Washington Approye Disapprove Abstain Board of County Commission r$ ist 41 /--)P Dist # 1 Dist #� Jaiuary 24, 2019 RE: Historical Elements Bid Award Dist # 2 Dist # 2 Jist #3 Dist # 3 Dist # 3 Central Services published a "Request for Bids" for historical elements of the Grant County Courthouse (project CSD1901). These elements include; replacing the front entry doors with doors that closely replicate the original door. Removing the closets built in 1956 and restoring the entrance and public bulletin boards for reuse in the future. Replacement of relights providing light to the stairwell and front of the Courthouse. Removing acoustic tile glued onto the ceilings with asbestos laden glue, these areas include the entrance to the Courthouse, the ceiling between elections and the auditor's office, the 3rd floor foyer and the 3" floor Courtroom. Removal of wood paneling on the main floor and 3' floor foyer. Re - plaster / refinish / repaint all areas being exposed by the remodel. Removal and replacement of the front steps. The original bid had to be rejected. We had but one respondent and their bid was considerably higher than the budgeted amount we had for the various projects. We Re -bid the project, removing the front steps (adding them as an alternate to the sidewalk bid at a later date) and although we had 4 contractors perform the walkthrough, 3 provided bids. The bid from "Coatings Specialty" was deemed "Non Responsive" and was not accepted. Coatings Specialty, Wenatchee WA, Totaled $155,418.48 Whitebird Construction, Wenatchee WA. Totaled $336,504.16 Starts Construction & Son, Moses Lake WA. Totaled $337,584.00 Central Services respectfully requests your permission to award the project to Whitebird Inc. and enter into a contractual agreement for the work which will begin immediately. This work should be completed prior to June 2019. This work is being funded from a grant awarded to the County from the Department of Archaeology and Historic Preservation. Our grant is $495,459.00. This will leave us with $158,954.84 to work on the front steps which also are in need of replacement.
