Director/County Road Engineer Date: January 29, 2019 Re: Prioritization of Gravel Road Upgrades 2019 MINOR UPDATE Prioritization of Gravel Road Upgrades January 22, 2019 Background 6Ti .fx rI FP.M11V In 1999, Grant County embarked on a program of upgrading existing gravel roads to paved with updates in 2006 and 2011. In 2017 Phase 4 of evaluations and rankings was completed and approved by the BOCC. 2019 Minor Update This 2019 update is an evaluation and ranking of County road 7.8 -NE. This update is being completed because in 2013/2014 McConihe flats area roads were part of the project evaluations; but this gravel road segment was not on the original gravel to oil list or the evaluations that followed. With continued development along this segment of 7.8 -NE Grant County Public Works deemed it necessary to do an evaluation based upon previous ranking criteria used on other evaluations The data complied was: 1. ADT (Average Daily Traffic) traffic Counts & ADT truck counts 2. Adjacent residences 3. Bus route ADT 4. Network completion/missing link 5. County maintenance costs 6. Dust susceptible crops 7. Accident history (2012-2017) 8. Agricultural land values (based on crop type) Based upon the data gathered in 2019 for road 7.8 -NE the existing gravel to oil list will be updated and the roads listed will given new rankings. Project cost for road 7.8 -NE is included with the proposed construction year (see attached Appendix A). Ranking factors can be attributed to the amount of residences along 7.8 -NE and accident history along the road. Other contributing factors are listed above, numbers 1-8. The 2019 priority array will reflect changes based upon these characteristic values. Recommendations The Department of Public Works has the following recommendations: 1. Accept the addition of road 7.8 -NE onto the rank -ordered list as shown in Appendix B to serve as the basis for selecting specific projects to be constructed, if sufficient funds are available. 2. Maintain the existing Cost Share Program as it provides an alternate means of funding gravel road upgrades for projects that do not rank well or not at all on the priority array.
