Item 2 was not ready for signature. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Anticipating: Resolution Authorizing Executing of Interlocal Agreement between Grant County (Public Works) and Adams County for future maintenance and improvement to the County Roads lying on the boundary between Grant and Adams Counties. He owns property within the county outside of Soap Lake. He will be asking permission for his property to be removed from the UGA which takes a Comprehensive Plan Amendment through the County Development Services Department. 11:00 a.m. —11:50 a.m. Budget and Finance Period 1:00 p.m. — 2:00 p.m. Public Works Grievance Hearing Pursuant to RCW 42.30.110(1)(f) Commissioner Taylor called an Executive Session to order at 1:03 p.m. to go until 1:45 p.m. to receive and evaluate complaints or charges brought against a public officer or employee. Laserfiche Implementation (NEOGov Expense) Personnel Action Request (PAR) for the salary, wage and/or position changes for Tom Jones, Sheriff. 10:00 a.m. —10:20 a.m. Open Record Public Hearing, Columbia Bluffs Development Agreement Amendment The Commissioners held an Open Record Public Hearing to consider proposed amendments to the Columbia Bluffs Development Agreement (originally approved in January 2017) relating to changes in the initial phasing plan. The subject property is located in the Rural Residential 1 zone and is identified as parcel numbers 15-0433-000, 15-0433-001, 15-0433-002, 15-0433-003 located in a portion of Section 18, Township 18N, Range 23E W.M., Grant County. Damien Hooper, Director of Development Services discussed the amendments being proposed. The project has an approved PUD for 34 single family home and it utilizes 4 parent parcels. Originally the project contemplated the first phase as 9 single family homes then building from that momentum the rest of the plat thru the balance of that property. The developer proposes a modification that takes the development that was contemplated across the 4 parcels and consolidating it to 1 essentially, retaining single family home capabilities on the other 3 parcels that were part of the parent project. He wants to consolidate all the development potential to the 1 primary parcel is what is required to get some momentum moving forward. Discussion ensued. The Director recommends approval. Jerry Martens, Operating Manager for Columbia Bluffs, discussed their application. A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Carter moved to approve the amendments to the development agreement as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Approved) 1:45 p.m. — 2:00 p.m. Open Record Public Hearing, Vacation of a portion of M.5 -NW Road and Rights -of -Way (LBT Enterprises) The Commissioners held an Open Record Public Hearing to consider a petition from LBT Enterprises for the vacation of M.5 -NW Road and Rights -of -Way, roadlog 32750 BMP 0.511 to EMP 1.032 in the north half of S 26, T 21 N, R 24 E, WM. Jeff Tincher, Public Works Director, read into the record his Engineer's Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road being all that portion of County Road M.5 -NW, Road Log Number 32750, from Mile Post 0.511 to Mile Post 1.032, lying in the North % of Section 26 of Township 21 North, Range 24 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:45 PM, January 29, 2019. The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36.87.050. Page 5 of 7 Grant County Commissioners Minutes Week of January 28, 2019 The proponents of the petition own the majority of the frontage along the petitioned County Road. M.5 -NW is on the active County Road System. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. The proponents submitted this petition to adjust the right-of-way for where the road actually exists and have agreed to provide new right-of-way documents for this section of M.5 -NW. The existing right-of-way follows the section line and the existing road and utilities do not follow the section line, off approximately 17 feet at the north section line. I find that, this section of County Road M.5 -NW from MP 0.511 to MP 1.032 is not necessary and useful to the public and the public would be benefitted by its vacation and abandonment with the condition that the proponents provide updated right-of-way documents for this section of Road M.5 -NW in the north % of Section 26 of Township 21 North, Range 24 East W.M. and this Vacation, if approved, will not be filed until the new right-of-way documents are ready to be recorded in consecutive order. A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the vacation as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned.
