The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:10 a.m. 2020 Grant County Preliminary Budget Adoption and setting a meeting
date for consideration of the final budget.
The Commissioners held an Open Record Public Meeting to adopt the 2020 Grant County
Preliminary Budget. Commissioner Stevens stated the preliminary budget amount is
$138.,329.,252.52 and Current Expense is $45,901,,460.45 (increase of approx. 2 million from last
year). This budget includes a 20% increase in benefit costs. It has since been determined that
this estimated increase will be substantially lower.
The final budget adoption date is December 2,, 2019 at 11:30 a.m.
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to adopt the
preliminary budget in the amount of $138.,329,,252.52 and recognizing the $45,,901,460.45
Current Expense Budget. The motion passed unanimously.

The Chair of the Board was authorized to sign the Gary and Kimberly Christensen (Christensen Road 11
Short Plat No. 1) File # P 19-0322 (preliminary P 19-0155); the Gary and Kimberly Christensen
(Christensen Division Road Short Plat) File # P 19-0323 (preliminary P 19-0192); and the Nathan
Sieverkropp (Sieverkropp Short Plat) File # P 19-0325 (preliminary P 19-0260) Final Plat Submission and
Reviews.
The Chair of the Board was authorized to sign a Washington State Department of Energy nomination
form for Dr. Michael Korenko to be the primary Hanford Advisory Board member.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens., to approve items 1
through 9 on the agenda, amending Item 3 in part as shown below. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioner's Office and Public Defense Vouchers. (Approved)
2. Commissioners October 211 2019 Minutes for approval. (Approved)
3. Recommendation from the Health and Wellness Committee (HWC) for the following changes to
the county's benefits offered to employees: (Approved in part; see K and L below)
a. The HWC recommends to accept the health plan renewal through HMA at a 6% increase to
the Medical Funding with Dental and vision plans to stay at 2019 funding levels. This
increase would be cost shared between the County and the Employees based on the design
structure already in place.

b. The HWC recommends to accept the stop -loss renewal through Sun -life at a 17.5% increase
to the renewal.

c. The HWC recommends to replace Lincoln Financial (voluntary Benefits) and Sun Life (Group
Life) with Mutual of Omaha

d. The HWC recommends to cover labs/x-rays (now to be changes to imaging) at a constant
coinsurance of 80% to reduce confusion and claims processing.

e. The HWC recommends to decline HMA's request to cover Out of Network claims based on a
References Based Pricing versus current Reasonable & Customary method.
• 2 votes to accept,. 18 votes to reject
f. The HWC recommends to add hearing exams to the list of preventative benefits covered by
Grant County
• 20 votes to accept, 0 votes to reject
g. The HWC recommends adding hearing aids as a defined benefits covered at 80% for both In
Network and Out of Network and a cap,of $500 per calendar year.
• 20 votes to accept, 0 votes to reject
h. The HWC recommends adding Behavioral Health and Dermatology to the services available
through MDLive
• 1 votes for behavioral health only, 17 votes for behavioral health and dermatology,
2 votes to reject
i. The HWC recommends to decline adding Air Ambulance with a group contract through
LifeFlight
• 0 votes to accept, 20 votes to reject
j. The HWC recommends to decline adding an HAS benefit plan as an option with the current
Core & buy -up plans.
• 0 votes to accept,. 20 votes to reject
k. The HWC declines to make a recommendation regarding outpatient rehabilitation, as there
was a tie in voting. (The Board voted to keep this benefit as status quo; no change)

I. The HWC recommends to decline making any changes to the dependent maternity care
benefits provided, keeping them at the current benefit of covering dependent maternity
complications only. (The Board voted to remove any and all dependent maternity care)

AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$575,491.55)
TECHNOLOGY SERVICES
5. Request to purchase an upgrade to the Laserfiche Quickfields licensing from Cities Digital in the
amount of $3,212.00. They have funding in their current budget for this purchase. (Approved)

6. Request to surplus county property: miscellaneous computer equipment. Specified items will be
either delivered to TruRecycle for disposal or sold on eBay. (Approved, the public hearing was
scheduled for December 9, 2019 at 9:30 a.m.)
7. Request to purchase Quartermaster software in the amount of $9,500.00 to track assets for
Technology Services and the Sheriff's Office (and possibly other departments in the future). This
is in anticipation of the inventory policy changing in 2020 that will categorize any asset with a
value below $5,000 as small and attractive and will need to be tracked by each department
individually. (Approved)
GRANT INTEGRATED SERVICES
8. Request to designate Darray Becker-Smoger as a Grant County Designated Crisis Responder per
RCW 71.05.020, paragraph 14. (Approved)
TREASURER'S OFFICE
9. Request from the County Commissioners for the Resale of Tax Title property of Parcel Nos. 08-
0694-012 through 08-0694-018 (Lots 12-18 to be sold together) with a minimum starting bid of
$3,500.00. Properties are located on 4t" Ave adjacent to George Pruitt's Addition, Soap Lake
S 191 T 22, R 27. Treasurer recommends approval and to sell these parcels at the November 22,
2019 public auction. (Approved)
9:15 a.m. — 9:30 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8)
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 5, and 8 on the agenda as presented. Items 2, 6 and 7 were held for further review. The motion
passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. "Anticipating" Appointment and Oath of Office of Special Deputy Prosecuting Attorney
between, Garth Dano, elected Prosecuting Attorney for Grant County, and Anthony Menke of
Menke Jackson Beyer, LLP to serve as a Special Deputy Prosecuting Attorney to perform and
render legal assistance and counsel regarding labor law, employment law and personnel
matters, and such other matters and proceedings as required by the Prosecuting Attorney or
designee. Term is from date of final signature through December 31, 2020. (Item held for
further review)
3. 2020-2022 Grant County Sheriff Towing Contract with George Washington Towing. (Approved)
4. 2020-2022 Grant County Sheriff Towing Contract with DJ's Auto Wrecking. (Approved)
5. Resubmittal of Reimbursement Request (A-19) from the Washington State Health Care
Authority for contract work performed by Grant Integrated Services' Prevention and Recovery
Center (PARC), during May and June, 2019 in the amount of $30,,191.36. (Approved)
6. Recommendation from Strategic Infrastructure Program (SIP) Advisory Committee on the
following SIP Projects: (Items held for further review)
• SIP Project #2019-09: Port of Mattawa — Stevens Street Development — No Action, the
Port Rescinded their application.

funding; and
• SIP Project #2019-12: Port of Coulee City —Coulee City Medical Clinic for approval of

8. Contract with CentiMark Corporation for four skylights and repairs to roof on the Grant County
