MONDAY, NOVEMBER 18, 2019
The Grant County Commissioners session began at 8:45 a.m. with Commissioners Taylor and Stevens in
attendance. Commissioner Carter was out and excused.
8:45 a.m. — 9:20 a.m. J Hammond., ASC Update and Misc BOCC Action (Items I through 17)
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 17 on the agenda as presented; with the exception of item 2 letter d, it is contingent upon
receiving a letter of support from McKay Healthcare. The motion passed with 2 Commissioners in
attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. (item was held from 11/12/19 agenda) Recommendation from Strategic Infrastructure Program
(SIP) Advisory Committee on the following SIP Projects: (Approved letters a, b, and c below.
Letter d is contingent upon receiving a letter of support from McKay Healthcare)
a. SIP Project #2019-09: Port of Mattawa —Stevens Street Development— No Action, the
Port Rescinded their application.
b. SIP Project #2019-10: Port of Royal Slope — Waterline Extension East to Eldorado Stone
(Torklift) for approval of $133,000 in grant funding; and
c. SIP Project #2019-11: Grant County Public Hospital District No. 1 (Samaritan Healthcare)
— Infrastructure Support for Replacement Public Hospital for approval of $100,000 grant
funding; and
d. SIP Project #2019-12: Port of Coulee City — Coulee City Medical Clinic for approval of
$169.,000 grant funding. (Contingent upon receiving letter of support)
3. (Item was held from 11/12/19 agenda) Resolution No. 19 -093 -CC re Strategic Infrastructure
Project (hereafter "SIP") Advisory Committee Recommendation for Funding (SIP Nos 2019-09
through 2019-12., listed above). (Approved)
4. 2020-2022 Grant County Sheriff Towing Contract with T & J Services. (Approved)
5. 2020-2022 Grant County Sheriff Towing Contract with Quincy Towing. (Approved)

7. 2020-2022 Grant County Sheriff Towing Contract with Vista Towing. (Approved)
8. 2020-2022 Grant County Sheriff Towing Contract with Halls Towing. (Approved)
9. Interlocal Agreement with Yakima County regarding Law Enforcement Services related to
Wanapum Indian Village. (Approved)
10. Resolution No. 19 -094 -CC Authorizing Executing of Interlocal Agreement between Grant County

11. Appointment and Oath of Office of Special Deputy Prosecuting Attorney between, Garth Dano,
elected Prosecuting Attorney for Grant County, and Brian Ferrasci-O'MaUey ofNossaman, LLP
for legal guidance and assistance, supervision and consultation, including advise, with respect to
the Grant County Public Works Department and environmental and landfill matters, and the
provision of legal opinions regarding such matters as may be appropriate to the County, as
directed by the Prosecuting Attorney's Office. Term is from date of final signature through
December 31,2O2O. )

disbursement of funds under Chapter 10.101 RCW for improving the quality of public defense
services in Washington State counties. Funding is in the amount of $92,837.00 with a term of

15. Amendment No. 1 to Washington State Health Care Authority Contract no. 1863-34799 which
increases the maximum consideration from $90.,027 to $98,804. The amendment changes were
effective June 3O,2O19.(Approaed)

COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Request from the Administrative Services Coordinator to create a new fund #141-001 titled
"SHB 1406, Affordable and Supportive Housing". This fund will collect the local state -shared
sales and use tax to fund affordable and supportive housing. (Approved,, Resolution No.
19 -096 -CC)
3. Memorandum of Understanding on Friendship and Mutual Cooperation between Grant County.,
Washington and Komaki City, Aichi Prefecture, Japan. This will establish a sister region
relationship with the goals of encouraging cultural and educational exchange. (Approved)
4. Request from the Quincy -Columbia Basin Irrigation District for the Commissioners to appoint
Steve Omlin to the vacant seat of their Director Division 1 position. As his petition of
nomination was the only one received, no election is required and they would like him to
assume his duties for their December board meeting and not wait until January,. 2020.

5. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 01-92 in the
amount of $2.330.00. (Approved)
6. Special occasion liquor license for Big Bend Community College Foundation and their event at
Big Bend Community College on February 28., 2019, from the Washington State Liquor and
Cannabis Board. (Approved)

7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,

9. Adoption of Ordinance No. 19 -097 -CC amending Ch. 3.84 of the Grant County Code titled
"Electronic Access to Superior Court Records and Images" which allows registration and fee
collection for Odyssey Case Management. This amendment is to correct a clerical error, and the
fee structure is being amended to $600.00. (Approved)

10. Award of their Request for Proposal (RFP) for the operation of food booths on the Fairgrounds.
(The Director recommended award the RFP to Smokenhagen. The Commissioners approved
this recommendation)
