 through 12) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent
agenda as presented. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $784,,667.11),
2. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given
in RCW 29A.60 for Dedra Osborn, Kaylyn Orozco, and Aleanah Lopez to act as representatives
for the County; and for Sally Goodwin, and Karrie Stockton to handle the ballots through the
mail room process for a Special Election to be held on April 25, 2023.
3. Delegation of County Commissioner Rob Jones to serve as the County Legislative Authority on
the Canvassing Board for the Special Election to be held April 25, 2023.

5. Authorization request to allow Jerry Gingrich to sign Docu-Sign the Washington State Allocation
Agreement Governing the Allocation of Funds Paid by Certain Settling Opioid Manufacturers and
Pharmacies (the "Allocation Agreement II") governs the distribution of funds obtained from (1)
Walmart, (2) Teva, (3) Allergan, (4) CVS, and (5) Walgreens.
CENTRAL SERVICES
6. Agreement with Ephrata School District to Utilize County Facilities (Work Release Facility) for the
preparation of school meals. Term of agreement is late winter 2023 through fall 2023.
PUBLIC DEFENSE
7. Addendum to Professional Services Agreement for Juvenile Court Defense Services with Lyliane
Couture to amend the compensation for travel expenses due to a change in venue for the
detention of juveniles.
PUBLIC WORKS
8. 2023 Re -Striping program contract with Strip Rite Inc. to furnish all tools, materials, and
equipment necessary to improve and complete the County Re -Striping program. Total contract
amount is $688.,797.15.
RENEW
9. Out-of-state travel request for LaVyonne Barnes, Tanya Nunez and Carry Robey to attend the
CHS Supportive House Summit in Philadelphia, PA. Dates of travel are May 30, 2023 through
June 5, 2023. Total cost of travel is $2,479.23 per traveler, for a total of $7.,437.69.
10. Amendment #18 to Beacon Facility Agreement with Beacon Health Options, Inc. The
amendment is effective January 1, 20,23 and amends multiple sections of the agreement.
SHERIFFS OFFICE
11. Interagency Agreement between the Washington Traffic Safety Commission and the Grant
County Sheriff's Office. Purpose of this Agreement is to provide funding, provided by the United
States Department of Transportation (USDOT) National Highway Traffic Safety Administration
(NHTSA) and allowed under the Assistance Listings Catalog of Federal Domestic Assistance
(CFDA) number 20.600 for traffic safety grant project 2023-HVE-4696-Region 15 Target Zero
Task Force, in the amount of $108,.000.00. Term of agreement is upon execution of both parties
until September 30, 2023.
12. Request to surplus Body Wire &Equipment, Asset ID # 102820. This item was determined to be
no longer useful and will be a trade -into LEA Corporation fora $495.00 INET store credit.

o Washington State Department of Commerce, Community Development Block Grant,
Request for Amendment #1 on No. 20-6221C-111 to move CV1 funds that OIC of
Washington receives and reallocate them to other budget line items.
o Special occasion liquor license for the Royal Golf Club Association and their event at the
Haven Event Center on March 18, 2023, from the Washington State Liquor and Cannabis
Board.
